Control Calculations, a printout from the USDA Web Soil Survey website, the soils report
prepared by Terracon, precipitation data for the site, the current deed for the property, a
copy of the contract for sale to the developer, a portion of the USGS quad map showing
project location, the FEMA FIRMette for the site, and a copy of printouts from the
Secretary of State website indicating officers for Eastern Pride, Inc.
4. A check in the amount of amount of $505.00 for the required fee for the permit
modification.

Project Overview
Eastern Pride, Inc. is proposing to construct a new Family Dollar Store that will replace the existing Store #100.
The site is 1.35 acres located at 709 West Ehringhaus Street (US Hwy 17 Business) in Elizabeth City. The site
is vacant except for fencing, lighting, and goal posts as it previously served as the football and soccer field for
the adjacent Boys and Girls Club of Elizabeth City. The club building is located on the adjacent parcel but is
slated to be demolished as a new Sonic Drive-in Restaurant has been permitted for site. The tract is currently
zoned GB (General Business) with a small strip of R-6 at the rear of the site.
Land disturbing activities associated with the project will include construction of the parking lot and building,
connections to existing water and sewer utilities in Ehringhaus Street, a driveway connecting to Westover
Street, installation of a piped drainage system and sidewalk along Westover Street, grading and installation of
landscaping around the perimeter of the site, and construction of a detention pond. The driveway connecting to
Ehringhaus Street is to be constructed by the contractor for the new Sonic Drive-in.
Stormwater Management
Due to the elevation of the site being approximately 2 to 2.5 feet above the surrounding roads, the site is divided
into two drainage areas. Drainage Area 1 will encompass the parking lot and buildings and will drain to the
proposed detention pond while Drainage Area 2, including the entrance drives and perimeter of the site will
continue to drain to the adjacent streets.
Drainage Area 1 contains a total of 51,298 square feet (1.18 acres). 2,315 sf of the drainage area comes from
off -site pervious areas shown on the approved plans for the Sonic. The impervious coverage in Drainage Area
1 includes the entire building at 9,100 sf, 23,241 sf of parking lot (pavement and curbing), 700 sf of sidewalk,
and 1,082 sf of concrete that makes up the equipment pads, entrance pads and dumpster enclosure. All runoff
from this drainage area will be collected in an underground piped drainage system and routed to a wet detention
basin designed for 90% TSS removal. The permanent pool elevation of 3.5' is based on the attached report
prepared by Terracon which states that the seasonal high water table "is as approximately 3.0 to 3.5 feet".
Drainage Area 2 contains 9,963 sf on -site that sheet flows toward Ehringhaus Street and Westover Street. The
impervious area associated with the site that drains to the street drainage system consists of 1,529 sf of
driveway and 1,416 sf of roadside sidewalk that is being installed to meet a city requirement for installation of
sidewalk along all street frontages of commercial properties. A piped drainage system is being installed along
Westover Street to replace the existing open ditch section. This new drainage system will convey the discharge
from the detention pond and runoff to the remaining ditch section to the existing piped drainage system at the
intersection of Ehringhaus Street and Westover Street.
Erosion Control
This project will utilize standard erosion and sediment control measures to minimize any development impacts
during construction. Standard erosion and sedimentation control measure specified include but are not limited
to: Gravel construction entrance, inlet protection, and seeding and mulching. The wet detention basin will be
used as a sediment basin during the construction process and will be restored to design conditions at the end of
the construction process. The pond drawdown device will be equipped with a skimmer to provide surface
drawdown until the site is fully stabilized. The total area within the limits of disturbance is calculated to be 1.7
acres.

Description
Hydrologic soil groups are based on estimates of runoff potential. Soils are
assigned to one of four groups according to the rate of water infiltration when the
soils are not protected by vegetation, are thoroughly wet, and receive precipitation
from long -duration storms.
The soils in the United States are assigned to four groups (A, B, C, and D) and
three dual classes (A/D, B/D, and C/D). The groups are defined as follows:
Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly
wet. These consist mainly of deep, well drained to excessively drained sands or
gravelly sands. These soils have a high rate of water transmission.
Group B. Soils having a moderate infiltration rate when thoroughly wet. These
consist chiefly of moderately deep or deep, moderately well drained or well drained
soils that have moderately fine texture to moderately coarse texture. These soils
have a moderate rate of water transmission.
Group C. Soils having a slow infiltration rate when thoroughly wet. These consist
chiefly of soils having a layer that impedes the downward movement of water or
soils of moderately fine texture or fine texture. These soils have a slow rate of water
transmission.
Group D. Soils having a very slow infiltration rate (high runoff potential) when
thoroughly wet. These consist chiefly of clays that have a high shrink -swell
potential, soils that have a high water table, soils that have a claypan or clay layer
at or near the surface, and soils that are shallow over nearly impervious material.
These soils have a very slow rate of water transmission.
If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is
for drained areas and the second is for undrained areas. Only the soils that in their
natural condition are in group D are assigned to dual classes.

