Craven County, North Carolina STORN1WATER EXPRESS PERMIT NARRATIVE Introduction and Existing Conditions "]'his narrative discusses the high density stormwater permit application for the Crop production Services Vanceboro project. This site plan proposes construction of a Crop Production Services Vanceboro project, including two commercial facilities, located on the easterly side Main Street, within the City of Vanceboro, Craven County, North Carolina. The easterly adjacent parcel is currently wooded. The northerly and southerly adjacent parcels are developed '['his plan includes removal of one of the existing buildings. his building will be replaced -with equivalent areas of gravel and is considered ;'reduction of new imRet:vious_surfaces=l:h proposed construction includes two buildings and additional gravel driveway (no concrete or asphalt is proposed). The proposed seed building is 10,233 sgft (portion of building not included is currently impervious). The other proposed building is a 8,700 sgft fertilizer warehouse. As such, with the removal of 2763 sgfl of existing impervious , the proposed project includes a total of 16� l�gft of impervious surfaces. The owner and operator of the facility is Crop Production Services. In general, the parcel drains over a minimal grade westerly towards an existing ditch along the service Main Street. As seen on the included location and topo map, the ditch and the site drains to an unclassified existing ditch, then over I1/2 miles to Swift Creek a tributary of the Neuse River, classified as a SC, SW and NSW water. STORMWATER MANAGEMENT The site which includes approximately 2 ac of disturbed area (Erosion and sediment control permit is submitted with this application), is located in a coastal county, a stormwater facility is required to manage and treat the first 1.5 inches of stormwater. After reviewing the possible existing site conditions, it was determined that the proposed closed sand filter is the only BMP device that meets all of the site conditions and DENR requirements, with one foot of separation. The sand filter is designed with totally watertight specification to ensure there is no filtration into the SHWT. As such, the 1-1/2" will be controlled and treated through the sedimentation chamber and sand filter. I CROP PRODUCTION SERVICES VANCEBORO 8542 Main Street Vanceboro, Craven County. North Carolina As seen on the attached drawings, the required stormwater event (1.5") is being managed by a sedimentation chamber and sand filter stormwater system. All impervious surfaces (driveway and roof drains) will drain to the 92 feet by 15.0 feet (7.5 feet each sediment chamber and sandtilter) by 2.0 feet deep sand filter/sedimentation chamber located along the front of the parcel. The filter will outfall to into the existing catch basin along the Main Street. Neither this report, nor the field tests performed are intended to serve as geotechnical recommendations or as a basis of pavement design selection. On June 2013 KSMJ. Engineering, pile and Tarheel Building Systems, Patrick Allen, performed a subsurface soil exploration at the site of the proposed Crop Production Services VanceborSubdivision project. The site is located off Main Street, in the Town of Vanceboro, Craven County, NC. Based on information from the provided plans, sedimentation chamber and a sand filter system is proposed to meet the DENR high density stornwater requirements. As such, hand auger borings were performed at locations of proposed system, see attached map General observations of the site and discussion with adjacent owners indicate that the this particular area of the site has been cleared and vacant for significant period of time. Per the Craven Comity soils map, the in -situ soils are of the Lenoir Silt Loams series. Based on the observations and Munsell soil classifications, the generalized subsurface conditions, the following has been determined: FIELD EXPLORATION At area of proposed sandtilter (see map) the depth to seasonal highwater table appears to be elevation 23.1, or 15 inches below grade: Topsoil to 6 inches, friable with coarse roots. 6 to 12 inches (beneath top soil) in -situ soils were yellow light brown, silty loam, friable, fine roots, no mottling. 12 -15 inches in suit soils were yellowish brown,few but distinct grayish mottleing 15 to 16 inches Redox conditions, mottling, SHWT conditions encountered at 15-46 inches, elevation approximately 23.1-23.0.
