A Division of Energy, Mineral, and Land Resources file review has determined that
Stormwater Permit SW7091117 for a stormwater treatment system consisting of a wet
detention pond serving the Exchange/Mini-Mart, Thrun Hall Barracks and Galley located
at 1664 Weeksville Road, Elizabeth City, NC expires on December 31, 2021. This is a
reminder that permit renewal applications are due 180 days prior to expiration. We do
not have a record of receiving a renewal application.
Please submit a completed permit renewal application along with a $505.00 fee for
permit renewal. Also, it was noted in the file review that a designer's certification that the
project was constructed in accordance with the approved plans as required by the
permit has not been submitted. Please include this with your application. Permit
application forms for renewal can be found on our website at:

Statutes and the Coastal Stormwater rules require that this property be covered under a
stormwater permit.

I hope we have all had the time to recover from our Federal and State organizational and budgetary challenges.
Moving forward, Base Elizabeth City has a written storm water plan.
However, it is written for the Airport. The Base side is an industrial facility. My Environmental Protection Specialist, Jake
Naeyaert and I have many questions about moving forward with our plan and direction to mitigate the impact of this
Base.
At someone's convenience we would like to sit down and take a few hours to ask questions and review our SWPP to
determine the shortcomings and steps to obtain a Permit. We are able to travel to Washington if we have the
opportunity to meet.
Please let me know when we can get together.

The earliest dates we have been able to put together to meet with you at the base are November 14, 19, or 21 around
say loam. Please let us know if these work, if not, we can set a date sometime in December. After discussing the
permitting options of the base with our Central office staff, it is likely that we will try and fit the base under the general
NPDES permit NCG150000 for airports instead of requiring an individual permit. In addition to discussing the plan for
the NPDES Stormwater Program, we would like to take the opportunity to talk about and if time allows visit, the two
individual permitted projects on base covered by the State Stormwater Program.

Enclosed please find the Stormwater Permit application package for replacement of Thrun Hall
Barracks and Galley at the US Coast Guard Base in Elizabeth City, NC. The work includes
construction of a new barracks hall and galley, with Stormwater management for the disturbed
site of 10.98 acres.
We have also attached the construction documents, Operations and Maintenance agreement, soils
report, engineering calculations, and the required fee in the amount of $505.00. These plans and
fee allow for construction of 227,400 SF of impervious land area, which includes the mini-
mart/exchange that is currently under construction (permit #SW7091 1 17).

Stormwater Management Strategy:
This development is considered high density by NCDENR and therefore requires water
quality treatment of 85% TSS removal. Runoff from the adjacent recently built mini -mart
/ exchange development must also be captured and treated. This is accomplished through
the use of surface swales which drain to a wet pond located on the north west portion of
the site which then drains to an existing drainage swale located behind the ball field. Due
to the inability to have the discharge from the pond outfall to a 30' vegetated buffer as
required by the NCDENR BMP manual, the pond is designed to treat 90% TSS per
NCDENR requirements.
In order to comply with Section 438 of the Energy Independence and Security Act of
2007, option 2 was chosen due to a seasonally high water table that prevented the use of
any infiltration BMPs. The wet pond provides detention for all storm events up to and
including the 100 year — 24 hour storm event and provides attenuation for smaller storm
events. The pre -developed condition of the site was assumed to be a wood -- grass
combination.

I was actually trying to schedule my visit to the base for tomorrow if at all possible.
We've had the State Stormwater permit application since Dec. 23, 2010 received from James
Heinz, PE - Commanding Officer USCG Facilities Design & Construction Center Norfolk,VA and I
need to access the future Thrun Hall barracks site to auger a few holes to review the soils
and water table to verify the proposed design for the new detention pond. I'm based in the
Washington Regional Office and have a couple other projects up in Elizabeth City area that
I'm inspecting and was hoping to add this project to my days work. I left a voice mail for
you, but wanted to let you know in case you couldn't reach me by phone over the next hour I'm

