NOTES AND SPECIFICATIONS
GENERAL NOTES
1. ALL CONSTRUCTION, INSTALLATION, MATERIALS AND METHODS OF PRACTICE SHALL CONFORM
WITH THE CURRENT SPECIFICATIONS AND STANDARDS OF THE DEPARTMENT OF PUBLIC WORKS,
COUNTY OF CHOWAN, NORTH CAROLINA AND NORTH CAROLINA DEPARTMENT OF TRANSPORTATION.
COUNTY CONSTRUCTION STANDARDS AND TECHNICAL SPECIFICATIONS ARE SET FORTH IN THE PUBLIC
FACILITIES MANUAL. A COPY OF EACH MUST BE ON SITE AT ALL TIMES.
2. ELEVATIONS AS SHOWN HEREON ARE BASED UPON COUNTY OF CHOWAN DATUM (NAVD 88).
3. PRIOR TO CONSTRUCTION OR EXCAVATION, THE CONTRACTOR SHALL ASSUME THE
RESPONSIBILITY OF LOCATING ANY UNDERGROUND UTILITIES (PUBLIC OR PRIVATE) THAT
MAY EXIST AND CROSS THROUGH THE AREA OF CONSTRUCTION THAT ARE NOT SHOWN
ON THESE PLANS. UTILITY COMPANIES SHALL BE NOTIFIED 48 HOURS IN ADVANCE OF
ANY EXCAVATION IN THE PROXIMITY OF THEIR UTILITIES. THE CONTRACTOR SHALL BE
RESPONSIBLE FOR REPAIRING, AT HIS EXPENSE, ANY UTILITIES DAMAGED DURING
CONSTRUCTION, PRIOR TO EXCAVATION, CALL ULOCO TO LOCATE UTILITIES AT
800-632-4949.
4. THIS PLAN DOES NOT GUARANTEE THE EXISTENCE, NON-EXISTENCE, SIZE, TYPE, LOCATION,
ALIGNMENT OR DEPTH OF ANY OR ALL UNDERGROUND UTILITIES OR OTHER FACILITIES.
WHERE SURFACE FEATURES (MANHOLES, CATCH BASINS, VALVES, ETC.) ARE UNAVAILABLE OR
INCONCLUSIVE, INFORMATION SHOWN MAY BE FROM UTILITY OWNER'S RECORDS AND/OR
ELECTRONIC LINE TRACING, THE RELIABILITY OF WHICH IS UNCERTAIN. THE CONTRACTOR

SHALL OBTAIN ALL NECESSARY PERMITS FROM THE COUNTY OF CHOWAN.
6. TEMPORARY DRAINAGE DURING CONSTRUCTION TO BE PROVIDED BY THE CONTRACTOR
TO RELIEVE AREAS THAT MAY CAUSE DAMAGE TO ROADWAYS, AS DIRECTED BY THE
DEPARTMENT OF PUBLIC WORKS, COUNTY OF CHOWAN.
7. ALL CONCRETE TO BE CLASS "AY AIR ENTRAINED 000 PSI). (3, S ).
8. ALL STORM SEWER PIPES SHALL BE CONCRETE. PIPES NOT SUBJECT TO TRAFFIC
LOADING MAY BE NON -REINFORCED PIPE AND SHALL CONFORM TO THE SPECIFICATIONS
FOR CONCRETE SEWER PIPE ASTM C14, CLASS II. PIPES SUBJECT TO TRAFFIC LOADING
SHALL BE REINFORCED PIPE AND SHALL CONFORM TO THE SPECIFICATIONS FOR
CONCRETE SEWER PIPE ASTM C76, CLASS III. THE MINIMUM COVER OVER DRIVEWAY
SHALL BE 0.75' (9").
9. WHEN MATERIALS ARE UNSUITABLE FOR SUBGRADE OR OTHER ROADWAY PURPOSES
WITHIN THE LIMITS OF STREET CONSTRUCTION, THE CONTRACTOR SHALL BE
REQUIRED TO EXCAVATE SUCH MATERIAL BELOW THE GRADE ON THE PLANS, AND
THE AREAS SO EXCAVATED SHALL BE BACKFILLED WITH APPROVED SUITABLE MATERIALS.
THE EXTENT OF UNDERCUTTING AND BACKFILLING TO BE DETERMINED BY THE DEPARTMENT
OF PUBLIC WORKS.
10. CURBS AND GUTTERS SHALL BE CONSTRUCTED IN SECTIONS OF UNIFORM LENGTHS,
APPROXIMATELY 10 FEET, AS NECESSARY TO FORM CLOSURES. PRIOR TO INSTALLATION,
ALL ROUGH GRADING MUST BE COMPLETED IN THE RIGHT-OF-WAY.
11. ALL STORM SEWER PIPE, DROP INLETS, AND CURB INLETS SHALL BE CLEANED OF DEBRIS
AND ERODED MATERIAL AT LAST STAGES OF CONSTRUCTION.
12. ALL UNDERGROUND WORK SHOULD BE COMPLETED PRIOR TO PAVING.
13. THE DEVELOPER SHALL BE RESPONSIBLE FOR ALL SIGNS, MARKINGS AND ROADWAY LIGHTING.
14. THE CONTRACTOR SHALL PROVIDE WRITTEN NOTIFICATION TO ALL OWNERS AND RESIDENTS OF
PROPERTY ADJACENT TO A DEVELOPMENT OR OFFSITE IMPROVEMENTS, 30 DAYS PRIOR TO THE
COMMENCEMENT OF WORK UNLESS OTHERWISE DIRECTED BY THE COUNTY. CONSTRUCTION WITHIN
EASEMENTS OR ON PUBLIC RIGHT-OF-WAY NECESSITATES NOTICE WHETHER ADJACENT TO OR
LOCATED ON THE ADJOINING PROPERTY. FAILURE TO PROVIDE THE MINIMUM NOTIFICATION TIME
WILL RESULT IN A SUSPENSION OF WORK.
15. ALL EXISTING ON -SITE UTILITIES ARE PRIVATE, NOT COUNTY MAINTAINED.

