A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: Since the project is located within 5 miles from the Edenton Airport, it is necessary to inform the Airport authorities that this project will utilize a wet detention basin as a BMP of your choice. It is not clear from the submitted application if that was done or not. Please clarify. A detailed BMP planting plan not provided. It appears that the 3" orifice will drain the required volume in less than 2 days. Please check the size of orifice calculations by using the Section 3 of the BMP Manual (orifice equation). Also make sure to sign and seal the Calculations. The requested information should be received in this Office prior to June 17, 2013, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. If you need additional time to submit the information, please mail, email or fax your request for a time extension to the Division at the address and fax number at the bottom of this letter. The request must indicate the date by which you expect to submit the required information. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A. Please reference the State assigned project number on all correspondence. Wilson, P.E. of ATC Associates visited the site observed the entire site and the low lying areas. A preliminary determination was made of the streams and wetlands in accordance with the following methods: • Wetlands for 404 Permitting - A determination was made of the wetlands based on the Corps of Engineers (COE) 1987 Wetlands Manual using the routine method which is the currently accepted methodology. • Streams for 404 Permitting by the (COE) - A preliminary determination was made of the streams based on our experience with the most recent methodology used by the US Army Corp of Engineers. • Streams for 401 Permitting and Determination of Stream Delineation by NCDENR- A preliminary determination was made of the streams using the North Carolina Division of Water Quality (NCDWQ) stream determination form method. The site is located in the drainage area of an unnamed tributary to Queen Anne Creek which drains directly into the Albemarle Sound in the Chowan River Basin. The site is NOT shown as having a stream on either the Edenton, NC 7.5 Minute USGS quadrangle or the Chowan Perquimans County SCS Soil Survey (see attached maps). Wetlands and Stream Determination - 3.95 Acre Site — North Broad Street Edenton, North Carolina - Chowan River Basin February 23, 2012 STREAM EVALUATION: Based on the literature review and the site investigation no streams were noted at the site. WETLANDS EVALUATION: The delineation of wetlands at the site was difficult however conditions at the site do not support a determination of wetlands for the following reasons. Hydrophitic Vegetation Indicators — The site has been planted in loblolly pines and the other plants growing at the site do not conclusively support a determination of wetlands. Hydric Soil Indicators - The soil survey indicated that the soils at the site are Roanoke Silt Loam. Roanoke Silt Loam is listed as a hydric soil on the NC Hydric Soils List, and the field indicators support a determination of F3 (depleted matrix) in accordance with the NRCS "Field Indicators of Hydric Soils in the United States" version 7.0, 2010 and the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Atlantic and Gulf Coastal Plain Region (Version 2.0) Environmental Laboratory U.S. Army Corps of Engineers November 2010. However, there was a lack of significant redoximorphic features in the soil down to a depth of at least 20 inches. Wetland Hydrology Indicators — The area topography, the soil moisture and groundwater indicators do not support a shallow water table. Also lack of primary and secondary indicators of wetland hydrology do not support a determination of wetlands on the site.