Representatives of Terracon Consultants, Inc. were on the project site to test proposed bearing soils for proposed building,
parking and drive areas using a dynamic cone penetrometer (DCP) and a hand auger.
Project information, in the form of a Schematic Site Plan, Sheet C200, prepared by Hyman & Robey, PC, dated February 20,
2013, was provided to us by Mr. Taylor. The drawing indicated the location of proposed building and parking areas. The site
is developed as an athletic field, not currently in use.
DCP test results were obtained at approximate one foot intervals to a depth of five feet below the existing ground surface.
The DCP test results are attached.
The soils encountered today included grass and topsoil (dark gray silty fine sand) to a depth of approximately six inches. The
topsoil is underlain by dark gray silty sand fill, laden with occasional debris (brick fragments and gravel) to depths of
approximately 1.0 to 1.5 feet. This upper sand stratum is underlain by native gray clayey sand and sandy clay to a depth of
approximately 3.0 to 3.5 feet. From 3.0 to 3.5 feet, to the boring termination depth of 5.0 feet, we encountered yellow tan,
yellow brown and light gray silty to slightly silty fine to medium sand. Groundwater was encountered at a depth of 4.5 feet
below the existing ground surface.
After demolition and topsoil stripping, the surfcial soils will be disturbed. The the exposed subgrade soils in the building and
parking lot footprints will be disturbed and should be densified in place using a medium weight vibratory roller. The purpose of the
vibratory rolling is to improve the exposed subgrade soils for floor slab support and to potentially improve the foundation bearing
soils. The roller should make at least 6 passes across the site, with the second set of 3 passes perpendicular to the first set of 3
passes. If water is brought to the surface by the vibratory rolling, the operation should be discontinued until the water
subsides and the rolling should be continued within the static mode..
After the vibratory rolling, allow pore pressures should be allowed to dissipate for a minimum of four hours. After the waiting
period, prior toand then proofrollinged. The proofrolling should be performed on the After the waiting period, the exposed
subgrade soils in areas to receive fill or at the subgrade elevation in cut areas should be proofrolled with a moderately loaded,
tandem -axle dump truck or similar rubber -tired construction equipment. Proofrolling is recommended as a means of detecting
areas of soft or unstable subgrade soils. The proofrolling should be performed during a period of dry weather to avoid
degrading an otherwise suitable subgrade. The proofrolling operations should be observed by a representative of the
geotechnical engineer. Subgrade soils that exhibit excessive rutting or deflection during proofrolling should be overexcavated
as directed by the representative and replaced with properly compacted fill.
Structural fill soil for building and parking areas should be installed in maximum 12-inch loose lift thicknesses. The fill should
be compacted to no less than 95 percent of the standard Proctor maximum dry density. Heavy, rubber -tired construction

equipment should be kept off of stripped subgrade surfaces to the extent practical. Repeated, rubber tired traffic will
deteriorate soil strength, necessitating undercut and replacement with compacted fill, or other remedial action.
Due to the presence of loose clayey sand and soft sandy clay between the depths of 1.5 and 3.0 feet, we recommend that
footings be sized for an allowable soil bearing pressure of 1500 psf. Prepared bearing surfaces for foundations should not be
disturbed or left exposed during inclement weather. Saturation of the footing subgrade can cause a loss of strength and
increased compressibility. If construction occurs during inclement weather and concreting of foundations is not possible at the
time they are excavated, a layer of lean concrete should be placed on exposed bearing surfaces for protection. Also,
concrete should not be placed on frozen subgrade. The bottom of the foundation excavations should also be clean and free
of any loose soil, mud or debris prior to placing concrete.
In addition to the above services, we also advanced two hand auger borings at the site of the proposed stormwater detention
pond for the purpose of determining the seasonal high water table (SHWT). The soils encountered, beneath a layer of grass
and topsoil, included very dark grayish brown (10YR-3-2), brown (10YR-5-3 and 10YR-4-3) and pale brown (10YR-6-3) silty
sand to depths of approximately 3.0 to 3.5 feet. At a depth of approximately 3.0 to 3.5 feet, soil color transitions to grayish
brown (10YR-5-2) and light grayish brown (10YR-6-2). In our opinion, the SHWT is at approximately 3.0 to 3.5 feet, based on
a predominant soil color with a chroma value less than, or equal to, 2.
Regardless of the thoroughness of a limited site exploration study, there is always a possibility that subsurface conditions will
be different from those at the boring locations, that conditions will not be as anticipated by the designers or contractors, or that
the construction process will alter soil conditions. Therefore, the geotechnical engineer's representative should observe the
site preparation, earthwork, foundation construction and floor slab construction to confirm that the conditions indicated by the
geotechnical exploration actually exist. We recommend the owner or contractor retain Terracon for this service since we are
already familiar with the project, the subsurface conditions, and the intent of the recommendations and design. The
conclusions and recommendations provided in this report are subject to Terracon personnel observing the construction
procedures and subsurface conditions encountered at the site.
The borings advanced today were backfilled with native cuttings obtained from the borings. Mr. Selden Taylor was informed
of the test results and recommendations by electronic correspondence.
