The General Certification you are requesting would require written approval for greenway construction with any associated impacts to wetlands, streams or open waters. Our rules state that whenever written approval is required, a review fee must first be paid before the project review can begin. Please find attached the General Certification requirements for a GC4135 which corresponds to the NW14 you have requested from the Corps for further clarification. The notification I submitted for this project was only a courtesy notification as we are under the threshold for NWP 14 notification and the project meets all other standard Nationwide Permit conditions and General Certification conditions.
