Sullins Dee Freeman Governor Director Secretary September 9, 2011 Cleveland County Mr. Henry Wicker, Project Manager Regulatory Division U.S. Army Corps of Engineers — Wilmington District — Wilmington Field Office 69 Darlington Avenue Wilmington, North Carolina 28402 Subject: Cleveland County Water's Proposal to Construct a Reservoir Dear Mr. Wicker: On September 1, 2011, the Division of Water Quality (DWQ) received your correspondence and listened to your presentation on Cleveland County Water's proposal to construct a reservoir. Below you will find our comments regarding the information shared during your presentation. If you have any questions, please telephone Ian McMillan (919- 807 -6364) or Karen Higgins (919 -807- 6360) in the Central Office in Raleigh. 1. It is not clear to the DWQ why the large water supply reservoirs (1,020 acres and 736 acres) are proposed based on projected Cleveland County water supply needs. Please explain. Wetland and stream mitigation is often difficult for water supply reservoir projects. Is there a mitigation plan in place for the preferred alternative? If so, please provide this information to the DWQ. 3. This Office request that you please provide the DWQ with your plans to maintain water within the proposed reservoir and immediately downstream of the proposed reservoir. We are especially interested in learning how pH, water temperature, dissolved oxygen (DO), and chlorophyll a water quality standards will be maintained within the reservoir. 4. This Office would like to know if there will there be multiple release levels incorporated into the dam design to address water temperature issues immediately downstream of the dam? 5. This Office notes that the receiving stream immediately below the dam is typically sediment starved and therefore head - cutting of the stream usually occurs at this point. This Office will need to see the applicant's complete and comprehensive lake design and dam details. 8. This Office would also like to see a more in -depth exploration of the water conservation, efficiency and reuse, both current and proposed by the Cleveland County Water. Please specify what measures have been implemented so far. If stricter conservation measures were implemented, could the size of the reservoir be reduced? 9. Please provide this Office with a copy of the "Drought Management Plan ". 10. This Office would like to know if there are any others rainwater catchment opportunities available such as quarries, dry draws, etc. 11. This Office noted that of the counties in the vicinity of Cleveland County, Cleveland County appears to have the slowest projected population growth.
