Buxton Affordable Teacher Housing Stormwater Management Narrative prepared for the Dare County Board of Education 510 Budleigh Street, Manteo, NC, 27954 January 31, 2011 Existing Conditions: The Dare County Board of Education owns a 5.06-acre site in Buxton on Hatteras Island in Dare County. The parcel was previously developed by the U.S. Weather Bureau and used as a weather station. There is an existing 2 story block structure and garage on the site as well as several foundations that remain from the previous use. More recently, a soccer field used by Cape Hatteras Secondary School and Dare Parks and Recreation Department was constructed on the rear of the site along with a concession stand serving the field. The parcel is transected by Buxton Backroad (NC — SR1232), and the majority of the site is on the north side of the roadway along with the existing and proposed uses. The remaining portion on the south side of the roadway contains some existing concrete from previous uses but is otherwise undeveloped and used only as a green space / rest area adjacent to a pedestrian walkway along Buxton Backroad. The Natural Resource Conservation Service Soil Survey for Dare County has mapped the soils on the site to consist primarily of Fripp Fine Sand (FrD). Infiltration rates for these sandy soils is typically between 6 and 20 inches per hour. The majority of the site is between 5.0 and 8.0 feet above mean sea level (NAVD 1988). An existing wooded buffer is found along the property lines, where the site slopes to lower elevation. The property is within a flood zone of "AE-T and "X", and is within '/z mile of the Pamlico Sound (SQ, HQW & stream index 29-40.5). Proposed Development: The Dare County Board of Education intends to build a twelve (12) unit multifamily apartment in order to provide affordable housing for Dare County teachers employed at the Cape Hatteras Elementary and Secondary Schools. The structure will be built along the front of the site. Construction will include additional paving to accommodate 20 new parking spaces (along an existing drive aisle), a new picnic pavilion for resident use as well as an on -site septic system to serve the new building. The Dare County Water Department will supply the project with water. Existing vegetation will be preserved as much as practical in order to maintain the buffer from adjacent properties. Runoff from the new impervious coverage is being collected via curb and gutter and roof drains and directed to a closed drainage system that conveys this runoff to the rear of the building and into an infiltration basin. Due to existing grades and the lack of an actual "outlet' to bypass runoff, the infiltration basin is being sized to accommodate twice the design storm. Runoff in excess of the basin volume will overflow to the east through and existing wooded and vegetated area towards the property line. A low area along this line functions as a swale and will convey runoff toward an existing canal to the north Per NCDENR regulations for the 20 coastal counties, the site must manage the design storm volume resulting from 1 '/2" of rainfall. The work associated with this project proposes to increase impervious coverage of approximately 11,583 sf (from 27,288 sf to 38,871 sf.) The infiltration basin and drainage system have been designed to collect runoff from approximately 60,662 sf of the site, collecting runoff from approximately 16,319 sf of new and existing impervious area. Since the site is also located within '/2 mile of SA classified waters, the increase in runoff resulting from the lyr, 24 hour rainfall event (3.9" per NOAA) determined when comparing predevelopment vs. postdevelopment conditions must also be considered. This value has been calculated to be_3.,798 cf, and therefore controls design. Due to the fact that site conditions prevent a bypass to be incorporated into this design, twice this volume will be managed within the infiltration basin. In addition to the infiltration basin, runoff from portions of the new building and concrete are also routed into a raingarden located along the front of the building. An overflow has been placed within the basin that will convey excess runoff into the infiltration basin. The raingarden is being provided as an additional measure, and is not represented within the calculations or permit conditions. Existing vegetation is heavy along the east and west property lines and elevations drop 3 - 4 feet above sea level. Previously existing grades on the (prior to development) are not know and therefore the potential that fill has been brought onto the site is likely. Three soil borings were taken throughout the site to a depth of approximately five feet. Each boring revealed sand with virtually no organic or clay material. Although the region had experienced heavy rain over the previous 36 hours, the material within each boring was only slight damp. In borings #1 & #3, virtually no variation in color or dampness was observed until a depth of approximately 54" had been reached. Based upon soil coloration and wetness, the estimate seasonal high water table is near one foot above mean sea level, with very little seasonal fluctuation. Boring #2 did reveal an area of grey sand that could potentially indicate a slightly higher water table if the soils encountered were native. However, this was likely previously imported fill material, as it does not match either other boring nor the soils description for fripp, and groundwater was encountered approximately 18" below the upper limits of the grey sand. Infiltration Basin A single infiltration basin has been chosen for this site due to the excellent suitability of the soils, available space and contributing drainage area. The basin is along the north end of the site at the location of soil boring #3. The hydraulic gradient is expected to move to the north towards a nearby canal that ultimately connects to the Pamlico sound. In order to meet a two -foot separation to the ESHWT, the bottom of the basins is being set to 3.0' above MSL. A