The Town of Norwood is in receipt of your letter and Notice of Violation dated March 14, 2019. I appreciate the
opportunity to respond and advise you of the steps that the Town is taking to resolve these issues and upgrade the
wastewater treatment plant.
1. The Town has entered into an agreement with Synagro to cleanout the aeration basin that is currently not in
operation. I met with Ms. Lorrie Rossiter of Synagro on March 13 to discuss scheduling this action. The
company has a backlog of work due to the extremely wet winter that we have experienced in this area which
means they have been severely limited in their ability to land apply sludge. I was assured by Ms. Rossiter with
the advent of warner and dryer weather that this should be able to be completed within 45 days. The Town.
Board of Comrnissioners has appropriated S31,234 to cover the cost of this activity.
2. The two surface aerators for this basin have been reconditioned and are ready to be put into service and will be
installed i►nmediately upon the cleaning of this basin.
3. The aerator in. Basin #2 was repaired and placed back into service earlier this week.
4. The town will consult with Willis Engineers to see if any short term repairs can be made to this equipment..
However, this equipment is scheduled to be replaced with the planned renovation of the wastewater treatment
plant and we would request consideration of delaying any significant expense for this equipment since it will be
replaced within the next two years.
The Town contracted with Willis Engineers for a comprehensive assessment. of the plant, which was completed in 2018.
The Town then contracted with Willis for an. Environmental .Report and a Preliminary Engineering Report both of which
were submitted to USDA Rural 'Development earlier this month. The Town. is in the final stages of completing an
application to USDA for $4.2 million in a combined grant/loan to renovate the wastewater plant, We believe that this
will remedy many of the issues that are currently occurring at the plant. In addition, the Town has applied for a Special
Order of Consent to provide an opportunity to complete these improvements. The public comment period on this request
for an SOC ends today.

flocculation, sedimentation, filtration, and disinfection before distribution as potable
water.

The sedimentation basin residuals and backwash water is discharged to a holding tank.
The supernatant is decanted to a lift station that is pumped to the Town's WWTP. The
residuals from the holding tank are pumped to a drying bed where the sludge is allowed to
dry. Once the beds are dry, then the Town contracts with the landfill in Montgomery
County to dispose of the residuals.

Sludge Management Plan
The Town of Norwood operates a Water Treatment Plant and the filter backwash water and
sedimentation basin residuals are sent to a concrete holding tank on -site. The water is decanted
and transferred to the WWTP via a lift station on -site. The slurry is pumped to drying beds that
are on -site. Once the residuals are dried adequately, they are hauled to the Montgomery County
Landfill for disposal.

activation of the monitoring requirements, etc.).

facility as a Grade 1 Physical Chemical Pollution Control Treatment System based
upon your permit, the Water Pollution Control System Certification Commission Rules
15A NCAC 8G .0306 (a) and inputs from the Mooresville Regional Office effective January
6, 2012.
In accordance with 15A NCAC 8G .0201 and your permit, you must designate an Operator
in Responsible Charge (ORC) and Back -Up Operator who has a current physical chemical
certification of the appropriate level within 120 calendar days from the effective date of
this classification. Your facility requires a Grade 1 or higher Physical. Chemical 'Treatment
Plant Operator in Responsible Charge and Grade 1 or higher Back -Up Operator. Failure
to designate a properly certified operator and back-up operator constitutes a violation of
the permit issued for this facility.
If individuals managing this system do not have a Physical Chemical Grade 1 certification
then they must complete a Commission approved school and take the state's certification

Description of Collection System or Treatment Process:
The wastewater discharged by the Norwood Water Plant is generated by the filter
backwash operation. The filter backwash enters a 96,625 gallon circular
sedimentation basin. The water is allowed to settle and sludge concentrates on a
conical shape bottom. The sludge that settles is conditioned and transferred via
two 200 gpm sludge pumps to one of six 1250 foot sand drying beds. At the
present time no treated water is discharge into Lake Tillery.
II. Compliance Performance
The North Carolina Department of Environment and Natural Resources
(NCDENR) regulates the Town of Norwood effluent discharge under the National
Pollutant Discharge Elimination System (NPDES). The NCDENR issued to the
Town a NPDES Permit, which includes water quality limits and sampling and
monitoring requirements. The NPDES Permit requires the Town to test more
than 8 different constituents in the treated water. The monitoring frequency for
these constituents are set at various intervals such as continuous, daily, weekly,
monthly, and quarterly. Following is a summary of the testing for the parameters,
which are assigned Water Quality standards by the NPDES Permit. Please note
the summary does not include parameters, which incorporates a monitoring
requirement only, nor does it include daily process control testing.
