Mr. Dumpor-
I spoke with Kathy Sunshine at the Coastal Carolina Regional Airport to notify her that we are proposing to construct a
wet detention pond as part of the development of the Dollar General store on the US Highway 70 service road. I
notified her of State Session Law 2012-200 regarding wet detention ponds within 5 miles of airports and that NCDENR is
not requiring the use of a wet detention pond for the proposed development but that we are proposing to construct one
of our own choice.
Please let me know if you need any additional information regarding this project,

OVERVIEW
Background
This report contains the storm water and erosion control calculations for the proposed Dollar
General retail site. The project site is located at 2302 E. US Highway 70 service road near
the intersection with Grantham Road. The project consists of 1.29 acres and will be
developed as a Dollar General retail store with the associated parking & loading areas.
Approximately 1.39 acres will be disturbed as part of this project for the construction of the
site improvements. The existing building and parking area on the site will be demolished as
part of the proposed site improvements. The entire property is located outside of special
flood hazard zones per the FEMA flood insurance program. The proposed storm water
management facility (wet detention pond) outlined in this report has been designed to treat
1.0 acres of the site with a maximum impervious area of 68.1% for the drainage area to the
wet pond. The overall impervious area for the site is 51.0% when on -site areas not draining
towards the proposed wet detention pond are accounted for. The site storm water
management pond is designed to treat a 1.5" design storm and 85% TSS.
There are no wetlands or streams on the proposed property
Erosion Control
Erosion control measures have been designed in accordance with the NCDENR erosion
control standards and regulations to minimize sediment laden runoff from exiting the site.
Silt fence will be installed along the low sides of the site prior to construction. The
construction entrance will be installed prior to construction commencing. Inlet protection
will be installed around all existing inlets and will be utilized for the proposed curb inlets and
drop inlets. A skimmer basin will be used to treat stormwater runoff prior to leaving the site.
Accumulated sediment within the project site will need to be removed and the pond
constructed to final design conditions prior to final acceptance of the project.
Soils
The Craven County Soils Survey indicates that Leaf & Rains silty/sandy loam soils are
present on the site.
Site Stabilization
After final grading is completed, permanent vegetation shall be applied in accordance with
the seeding requirements and landscape plan for this site.
Stormwater Analysis
Storm water runoff from the developed areas of the site will be treated within a wet
detention pond. The pond has been designed to treat a drainage area of 1.0 acres. The site
grading and storm drainage pipe systems are used to divert storm water runoff from the site
to the wet detention pond. The storm water management pond is designed for an
impervious area of 68.1% for the area draining to the pond. The pond is designed for 85%
TSS treatment, therefore a level spreader and vegetated filter is required at the outlet of the
pond.
Water Quantity
Post -development peak flows from the site will not exceed pre -development flows for the 1-
year, 10-year, or the 50-year storms. The site is designed for the 1.5" storm and 85% TSS.
The wet detention pond will utilize a concrete riser structure with a low flow orifice,
intermediate weir, and an emergency spillway to reduce peak flows. Please reference the
Water Quantity section of this report for details regarding drainage areas and stormwater
routing.
Water Quality
For water quality purposes the site is designed so that storm water runoff is treated in a wet
detention BMP pond. The proposed wet detention pond will provide 85% removal of Total
Suspended Solids (TSS) as well as nutrient removal benefits. A level spreader and
vegetative filter will be constructed at the outlet of the pond to provide secondary water
quality benefits.
Methods
The stormwater conveyance system was analyzed using "Hydraflow Storm Sewers" and
"Hydraflow Hydrographs" computer software program.

Development Plan: The proposed development will consists of a Dollar General retail store.
A stormwater wet pond will be constructed to treat stormwater runoff
from the developed area of the Dollar General site for water quality &
water quantity control.
The existing site condition for the site is an abandoned building,
driveway and parking lot. The existing impervious areas will be
demolished as part of the site redevelopment. There are no existing
wetlands on the property.
Phasing: All of the site construction will be developed in one phase of
construction.
Utility Systems: Domestic water supply will be provided via a service line from the Craven
County water system. Sanitary sewer will be provided via an on -site
septic system.
Historic/Public Money: The property does not contain any historic sites and is not being funded
with public monies.
NCDENR: There are no known non-compliance issues with DENR Agencies.

