SUBJECT: WRC Comments on NCDENR, Division of Parks and Recreation 404 Permit Application
Wagoner Road Access Culvert, UT New River, Ashe County

Dear Mrs. McCormick:

NCDENR, Division of Parks and Recreation requested a permit to replace a washed-out culvert in the
New River State Park in Ashe County. Comments from the North Carolina Wildlife Resources
Commission on this regulatory action are offered for your consideration under provisions of the Clean
Water Act of 1977 (33 U.S.C. 466 et. seq.) and the Fish and Wildlife Coordination Act (48 Stat. 401, as
amended; 16 U.S.C. 661-667d).

This work will not affect trout and does not need to be avoided during the trout moratorium. We have no
major concerns with the proposal provided any bare soils near the stream are stabilized quickly after
construction.
