Measurement: Laboratory: fluent/Receiving- Waters Pretreatment:`: 'Self -Monitoring Program: Sludge Disposal.:, ompliance Schedule :;N Operation & Maintenance Mr. Cummings Page 3 September 18, 2002 Pembroke Wastewater Treatment Plant (WWTP) BIOMONITORING EVALUTATION INSPECTION performed during the week of February 5, 2001 DESCRIPTION of Pembroke WWTP: The 1.33 MGD wastewater treatment plant consists of a mechanical bar screen, grit removal, influent pump station, dual oxidation ditches (one ditch is being used, 534,000 gallons capacity each), dual clarification (both are being used, 206,000 gallons capacity each), chlorine contact chamber, de - chlorination, cascade post -aeration, and sludge digestion. SECTION D: SUMMARY OF FINDINGS/COMMENTS: PLANT TOUR--- 1. Measurements of the clarifier sludge blankets: # clarifier depth sludge blanket depth_ _clarifier 1 14 feet 0.5 feet 2 14 feet 0.7 feet 2. The aerated grit chamber was operating. 3. The screenings, grit, and grease removal were hauled to the Robeson County Landfill. 4. #1 Oxidation Ditch was in operation. #2 was not in operation. Next week the operation of the ditched will be rotated, and will be rotated on an annual schedule. The most recent Mixed Liquor Suspended Solids (MLSS) results were 3,700 mg/L. 5. Chlorine was flow paced and the sulfur dioxide was residual paced. The chlorine was administered at a rate of 5 pounds per day. Sulfur Dioxide dechlorination was administered at a rate of 10 pounds per day, at a 1:2 ratio with the chlorine. 6. The effluent Outfall 001 was easily accessible. 7. Expert Services International, Javier Varela, last calibrated the flow meter on July 24, 2002. 8. Sludge was handled by Porter Environmental, permitted through Porter, to be land applied on land owned by Porter, at a maximum of 100,000 gallons per month. 9. • The aerobic sludge digester appeared to have a level of half -full: 250,000 gallons in the 500,000 digester. 10. The thermometer in the effluent compositor refrigerator read 5.5 ° C and was corrected to 3.5 ° C as per the annual crosscheck with the NIST (which indicated that the thermometer +2.0 ° C higher). The thermometer in the influent compositor refrigerator read 4.5° C. 11. Six full 150-pound chlorine cylinders were on hand, as were six full 150-pound sulfur dioxide cylinders. 12. The clarifier launders were routinely cleaned on Thursdays or Fridays. 13. One 50-pound bag of soda ash (Na2CO3) per day was added to the WWTP for pH alkalinity adjustment to compensate for the pH drop that occurred due to the nitrification process. 14. CP&L supplied the electricity to the WWTP. There were four generators for the lift stations and one main generator for the WWTP. 15. The influent pump station had an Auto -Dialer for equipment failure. Mr. Cummings Page 4 September 18, 2002 LABORATORY TOUR--- 1. Laboratory parameters that were analyzed on site: pH, Residual Chlorine, Biochemical Oxygen Demand (BOD), Ammonia Nitrogen, Total Suspended Solids (TSS), Fecal Coliform, Dissolved Oxygen, SOUR test, and temperature. 2. Total Nitrogen and Total Phosphorus were sent to Environmental Science Corporation in Mt. Juliet, TN (NC Cert. #375). Mercury analysis was sent to Element One in Wilmington, NC. 3. Chronic Toxicity was analyzed by Meritech. 4. The pH buffer expiration dates: Buffer Date pH 4 05/31/03 pH 10 Apri12004 pH 7 01/31/03 5. The millivolts of the 7 pH buffer was 45 mV. 6. The pH, chlorine, and dissolved oxygen analyses were performed within fifteen minutes of collection. 7.
