A copy of the Compliance Inspection Report is enclosed for your review. Mr. Cleve Collins, Environmental Manager, was also present during the inspection and his time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG210000 under Certificate of Coverage NCG210485. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Jacob Swamp, class C;Sw waters in the Lumber River Basin. As a result of the inspection, the facility was found to be compliant with the conditions of the NCG210000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $26,000 per day for each violation. Facility obtained coverage under the permit on September 21, 2020. Met with Cleve Collins, Environmental Manager, who provided the facility's Stormwater Pollution Prevention Plan (SPPP) and monitoring records for review. Facility's SPPP contains all permit required components along with documentation associated with annual employee training, semi-annual facility inspections, housekeeping records, spills/leaks or lack thereof, etc. Qualitative Monitoring has been conducted and recorded as required for the facility's four stormwater discharge outfalls. Analytical Monitoring has been conducted, recorded and submitted as required for outfall 004, which was granted Representative Outfall Status as documented in the facility's Certificate of Coverage letter. Based on a review of the analytical monitoring records, there have been no exceedances of benchmark values. After the records review, observations were made of site conditions including the wood material storage areas, ASTs with appropriate secondary containment, and the stormwater outfalls. At the time of inspection, there was no apparent activity with respect to the processing of wood or timber materials. A significant amount of wood chips and other wood materials from prior activities remains stockpiled onsite. Per Mr. Collins, facility operations have temporarily ceased.