This office received a Coastal Stormwater permit application and plans for the subject project on December 23, 2010.
A preliminary review of the project indicates that before a State Stormwater permit can be issued the following additional
information is needed.
I . Although the proposed 12 wide Grasstone Paver access drive is made of permeable pavement, it would only receive
from 40-60% impervious credit, if approved, while the remainder would need to be accounted for on page 4 of the
application and within the pond designs. It does not appear that this area is included in the 8,200sf of Streets, please
verify and include within the application and design if not. In order to receive the proper credit, the minimum soil
requirements have to be met and the Pertneable Pavement Supplement and Operation & Maintenance forms need to
be filled out and submitted. However, it appears the pond is sized large enough as it is without needing this credit.
2. Please provide a trash guard / grating at the overflow weir to prevent flowing trash & debris from reaching surface
waters.
3. Please reduce the size of the drawdown outlet orifice. When verifying the drawdown time through the orifice
equation, the 4 inch diameter pipe will draw down the minimum design volume (28,950cf) in approximately 1.5 days
and will not meet the minimum 2-5 day time frame. Consider placing a smaller drawdown orifice (say 3.5 inches or
smaller) drilled in an end cap placed on the outfall of the 4 inch pipe. This can be easily viewed, unclogged and
maintained as needed without going into the pond.
4. Please do not forget to have any plans, calculations, supplements, narrative, etc. revised, signed, sealed and dated as
necessary to reflect all changes when re -submitting.
The above requested information must be received in this office prior to March 24, 2011 or your application will be
returned as incomplete. The return of this project will necessitate resubmittal of all required items including the application
fee. If you need additional time to submit the required information, please mail or fax your request for time extension
to this office at the Letterhead address.
You should also be aware that the Stormwater Rules require that the permit be issued prior to any development
activity. Construction without a permit is a violation of 15A NCAC 2H.1000 and North Carolina General Statute 143-215.1
and may result in civil penalties of up to $10,000 per day.

application package should be submitted to the appropriate DWQ Office. (The appropriate office may be

We have completed the review of your comments for Thrun Hall Barracks, Galley & Exchange.
Below is a summary of our response to your comments and how they have been addressed.
1. Although the proposed 12 wide Grasstone Paver access drive is made of permeable
pavement, it would only receive from 40-60% impervious credit, if approved, while the
remainder would need to be accounted for on page 4 of the application and within the
pond designs. It does not appear that this area is included in the 8,200sf of Streets,
please verify and include within the application and design if not. Impervious area
added to application; revised page 4 attached. Impervious area added to pond
routing; revised calculations attached. Revised supplemental form attached.
2. Please provide a trash guard 1 grating at the overflow weir to prevent flowing trash &
debris from reaching surface waters. Trash guard added and shown on sheet C106.
Revised sheet attached.
3. Please reduce the size of the drawdown outlet orifice. Consider placing a smaller
drawdown orifice (say 3.5 inches or smaller) drilled in an end cap placed on the outfall of
the 4 inch pipe. Orifice revised to 3.5". Detail on sheet C109 revised. Pond routing
calculations revised to show updated orifice size.

On May 11, 2011, the Washington Regional Office received notice of a minor plan revision from your
environmental consultant, Mr. Robb Klauk with Land Design, for the subject project, USCG — Exchange, Thrun
Hall Barracks & Galley Stormwater Management Permit No. SW7091117M. The current plan revision
includes the shifting of the entire stormwater treatment pond approximately 10 feet southeast towards the
proposed barrack and parking lot. It is understood that there are no proposed changes to the size, shape,
volumes, surface areas, elevations, etc. of the approved treatment pond nor to any of the approved impervious
areas. It has been determined that the proposed revisions are approved by the Division of Water Quality
and are in accordance with the stormwater rules 15A NCAC 2H .1000 & SL2008-211.
Please be aware that all terms and conditions of any existing Stormwater permit(s) issued to USCG —
Elizabeth City remain in full force and effect. Please also understand that the approval of this revision to the
plans for the subject State Stormwater Project is done on a case -by -case basis. Any other changes to this project
must be submitted to and approved through the Division of Water Quality prior to construction. The issuance
of this plan revision does not preclude the permittee from complying with all other applicable statutes, rules,
regulations or ordinances which may have jurisdiction over the proposed activity, and obtaining a permit or
approval prior to construction.

