The Division of Water Infrastructure (Division) has concluded its review of the project
construction plans and specifications for the subject project. Based on this review, the Division
has determined that the project is eligible for funding as follows:
Eligible
Demolition of existing headworks and two (2) primary clarifiers; installation of 24"
parshall flume; replacement of headworks structure to include dual mechanical bar
screens and a grit removal system each rated for 15 MGD at peak hourly flow;
installation of three (3) 7.5 MGD primary disc filters, an influent pump station consisting
of four (4) 3,472 GPM pumps with VFDs, and an electricaliblower building with four (4)
2,330 SUM blowers; rehabilitation of aeration basins to replace aeration assembly with
fine bubble disc diffusers; installation of two (2) 100 foot diameter, 15 foot side -water
depth secondary clarifiers and scum transfer pump station consisting of two (2) 30 GPM
pumps; repurposing the intermediate pump station to RAS/WAS pump station to include
two (2) 520 GPM WAS pumps on VFDs, and blower building to chemical feed facility
to include installation of two (2) 4,000 gallon sodium hypochlorite and two (2) 500
gallon sodium bisulfite storage tanks, two (2) 40 GPH sodium hypochlorite metering
pumps, two (2) 10 GPH sodium bisulfite metering pumps, and two (2) 50 GPM sodium
hypochlorite recirculation pumps; modifications of chlorine contact basins to convert gas
disinfection system to liquid system; installation of effluent reuse pump station to include
two (2) 750 GPM pumps; installation of primary sludge pump station with two (2) 225
GPM primary sludge pumps; rehabilitation of gravity sludge thickeners to replace sludge
thickening equipment, influent feed well, bridges, walkway, handrail, scum baffle,

scraper cone; installation of one (1) 1000 gallon scum holding tank, replacement of belt
filter press with one (1) 2-meter belt filter press rated for 2,000 dry pounds per hour,
installation of septage receiving station with manual rake bar screen and two (2) 30 GPM
grinder pumps; replacement of two (2) 600 kW backup generators; electrical, controls,
valves, vaults, yard piping and associated appurtenances.
Alternate Bid
Demolition of RAS/WAS pump station and chlorine storage building; recoating pumps
and piping in intermediate pump station, sludge handling building and aeration splitter
box; improvements of lime stabilization system within sludge handling building to
include replacement of thermo blender and rehabilitation of conveyor; installation of
metal roof for blower building and primary filtration building.
Note: The funding eligibility of primary disc filters was previously determined.
Procurement documents for these items are reviewed and approved separately in an email
dated August It, 2021.
Non Eligible
Spare parts, service contracts, maintenance contracts, and extended warranties.
Change orders caused by subsurface conditions that could have been reasonably
discovered as part of an investigation may not be eligible for funding.
Please note that funding is contingent on meeting the schedule provided in your Letter of
Intent to Fund, or approved extension, as tabulated below:

Submit any addenda for the subiect project plans and specifications no less than
seven days before the bid opening.
You must receive all encroachments and permit approvals prior to opening bids.
Attached is one copy of the Project Bid Information Form. The form must be submitted
to your assigned DWI, Grant Management Unit (GMU) project manager. Contact Mark Hubbard
if you do not know who your GMU project manager is. Upon review and approval of this
information, the Division will authorize you to make the proposed award by issuing the
Authority to Award. Do not proceed with construction until you have received the Authority to
Award.

If the bids received exceed the amount established through the funding offer, and local
funds are not adequate to award contract(s), it will be necessary to consider all alternatives
including bid negotiations, requesting additional funds, redesign, and rebidding. You must
consult with the Division prior to rejecting all bids. If additional funds are required to complete a
project, they may be provided with a loan or increase. Change order eligibility will be limited to
those items necessary to complete the scope of work in the executed contract.
You must comply with all applicable SRF requirements included in the approved bid
documents. Please note the following Davis -Bacon requirements:
1. If a new wage determination becomes available ten or more days before bid
opening, you must issue an addendum incorporating it into the bid documents.
2. If it takes longer than 90 days to execute contracts and the wage determination
changes, then you must incorporate the new wage determination into the contract.
Projects funded through the CWSRF program must comply with the federal Brooks Act
for the selection of architectural, surveying, and engineering services. CWSRF projects cannot
be exempted from qualification based selection of these services under N.C.G.S. 143-64.32. You
must submit the Professional Engineering Services Procurement Certification on our website to
document compliance for any services to be reimbursed. Any services that were not selected in
compliance with federal requirements are not eligible for reimbursement.
Neither the State nor Federal Government, nor any of its departments, agencies or
employees is or will be a party to the invitation to bids, addenda, any resulting contracts or
contract negotiations/changes.
Attached is one set of the final approved plans and specifications to you. One set of plans
and specifications identical to the approved set must be available at the project site at all times.