previously excavated area exists within this footprint. This area was excavated to a depth just below the proposed bottom of basin. Despite the previous rainfall, the area was not holding water or exhibiting saturated characteristics. GRANTEE, by the acceptance of this Deed, covenants and agrees for itself, its successors and assigns, that in -the event GRANTOR exercises its option .to revert all right, title, and interest in and to the Property to GRANTOR, or GRANTEE voluntarily returns title to the Property in lieu of a reverter, the GRANTEE shall provide protection to and maintenance of the Property at all times until such time as the title to the Property or possession of the Property,. whichever occurs later in time, is actually reverted or returned to and accepted by GRANTOR. In the event title to the Property or any part thereof is reverted to the UNITED STATES OF AMERICA for noncompliance or is voluntarily reconveyed in lieu of reverter, GRANTEE, its successors or 9 required to reimburse the UNITED STATES OF AMERICA for the decreased value thereof that is not the result of reasonable wear and tear, an act of God, or alternations and conversions made by the GRANTEE and approved by the GRANTOR, to adapt the Property to the educational use for which the Property was transferred. GRANTEE shall, in addition thereto, reimburse GRANTOR for damage it may.sustain as a result of such.noncompliance, including but not limited to costs incurred to recover title to or possession of the Property. 15. GRANTEE may seek abrogation of the conditions subsequent 1, 2, 3, and 4 of Paragraph 6 of this Deed by: a. Obtaining the advance written consent of the GRANTOR; and b. Payment to the. GRANTEE, by the acceptance of this Deed, further covenants and agrees for itself, its successors and assigns, that should an extraction or production of minerals including but not limited to oil, gas, coal, and sulphur on or under the described Property occur during that period that it holds title to the Property subject to conditions subsequent 1, 2, 3,,,and.4 of Paragraph 6 of this Deed (i) it will hold all, payments, bonuses., jdelayedrrentals, or royalties in trust for GRANTOR and. net net revenues and proceeds resulting from the extraction or production of any minerals including, but not limited to, oil, gas, coal or sulphur., by GRANTEE, its successors and assigns, will be held in trust for and promptly paid to GRANTOR. The listing of certain minerals shall not cause the doctrine of eiusdem generis to apply. GRANTEE, by acceptance of this Deed, covenants that, upon the recording by the UNITED STATES OF AMERICA of a Notice of Entry pursuant to Paragraph 8 above, all right, title and interest in and to the Property shall pass to and become the property of the UNITED STATES OF AMERICA,. which shall have an immediate right to enter thereon, and the GRANTEE, its successors and assigns, shall immediately and quietly quit possession thereof and forfeit all right, title, and interest in and to the Property and in any and all of the tenements, hereditaments, and appurtenances thereunto belonging, 12 Deed' 6 of this 20. If the Property is located in a floodplain, GRANTEE will, during the period it holds title subject to conditions subsequent 1, 2, 3, and 4 of Paragraph 6 of this Deed insure the Property and any machinery, equipment, fixtures, and furnishings contained therein against loss, damage, or destruction from flood, to the maximum limit of coverage made available with 13 Act of 1973 (P.L. No. 93-234). Proceeds of such insurance will be used as set forth above. 21. GRANTEE further covenants to pay damages for any time period held overabeyond the time period stated in a demand to quit possession of the Property at the fair market rental value plus reasonable attorney's fees and costs of the GRANTOR in securing the return of the Property. 22. As of the date of conveyance, no indication of any hazardous substance activity on the subject property exists; therefore, no remedial action is required. In the event any environmental contamination is discovered or additional remedial action is deemed necessary after conveyance, the Federal sponsoring agency should be notified immediately. Additionally, expenditures for environmental restoration projects that are not considered imminent threats to public health and safety will not be considered an off -set for purposes of abrogation unless these expenditures are to remediate contamination occurring prior to the date of conveyance and unless PRIOR concurrence is obtained from the Federal sponsoring agency in writing. 23. Drainage area delineation is best done as a /separate plan sheet. 18Y A basin section detail showing bottom and storage elevations, 3:1 side slopes. The side slopes of an infiltration basin are not restricted to vegetation. They may be hardened with rock, timber, concrete, decorative brick, etc. 19. A trench section detail with the perforated pipe diameter, filter fabric wrapped around the pipe and around the trench, trench height and width, rock fill type. 20. If using a pre-fab chamber structure, provide details of the chamber, including model #, length, width, chamber volume and number of chambers being used. 21. A bypass structure detail is provided showing a trash rack with <6" square openings, and the necessary bypass weir or pipe elevation. Several types of bypass structure designs are acceptable. 22. Dimensions for each line and arc formed by the bottom contour of an infiltration basin. 23. All runoff in excess of the design storm must pass through a vegetated filter prior to being discharged into the receiving stream. The filter must be 50' long for SA waters and 30' long for non -SA waters. 24. All infiltration systems must be located at least 50' from the MHW line of surface waters. 25. Vegetation is specified for basin slopes not being hardened. Weeping Love Grass is not suitable as a permanent vegetated cover for side slopes. 26. All roof drainage must be directed to the system. Show the roof drain collection piping on the plans.