I will keep a maintenance record on this BMP. This maintenance record will be kept in a
log in a known set location. Any deficient BMP elements noted in the inspection will be
corrected, repaired or replaced immediately. These deficiencies can affect the integrity
of structures, safety of the public, and the removal efficiency of the BMP.

pretreatment including forebays and the vegetated filter if one is provided.

— Immediately after the wet detention basin is established, the plants on the
vegetated shelf and perimeter of the basin should be watered twice weekly if
needed, until the plants become established (commonly six weeks).
— No portion of the wet detention pond should be fertilized after the first initial
fertilization that is required to establish the plants on the vegetated shelf.
— Stable groundcover should be maintained in the drainage area to reduce the
sediment load to the wet detention basin.
If the basin must be drained for an emergency or to perform maintenance, the
flushing of sediment through the emergency drain should be minimized to the
maximum extent practical.
Once a year, a dam safety expert should inspect the embankment.
After the wet detention pond is established, it should be inspected once a month and

URS Group, Inc. (URS) is preparing an Environmental Assessment (EA) on behalf of the U.S. Coast
Guard for the construction ot'Aree new facilitybuildings at Support Center Elizabeth City, North
Carolina to include a barracks, a galley, and an Electronic Support Detachment/Civilian Personnel
(ESDICIVPERS) building (See Attachment: Figures 1 and 2). "These new structures will provide space
for all functions that currently reside in Thrun Hall (See Attachment: Ground Photo Log, Photos I and
2) and will directly support the mission of Support Center and tenant commands. All functions and
personnel residing in or operating out of the existing Thrun Hall Building will be relocated to new
facilities that are appropriately sized and configured to meet enhanced mission requirements. After new
construction has been completed for these three buildings, Thrun Hall is proposed for demolition. A
new parking lot will be constructed on its footprint. Incompliance with the National Environmental
Policy Act (NEPA) of 1969, as amended, URS-requests-tliat your agency review the Proposed Action

The Support Center is located in Pasquotank County in northeastern North Carolina, approximately 4
miles south of Elizabeth City via State Highway 34 (Weeksville Road). The Support Center is located
between the jurisdictions of the City of Elizabeth City on the northwest and Pasquotank County on the
south and west. The base is approximately 50 miles south of Norfolk, Virginia. The Coast Guard
Support Center at Elizabeth City includes 810 acres acquired from 1939 through World War 11. The
base includes approximately 9,600 feet of frontage on the Pasquotank River. The complex contains 101
buildings used for administrative, industrial, operational, supply, recreational, or maintenance purposes.
The proposed site for the new barracks and galley buildings is located off the main road (Moukawsher
Drive), northeast of the existing Coast Guard Exchange and Mini-Mart/Gas Station (See Attachment:

facilities area" under the Support Center Master Plan. A portion of the green space includes two
baseball fields with one of the fields having lights. This location is adjacent to the 1970s Aviation
Technical Training Center (ATI'C) school campus and general support facilities, such as the gym,
medical, club, chapel, and exchange. Since the new barracks will be constructed on green space, no
existing buildings within this late -twentieth-century complex will be modified or demolished.
The proposed site for the new ESDICIVPERS building is to the west-northwest of the existing Thrun
Hall structure. `this area currently serves as parking for Thrun Hall and Elizabeth City Air Station
(ECAS) personnel (See Attachment: Figure 2). Siting of this building complies with the Support Center
Master Plan designated "Operations/Industrial" area. This proposed site also minimizes the amount of
base communications infrastructure modification and keeps the CIVPERS Detachment in close
proximity to the Aircraft Repair and Supply Center (ARSC), which is its largest customer base. No
work in the Proposed Action will occur in the Pasquotank River.
