This letter is to follow up our conversation on April 16, 1999 concerning Clarifier 41, at the WWTP. The
clarifier was taken out of service due to leak which was discovered. It was leaking directly into the sump pit .
The clarifier had to be drained to get to the area. When it was drained, we discovered that part of the interior of
the tank needed to be sandblasted and repainted. There was some rust of bolts and plates were missing off the
weir. The caulking around the weir notches also needed to be replaced with a more substantial type of material
other than bath tub grade. I called a professional paint company to come and give estimates and we also gave
them the job to be done.
The tank was cleaned last week and today the sandblasting and painting will begin. According to the painters
the paint will need to set 6 to 8 days at at temperature of 72 degrees F., or more to be properly set for the type
of climate it will be exposed to.
If all goes well, the tank should be returned to service the week of the 26th of April, 1999. I will keep you
informed of our situation concerning this tank.

As requested, this letter is to inform you that we have returned clarifier #1, back to service as of 4-30-99.
Clarifier was cleaned, sandblasted ,caulked, and repainted. Paint was allowed to dry for seven days as
required per specifications.
With the exception of VFD drive #3, which also went out this month, we are operating smoothly. The
drive is from Square D. and is being handled through CITI, a representative of Charlotte, NC.
We will keep you informed of this situation.

This letter is a written response to the violations cited in the inspection performed June 11, 1998.
During the telephone conversation held on November 6, 1998, between Rhonda Hagan Locklear and
Harvi C. Cooper it was determined that the BOD calculation on 4/15/98 was correct. The seed
correction calculation was determined as an average of 0.8, however the seed was doubled in the
effluent dilutions samples, resulting in a seed correction of 1.6.
The lab is currently documenting on the bench sheet that the sterile rinse water blanks analyzed at the
beginning and the end of the series of Fecal Coliform MF samples is indeed 100m1s.
The laboratory has currently launched a project to create a detailed SOP/Quality assurance manual
that will include procedures from the 18 Edition of Standard Methods, the EHNR/DEM laboratory
certification checklist, and any news letters that address currents changes or additions recommended
by EHNR/DEM.
