HomeMy WebLinkAbout20130704 Ver 1_8-21-13 DWR-EEP BMP Review and Strategy Meeting Minutes_20130916 Meeting Minutes 21 August 2013 DWR/EEP BMP Review and Strategy Meeting Attendees: Katie Merritt, DWR Eric Kulz, DWR Rich Gannon, DWR John Huisman, DWR Karen Higgins, DWR Tim Baumgartner, EEP Kristie Corson, EEP Jessica Kemp, EEP Kristin Miguez, EEP Perry Sugg, EEP Jeff Schaffer, EEP The purpose of this meeting was: (1) to update DWR staff on additional information that was added to each stormwater BMP package after the initial 24 June 2013 meeting, and (2) to put together a strategy of what must be done for each of these BMP projects, and any future BMP project, for close out. Each BMP project was discussed and any missing information was identified. Questions were asked by John Huisman regarding the use of various calculation methods for each. It was determined that because projects were instituted at different times throughout nutrient rule changes, no one standard calculation method can be applied to all projects. DWR and EEP agreed that moving forward, standard methods cited in nutrient rules would be provided to DWR. DWR and EEP agreed that the project packages are a suitable method of providing information on stormwater BMP projects to DWR. The following is a summary of what is needed for each project to provide the best opportunity to close them out. 1.Louisburg HS; EEP #92735; DWR #20130699; MY 1 All missing information from earlier package has been provided. Change the BMP type to "Bioretention" not "Dry bioretention cell". Project needs to be monitored and inspected for 5 years with annual reports sent to Katie Merritt. 2.Barnes & Noble; EEP #667; DWR #20130705; MY 1 EEP will ensure the project is monitored and inspected for 5 years and will submit annual reports sent to Katie Merritt. 3.Town of Cary; EEP #676; DWR #20130702, MY 3 Most of the missing information from earlier package has been provided. EEP needs to obtain the engineer certification that the project was built in accordance with the design and will yield anticipated reduction values. Project needs to be monitored and inspected for 2 more years with annual reports sent to Katie Merritt. 4.UT Neuse (Big Ditch); EEP #92682; DWR #20130700; Completing Construction Construction of the project is just wrapping up. EEP will send DWR certified as-builts when they're available. EEP to include monitoring and inspection forms in annual MY reports that will be sent to Katie Merritt. MY1 will be 2014. 5.Wayne Community College; EEP #670; DWR #20130704; MY 5 EEP was unable to obtain sealed design plans or certified calculations from Tetra Tech (design firm) because engineer of record is no longer employed by firm. EEP was unable to obtain inspection and maintenance forms from Wayne Community College (WCC) as they had no written record of any inspections or maintenance activity. At direction of DWR, EEP will draft a letter for WCC signature that states inspections and maintenance have been performed at some routine schedule (i.e. end of Spring semester) since the site was constructed. EEP will send the signed letter to DWR. EEP PM and Regional Supervisor will schedule a site visit with Katie Merritt. DWR stated once letter is received and site visit completed, project will close out. 6.River Bend; EEP #668; DWR #20130701; MY 5 EEP was unable to obtain sealed as-builts or certified calculations from NCSU (designer) because engineer of record is no longer employed by the university. EEP did provide unsealed redline drawing in lieu of as-builts. At the request of DWR, EEP will contact the engineer of record and/or NCSU in an attempt to obtain an engineering certification of the redline drawings. If successful, EEP will submit the engineering certification to Katie Merritt. EEP was also unable to obtain inspection and maintenance forms from the Town of River Bend (TORB) as they had no written record of any inspections or maintenance activity. At direction of DWR, EEP will draft a letter for TORB signature that states inspections and maintenance have been performed at some routine schedule (i.e. during routine maintenance of the adjacent park) since the site was constructed. EEP will send the signed letter to DWR. EEP PM and Regional Supervisor will schedule a site visit with Katie Merritt. DWR stated once letter is received and site visit completed, project will close out. 7.Simmons Street; EEP #92646; DWR #20091010; MY 1 Construction of the project was completed in May 2013. EEP will send certified calculations to DWR once engineer of record submits signed and sealed version. EEP to include monitoring and inspection forms in annual MY reports that will be sent to Katie Merritt. (NOTE: certified calculations were sent to Katie Merritt via email on 26 August 2013) In addition, the EEP PM for this site will meet with the City of New Bern to discuss the proper procedure for Operation & Maintenance and the reporting of such activities due to the fact that the EEP MOA with the City did not mention that the City had to submit anything regarding O&M, which DWR needs prior to close out after Year 5 monitoring. The BMP associated with the Goldsboro Housing Authority stream restoration project was also discussed. At this time EEP has no nutrient offset need in this CU so the most financially beneficial option is for EEP to discuss with the IRT the possibility of improved stream credit at close out for constructing BMP. Site visits to Wayne Community College, River Bend and Simmons Street have been scheduled for Wednesday, 18 September. Specifics on time of departure and meeting location will be provided to Katie Merritt. At DWR’s request EEP will:  Send all supplemental information to DWR (ATTN: Katie Merritt) on a CD with the DWR ID # identified.  EEP will submit annual inspection documentation for all projects in bulk once/year (rather than individual submittals)  EEP will assign 1 staff person to be the BMP contact for DWR
