A preliminary review of your project indicates that the application package is not complete. Before a State Stormwater permit can be issued the following additional information is needed: 1. To prevent erosive velocities and blinding of the filters from excessive sediment, sand filters are required to be designed 'off line" meaning only the design volume of stormwater flow is sent into the treatment unit, and the excess is diverted. Please show on the plans how excess flows will be diverted. 2. The plans need to be signed and sealed. 3. The Operation & Maintenance Agreement was not signed by the owner. I I . . . ' 1 Storm Water Management Plan LOCATION: This site is located on the corner of Main Street and Buck Lane in Vanceboro, Vance County, North Carolina. The site is currently a field however we have included a map showing the existing impervious area for the site as late as 1998. The property is located approximately 500 LF southeast of the intersection of US 17 Bus and NC 43. The project plans will require stripping and grading to the proposed grades as shown on the plans. EXISTING DRAINAGE PATTERNS: The property currently slopes toward Main Street and Buck lane. There is an existing 15" RCP pipe which will be relocated with one drop inlet to also be relocated. An existing 36" pipe also crosses the front of the lot and this pipe is not to be disturbed. The existing drainage patterns shall not be changed due to the new development. PROPOSED PROJECT: The project consist of relocation of the underground utilities which conflict with the location of the building. Prior to grading the site the utilities shall be relocated as shown on the plans. The project also has the installation of 24" curbing which will be used to detain the I yr 24 hour event as well as divert the water into the proposed drainage features. The site will have a sand filter installed used for storage of the 1 yr 24 hr event as well. The water shall enter into the sand filter through a concrete flume. The existing 36" and 24" pipes which run across the property are to be removed and replaced as shown on the plans. This size increase will provide adequate drainage for the offsite water up to the 10 year event. Storm Water Management The site is a high density site with total site acres of 1.20 acres. There is 7800 square feet of existing impervious area and 32820 square feet of proposed impervious area. Drainage area III is the area which is to be treated for the 25,020 sf of impervious area. All calculations for the sand filter has been included in the calculations. (Terracon) were present on the project site today to test the proposed bearing soils for building and asphalt paved areas using a dynamic cone penetrometer (DCP) and a hand auger. Project information, in the form of a 'Site Plan', prepared by Pamlico Engineering, undated, was provided to us by Mr. Taylor. The drawing indicated the location of the building and asphalt paved areas. The site is currently a vacant, grassed lot, but in the past was occupied by a garage/shop, a cabinet shop and a residence. The areas tested today are indicated on the attached drawing. The soils encountered today included approximately six to twelve inches of dark brown silty sand topsoil, underlain by a thin layer of yellow fine to coarse sand fill, gray slightly silty fine to medium sand, dark gray to light gray fine sandy silt and tan, brown and gray silty clay. In addition, a black organic silt was observed at hand auger locations one and six; a small amount of debris was also observed at hand auger location one. Groundwater was not encountered to a depth of five feet below the existing ground surface. Site preparation should begin with the complete removal of the surface vegetation. Based on the boring information, topsoil and rootmat at the ground surface should be stripped to a depth of approximately 6 to 12 inches. However, surface stripping depths may vary between hand auger locations and a Terracon representative should field verify the stripping depth during construction. Topsoil may be re -used in areas of the site to be landscaped. Topsoil should not be used as structural fill or backfill. After stripping, the exposed subgrade soils in areas to receive fill or at the subgrade elevation in cut areas should be proofrolled with a moderately loaded, tandem -axle dump truck or similar rubber -tired construction equipment. Proofrolling is recommended as a means of detecting areas of soft or unstable subgrade soils. The proofrolling should be performed during a period of dry weather to avoid degrading an otherwise suitable subgrade. The proofrolling operations should be observed by a representative of the geotechnical engineer. Subgrade soils that exhibit excessive rutting or deflection during proofrolling should be overexcavated as directed by the representative and replaced with properly compacted fill. Areas of localized undercut may be required in the vicinity of hand auger locations one and six. The black organic silt observed at hand auger locations one and six, if encountered during footing excavations or site grading cuts, should be removed and replaced with suitable material, such as compacted sand fill or crushed stone. Please note that repeated rubber tired construction traffic may deteriorate the soil subgrade, which could possibly require undercut or other remedial action. Performing earthwork using tracked equipment will help to minimize the damage to the existing soil subgrade. The fill should be compacted to no less than 95 percent of the standard Proctor maximum dry density. Engineered fill should be tested for moisture content and compaction during placement. If in -place density tests indicate the specified moisture or compaction limits have not been met, the area represented by the tests should be reworked and retested as required until the specified moisture and compaction requirements are achieved. Footings should be sized for an allowable soil bearing pressure of 2000 psf. The foundation bearing materials should be evaluated at the time of the foundation excavation. This is an essential part of the construction process due to the presence of loose native soils. A representative of the geotechnical engineer should use a combination of hand auger borings and dynamic cone penetrometer (DCP) testing to determine the suitability of the bearing materials for the design bearing pressure. DCP testing should be performed to a depth of 3 to 5 feet below the bottom of footing excavation. Excessively soft, loose or wet bearing soils should be overexcavated to a depth recommended by the geotechnical engineer. The footings could then bear directly on these soils at the lower level or the excavated soils could be replaced with compacted soil fill or washed, crushed stone (NCDOT No. 57) wrapped in a geotextile fabric. Overexcavation and replacement should be anticipated. Prepared bearing surfaces for foundations should not be disturbed or left exposed during inclement weather. Saturation of the footing subgrade can cause a loss of strength and increased compressibility. If construction occurs during inclement weather, and concreting of foundations is not possible at the time they are excavated, a layer of lean concrete should be placed on exposed bearing surfaces for protection. Also, concrete should not be placed on frozen subgrade. The bottom of the foundation excavations should also be clean and free of any loose soil, mud or debris prior to placing concrete. Regardless of the thoroughness of a limited site exploration study, there is always a possibility that subsurface conditions will be different from those at the boring locations, that conditions will not be as anticipated by the designers or contractors, or that the construction process will alter soil conditions. Therefore, the geotechnical engineer's representative should observe the site preparation, earthwork, foundation construction and floor slab construction to confirm that the conditions indicated by the geotechnical exploration actually exist. We recommend the owner or contractor retain Terracon for this service since we are already familiar with the project, the subsurface conditions, and the intent of the recommendations and design. The conclusions and recommendations provided in this report are subject to Terracon personnel observing the construction procedures and subsurface conditions encountered at the site. In addition to the above services, we also advanced two hand auger borings at the proposed site of the stormwater pond as indicated on the attached drawing. The purpose of these borings was to determine the depth of the seasonal high water table (SHWT).
