High Density Commercial Sand Filter Project

Dear Mr. Boykin:
On September 24, 2014, 1 inspected the sand filter system serving the Family Dollar
store located in Vanceboro, NC to determine compliance with Stormwater Management
Permit Number SW7131017, which was issued on December 16, 2013. The inspection
revealed that the system is not being properly maintained. Trash needs to be removed
from the settling basin and the sand filter. Weeds and grass need to be removed from the
sand filter. Also a file review confirms that a certification of completion has not been
submitted. Permit condition number II. 7 states "Upon completion of construction and prior
to operation of this permitted facility, a certification must be received from an appropriate
designer for the system installed certifying that the permitted facility has been installed in
accordance with this permit, the approved plans and specifications, and other supporting
documentation..."
Please advise when maintainance has been performed and provide a copy of the
certification to this Office at the letterhead address within 30 days of receipt of this letter.
