Subject Property: Compliance Evaluation Inspection (CEI) of Gas Line Project 5B Looping (West Loop, East Loop)
Neuse River Basin [NEU 02, 04, 05, 07 121
Dear Mr. Vena:
On September 12, 2013 Roberto Scheller of the Division of Water Resources (DWR) conducted an on -site 401 compliance inspection
of random sites on the East and West Loops of the subject project. At time of site inspections Mr. Joey Barton of Kestrel, and Miss
Emily Greer of the U.S. Army Corp of Engineers were present. The following sites were chosen at random for review:
East Loop
Stream Crossing S 107, and Wetland W122, located near Station 220 +50; at the time of the site inspection area was stable and well
vegetated.
Stream Crossing SI 11, located near Station 299 +00; area stable with adequate vegetation, banks matted with riprap over pipeline for
bank stabilization.
Stream Crossing S 112, located near Station 382 +00 was reviewed for construction of proposed stream stabilization project. Plans for
the stream stabilization project were received in this Office, via email, on August 12, 2013. The stabilization project appeared to be
constructed according to plans with area of stream elevation change stable and well designed. The area around stream crossing had
establishing vegetation cover.
Stream Crossing S215, near Station 557 +00; area stable with adequate vegetation, banks matted with riprap over pipeline for bank
stabilization. '
West Loop
Wetland W 108, near Station 271 +00, was area of reported frack -out. At the time of site review there were only trace amounts of
frack -out. It was noted that vegetation in this area was slow to emerge due to lack of rain fall.
At the time of inspection the areas reviewed, within the subject project, appeared to be compliant with the General Certification
#3884. This Office would like to extend a special Thank you to Mr. Robert Baker and Mr. Joey Barton of Kestrel for their
cooperative attitude and willingness in working with this Office. If you have any questions in regards to this final compliance
