Existing Conditions: IG Holdings, LLC has recently purchased a 1.71 acre site in
the Village of Rodanthe on Hatteras Island in Dare County. Prior to the purchase,
the site was formerly operated (under previous ownership) as "Boyce Storage",
serving as a storage facility for large vehicles, campers, etc. and also providing a
variety of welding and repair services. The site is adjacent to the Pamlico Sound
(SA, HQW classification). The Natural Resource Conservation Service Soil Survey
for Dare County has mapped the soils on the site to consist primarily of Corolla Fine
Sand, with a small portion Corolla — Duckston Complex along the southeast corner
of the parcel. The majority of the site is between 3 and 6 feet above sea level (NAVD
1988). The west side of the site of the site slopes to sea level and the shoreline is
lined with rip -rap consisting of large broken concrete for stabilization of the shoreline.
A large raised building foundation from the former welding / repair facility is located
within the center of the site, with much of the surrounding areas containing gravel
access roads previously used for the vehicle/trailer storage. The remainder of the
site is sandy with areas of sparse vegetation consisting of native weedy ground
cover. The property is within a flood zone of AE-8 & AE-9.
Proposed Development: IG Holdings, LLC intends to redevelop the property to
construct a new 10,362 sf retail building and parking lot. A CAMA permit will be
obtained for a boardwalk that will extend into the Pamlico Sound. A residential house
will also be constructed on the property to accommodate employee housing. All the
existing gravel and paved surfaces will be removed. A septic system with LPP
drainfields is being designed to treat and dispose of sewage from the retail building
and residential structure. Dare County will serve the facility with domestic water
service. -
Stormwater Management. Redevelopment of this site includes an increase of site
coverage from 29,342 sf to 38,035 sf. Currently, most existing coverage is directed
to the perimeter of the site and either discharges west to the Pamlico Sound or east
to the drainage ditch along NC-12 (which then conveys stormwater to the Pamlico
Sound. There are no stormwater BMP's present on the site. NCDENR DWQ
regulations for the coastal counties requires that the redevelopment must manage a
minimum of the amount of runoff generated from 1 Y2" of rainfall from the net
increase of coverage (8,693 so. Because the site is located adjacent to SA waters,
consideration also needs to be given to the increase in runoff resulting from the 1
year, 24 hour rainfall (3.64") when comparing the pre -developed and post -developed
conditions.

The amount of runoff resulting from 1.5" rainfall on the 1.71-acre parcel with 29,342
sf (existing coverage) is calculated to be 3,768 cf, while the runoff from the proposed
coverage of 38,035 is calculated to be 4,746 cf, or a 978 cf increase. The NOAA 14-
point precipitation frequency estimates list the 1-yr, 24-hour rainfall to be 3.64" (90%
confidence interval). When considering the calculated runoff resulting from the pre -
developed vs. post -developed condition of the 1-year, 24-hour rainfall, a net
increase of 2,373 cf becomes the minimum volume of runoff to be treated.
An infiltration basin is being located along the northern property line. The bottom of
the basin is set at 4.0' msl, providing more than 24" of separation to the ESHWT.
The majority of this runoff from the pavement sheet flows directly across the parking
lot and into the basin, while the roof top runoff is collected in roof drains and piped to
the basin. For various reasons, a bypass of runoff exceeding the minimum required
treatment volume is not provided. To offset the lack of a bypass, the infiltration basin
is designed to provide 6861 cubic feet of storage, or more than twice the minimum
required volume. Runoff in excess of the basin capacity is allowed to overflow to the
west, where a vegetated lawn area is provided that can accommodate additional
infiltration.

adjacent to the Pamlico Sound (SA, HQW classification). The Natural Resource
Conservation Service Soil Survey for Dare County has mapped the soils on the site
to consist primarily of Corolla Fine Sand, with a small portion Corolla — Duckston
Complex along the southeast corner of the parcel. The majority of the site is
between 3 and 6 feet above sea level (NAVD 1988). The west side of the site slopes
to sea level and the shoreline is lined with rip -rap consisting of large broken concrete
for stabilization of the shoreline. A large raised building foundation is located within
the center of the site, with much of the surrounding areas containing.gravel access
roads previously used for the camper storage. The remainder of the site is sandy
with areas of sparse vegetation consisting of native weedy ground cover. The
property is within a flood zone of AE-8, AE-9 & AE-10.
Soils investigations were performed by Albemarle & Associates during a site visit on
April 11 and May 8`h 2013. These borings were performed using a five-foot hand
auger. The majority of the attempts to advance the auger were not successful due to
the presence of gravel, broken concrete and/or asphalt and other obstructions. On
the initial visit, one bore was able to reach of depth of about four feet before and a
second extended two and a half feet below the existing surface. The third boring was
performed once the basin location was finalized and is within the basin limits. This
attempt did extend five feet below the surface. The results of these borings are
attached to this report. The sandy material observed within the borings appeared to
be consistent with the soils descriptions for Corolla Fine Sand. However, it appears
that there are stone and other hardened materials, either buried for fill materials or
otherwise placed and subsequently migrated beneath the surface, in order to
support the large vehicles previously stored on the site.
Only the third boring found evidence of a seasonal high water table, extending into
saturated subgrade with grey sand. Although there was significant amounts of stone
observed, the majority of the material consisted of medium sand that would support
a high permeability. Considering the proximity of the site to the adjacent Pamlico
sound and the generally highly permeable subgrade, the SHWT would be expected
to be within a foot of sea level. For purposes of BMP design, the SHWT is being
conservatively estimated as 1.7 feet above sea level.

Dear Mr. Vinson:
Please find the attached stormwater management appIication.package (express review)
for IG Holdings, LLC. The project includes the redevelopment of a 1.71 acre parcel in
the Village of Rodanthe on Hatteras Island. IG Holdings has recently purchased the
parcel, which was previously operated as a large vehicle/camper storage facility. The
project complies with the coastal county stormwater management requirements by
providing an infiltration basin to manage impervious area well in excess of the increase
of site coverage. This package includes:
• Stormwater management permit application form (1 original & 1 copy)
• Submittal fee ($4,000 for multiple permit express review)
• Stormwater management narrative (1 original)
• Runoff volume, infiltration basin and other calculations (1 original)
• Portion of USGS topo quad sheet with site identified (1 copy)
• Infiltration basin supplement & checklist (1 original)
• Infiltration basin maintenance agreement (1 original)
• Soils narrative (1 original)
• Copy of warranty deed (1 copy)
• Copy of 2013 limited liability company annual report (proof of authority)
