The Washington Regional Office received a Coastal Stormwater Permit Application for the
Dominion NC Power — Winfall Substation project on June 6, 2013. A preliminary review of that
information has determined that the application is not complete. The following information is
needed to continue the stormwater review:
Please revise or clarify the Calculations and the Sand Filter Supplement to reflect
correct impervious areas.
The requested information should be received in this Office prior to June 20, 2013, or the
application will be returned as incomplete. The return of a project will necessitate resubmittal of
all required items, including the application fee.
If you need additional time to submit the information, please mail, email or fax your request for
a time extension to the Division at the address and fax number at the bottom of this letter. The
request must indicate the date by which you expect to submit the required information.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject.
to enforcement action pursuant to NCGS 143-215.6A.

Substation. The check for the Stormwater Express Review is attached. A separate
check for Erosion Control has been submitted to Richard Peed. Two copies of the
plans have been provided for your review.
We have revised the plans to provide a sand filter located on the western side of the
site, in lieu of the previously shown infiltration trench. We will be treating runoff from
the existing built -upon area on at least a 1:1 basis with proposed additional built -
upon area.

I hereby delegate to Dominick F. Piccolomini and Angelita D. Gardner-Kittrell (each an
"Authorized Representative") the authority to enter into, execute, acknowledge, deliver
and accept, in the name and on behalf of Virginia Electric and Power Company (the
"Company") any and all contracts, agreements, easements, instruments, waivers,
licenses, consents and any other documents that are related to the use of property for
the installation, operation and maintenance of electrical equipment and related
facilities. Each Authorized Representative shall observe all limitations on the authority
delegated as established from time to time by the Company's approval policies.
These delegations of authority shall be effective as of the date of electronic acceptance
hereof. Any acts consistent with these delegations prior to the effective date are hereby

Dominion North Carolina Power - Winfall Substation
Detail Project Narrative WQ WAR0
Dominion North Carolina Power operates a power transmission substation on a 4.07 acre parcel in
Winfall, North Carolina in Perquimans County on Two Mile Desert Road (SR 1218). The substation site is
currently mostly covered with gravel roads, the substation stone yard (uncompacted gravel pad), and
some grassy areas. High voltage electrical transmission lines traverse the site along with multiple pieces
of electrical equipment like transformers and switchgear. This project consists of installation of new
electrical substation equipment; expansion of the fenced area, gravel roads and gravel pad; and applying
new gravel to the existing gravel pad and driveways. The total area of disturbance will be 3.89 acres. The
built -upon area will have a net increase of 4,721 square feet and from approximately 46% to
approximately 49% impervious.
The front of the site drains into an existing roadside grass -lined ditch where stormwater runoff is split
with some flow exiting the property to the north and some flow discharging to the south. Stormwater
runoff from the back of the site exits the property to an existing grass -lined ditch that flows parallel to a
railroad track. There is a small wetland area on the southeast corner of the parcel which will not be
impacted by the proposed improvements.
The site is surrounded by residential properties with agricultural land to the north, woods to the south,
NC DOT State Route 1218 to the west, and the Norfolk and Southern Railway to the east.
There are no off -site land -disturbing activities anticipated in association with this project.
Soils in the project area are listed in the NRCS Web Soil Survey for Perquimans County as Tomotley Fine
Sandy Loam (Hydrologic Soil Group "B/D"). Tomotley has a K factor of 0.20 (low erodibility).
Land disturbance activities include fine grading over the site to promote even drainage. A new layer of
gravel will be added to the substation's gravel pad. Temporary erosion and sediment controls planned for
this project include installation of construction entrances, silt fence with stone filter drains along the
limits of disturbance, check dams, soil stabilization matting in the adjacent ditch, and temporary and
permanent seeding for establishment of vegetation.
Due to the large amount of impervious area on the site from the substation's uncompacted gravel pad,
the project is considered a High Density development. An open basin sand filter has been selected as the
Best Management Practice to treat stormwater runoff from the added impervious area of the site. It will
capture the runoff for the first 1%z inch of rainfall from existing impervious areas of the site on a 1:1 basis
with the proposed impervious area. Due to the location of the wetlands and topography of the site, the
sand filter is located along the western property line adjacent to the roadside ditch. The outlet pipe will
discharge to the existing ditch and is sized to limit post -development discharge to pre -development
conditions for the 1-year 24-hour design storm event. For storms greater than the 1-year design storm,
the runoff will exit the site in sheet flow into the existing rass-lin ditches l
