Subject: Submittal of Draft Stormwater Management Plan (SWMP) and Update to Annual
Reporting
Dear Ms. Powell,
Please allow this letter to serve in attachment to the Draft Stormwater Management Plan
(SWMP) for the Town. On March 11, 2021 NCDEQ conducted a Compliance Stormwater
Evaluation Inspection of The Town of Holly Springs Phase II Municipal Separate Storm Sewer
System Program. The following minimum control measures were evaluated:
Illicit Discharge Detection and Elimination
Construction Site Runoff Controls
Pollution Prevention and Good Housekeeping for Municipal Operations
As the Town was audited during the reporting period (July 1, 2020 – June 30, 2021), NCDEQ is
aware of the MS4 compliance status. The Town received the Notice of Compliance (NOC-2021-
PC-0412) Letter and Audit Report and has prepared a draft SWMP for your review and
comment.
As part of the draft process, staff has comprehensively reviewed all of the required minimum
measures of the Town’s program and identified areas of improvement that we hope to
accomplish with our updated SWMP, as well as addressing any inconsistencies noted in the
Audit Report. We are pleased to note that the vast majority of our ordinances, Standard
Operating Procedures (SOPS) and other processes are already well aligned to satisfy the
updated Phase II permitting guidance, as well as our pending requirements for implementing
the Nutrient Sensitive Watershed (NSW) requirements. You will note that our intended
approach to comply with the NSW requirements has been added into our draft permit. As this
regulation is new to us, we look forward to any comments that may help us address any
concerns with the current joint guidance form Stormwater Program, as well as NSW staff.
