The Federal Highway Administration (FHWA) is the lead federal agency for compliance with the National Environmental Policy Act and Section 106 of the National Historic Preservation Act, and a Permit will be required under the Section 404 Process with the US Army Corps of Engineers. The National Park Service will also require a Special Use Permit for the project. The coordinates of the project are approximately Lat. 35.831240° Long. -75.559038°. The proposed project is approximately 0.367 mile long and a vicinity map is attached. A Programmatic Agreement between the NCDOT, FHWA, the Advisory Council on Historic Preservation, and the North Carolina State Historic Preservation Office (SHPO) was signed in November 2010 for the overall B-2500 Project. In the letter dated April 26, 2021, SHPO determined it was unlikely that any archaeological resources that may be eligible for inclusion in the National Register of Historic Places will be affected by the proposed intersection project. SHPO recommended that no archaeological investigation be conducted in connection with this project. In accordance with Section 106 of the NHPA, we request that you inform us of any historic properties of traditional religious or cultural importance that you are aware of that may be affected by the proposed project. Be assured that, in accordance with confidentiality and disclosure stipulations in Section 304 of the NHPA, we will maintain strict confidentiality about certain types of information regarding historic properties. Please respond by October 18, 2021 so that your comments can be used in the permitting of this project.