Hydrologic Soil Group
Description
Hydrologic soil groups are based on estimates of runoff potential. Soils are
assigned to one of four groups according to the rate of water infiltration when the
soils are not protected by vegetation, are thoroughly wet, and receive precipitation
from long -duration storms.
The soils in the United States are assigned to four groups (A, B, C, and D) and
three dual classes (A/D, B/D, and C/D). The groups are defined as follows:
Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly
wet. These consist mainly of deep, well drained to excessively drained sands or
gravelly sands. These soils have a high rate of water transmission.
Group B. Soils having a moderate infiltration rate when thoroughly wet. These
consist chiefly of moderately deep or deep, moderately well drained or well drained
soils that have moderately fine texture to moderately coarse texture. These soils
have a moderate rate of water transmission.
Group C. Soils having a slow infiltration rate when thoroughly wet. These consist
chiefly of soils having a layer that impedes the downward movement of water or
soils of moderately fine texture or fine texture. These soils have a slow rate of water
transmission.
Group D. Soils having a very slow infiltration rate (high runoff potential) when
thoroughly wet. These consist chiefly of clays that have a high shrink -swell
potential, soils that have a high water table, soils that have a claypan or clay layer
at or near the surface, and soils that are shallow over nearly impervious material.
These soils have a very slow rate of water transmission.
If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is

FIRST AMENDMENT TO AGREEMENT FOR PURCHASE AND SALE OF REAL
PROPERTY
THIS FIRST AMENDMENT TO AGREEMENT FOR PURCHASE AND SALE OF
REAL PROPERTY (the "First Amendment') is made as of the 3rd day of May, 2013 by and
between GLANDON FOREST EQUITY, LLC, a North Carolina limited liability company
(the "Buyer") and George W. and Cindy G. Easley (the "Seller").
WITNESSETH:
WHEREAS, Buyer and Seller entered into a certain Agreement for Purchase and Sale of
Real Property dated January 4, 2013 (the "Agreement') whereby Buyer contracted to purchase a
the property with a Tax Parcel Number of 7-018-049, and being more specifically referenced in
the Craven County Deed Book 1161, Page 539, being approximately 1.28 acres, and located at
2302 Hwy 70 East, in New Bern, from Seller (the "Property"); and
WHEREAS, the Buyer and Seller previously amended Section 1(b)(i) of the Contract, via
email correspondence, the date in which the Earnest Money would become non-refundable.
WHEREAS, the Buyer and Seller desire to amend and modify the Agreement as provided
herein.
NOW, THEREFORE, in consideration of the mutual covenants and conditions contained
herein, and other good and valuable consideration, the receipt and sufficiency of which are
hereby acknowledged, the parties hereto agree as follows:
1. The parties hereto hereby acknowledge, confirm and agree that the foregoing recitals
are true. Except as otherwise expressly provided herein, all defined terms used in this
First Amendment shall have the same respective meanings as are provided for such
defined terms in the Agreement.
2. Section l(b)(i) of the Agreement shall herein be amended such that the Earnest
Money shall become non-refundable on May 10`h, but shall remain applicable
towards the Purchase Price.
3. Section 1(c) of the Agreement shall herein be amended such that the Closing Date
shall be on or before June 24, 2013.
4. Section l(e) of the Agreement shall herein be amended such that the Examination
Period Closing Date shall end on May 31" , 2013.
5. Except as amended hereby, all terms and conditions of the Agreement shall remain in
full force and effect, and the parties hereto hereby ratify and affirm the terms and
conditions of the Agreement, as those terms and conditions are amended hereby.
6. This First Amendment shall be binding upon and shall inure to the benefit of Buyer
and Seller and their respective successors and assigns, and shall be construed under
the enforceable in accordance with the laws of the State of North Carolina.

7. This First Amendment may contain more than one counterpart of the signature page,
and may be executed by affixing the signatures of each party to one of such
counterpart signature pages; all of such counterpart signature pages shall be read as
though one, and they shall have the same force and effect as though all of the signets
