4. Project Description and History
4a.Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The land use in the area is primarily conservation(Cape Hatteras National Seashore)and includes a public beach access.Existing NC 12 is a two-lane roadway with 12 foot wide travel
lanes and 4-foot grass shoulders.Roadway includes turn-lanes into Bodie Island Lighthouse Road and Coquina Beach Road.

Project would provide longer turn lanes and tapers for all directions and would afford drivers with increased decision/reaction time as well as much needed storage for turning vehicles.
These improvements would create a safer functionality at this intersection for traffic on NC 12.Project is approximately 0.367 mi.long.
4i.Describe the overall project in detail,including indirect impacts and the type of equipment to be used:*
Extend northbound and southbound left turn lanes,extend southbound right turn lane onto Bodie Island Lighthouse Road,and add northbound right turn lane onto Coquina Beach
Road.Project would result in 0.13 acre of excavation in 404 wetlands.Existing water line is in conflict with project.Water line would be relocated by directional bore within the existing
NCDOT ROW and would not impact any wetlands.Standard road building equipment,such as trucks,pavers,and excavators will be used.

In lieu of meeting Condition 43 on the B-2500 SUP,the National Park Service and the NC Department of Transportation have agreed to an intersection improvement project on NC 12 at
Coquina Beach Road and Bodie Island Lighthouse Road.Construction of turn lane improvements at this intersection will fulfill the conditions of the SUP.Although part of the B-2500
project funding,this project is separate from the bridge projects on NC 12.

Proposed cut slopes in wetlands have been set at 3:1 to reduce the impact footprint.Waterline relocations will be bored from high ground to high
ground.