SANITARY NOTES
1. ALL WORK SHALL BE IN STRICT COMPLIANCE WITH THE COUNTY OF CHOWAN REQUIREMENTS.
LINE CROSSINGS MUST BE IN ACCORDANCE WITH THE PFM MANUAL.
2. PIPE MAY BE ONE OF THE FOLLOWING MATERIALS:
A. PIPE OF PVC, SDR-35 (ASTM-3034), PVC C-900, ABS TRUS (ASTM-D-2751) OR DUCTILE IRON
SHALL BE USED.
B. OTHER MATERIALS AS PERMITTED IN THE PUBLIC FACILITIES MANUAL VOL. III.
3. SEWER TAP TO BE INSTALLED BY THE CONTRACTOR WITH COUNTY INSPECTION.
WATER DISTRIBUTION
1. ALL WATER CONSTRUCTION IS TO BE IN STRICT ACCORDANCE WITH THE COUNTY OF CHOWAN
SPECIFICATIONS. LINE CROSSINGS MUST BE IN ACCORDANCE WITH THE DENR STANDARDS.
2. MATERIALS FOR WATER SERVICE LINES ON THE COUNTY SIDE OF THE WATER METER SHALL BE COPPER
TUBING TYPE "K". WATER MAINS IN THE RIGHT-OF-WAY SHALL BE DUCTILE IRON (AWWA C-151) OR
PVC C-900. MATERIALS FOR WATER SERVICE ON THE DEVELOPER'S SIDE OF THE WATER METER MA'i
BE COPPER TUBING TYPE "K", PVC C-900 OR DUCTILE IRON.
3. ALL WATER LINES SHALL HAVE A COVER OF THIRTY-SIX (36) INCHES.
4. WATER AND SEWER LINES SHALL BE SEPARATED BY A MINIMUM OF TEN (10) FEET
HORIZONTALLY FOR PARALLEL INSTALLATION AND EIGHTEEN (18) INCHES VERTICALLY
WITH WATER ABOVE THE SEWER FOR CROSSOVERS.
5. WATER SERVICE MUST BE EQUIPPED WITH AND APPROVED REDUCED PRESSURE PRINCIPLE
BACKFLOW PREVENTER. THE PREVENTER MUST BE INSTALLED ON THE WATER LINE IMMEDIATELY DOWNSTREAM
OF THE WATER METER, ON THE CUSTOMER'S PROPERTY OUTSIDE OF ANY EXISTING OR PROPOSED PUBLIC UTILITY
EASEMENTS ACCORDING TO MANUFACTURE'S INSTRUCTIONS AND INTERNATIONAL PLUMBING
CODE REQUIREMENTS. PREVENTER MUST BE INSTALLED A MIN. 12" ABOVE GRADE IN A STRUCTURE TO PROTECT
THE DEVICES FROM WEATHER, SUBMERGENCE, VANDALISM, ETC. AND INSTALLED IN AN EASILY ASSESSABLE

PROJECT NARRATIVE:
The project is the construction of a residential development containing single family housing
Public water is being installed in sections as the real estate is developed and the roads are constructed.
Soils in this area have been moped by N.R.C.S. as Conetoe Loamy Sand, Portsmouth Loam, and Tomotley Fine Sandy Loam.
SOIL STABILIZATION:
All disturbed soils shall be stabilized by seeding and/or sodding within 15 working days or 30 colender days (whichever is shorter)
of construction completion or the completion of the land disturbing activity.
It is the contractors responsibility to establish a dense ground cover capable of stopping erosion. The Erosion and Sediment Control
measures that follow are intended to be minimum standards. When erosion persists other more stringent measures may be necessary
to control erosion.
Apply fertilizer, and agricultural lime as required by soil test or as a minimum follow this schedule:
Apply fertilizer in the amount of 500 pounds per acre of 10-10-10 fertilizer.
Apply 2,500 pounds/acre of agricultural limestone.
Where possible scarify soil to work the fertilizer and soil into the soil.
Mulch the area to be stabilized with wheat straw at the rate of 2 tons/acre. Anchor straw when necessary with netting or asphalt. In some
instances it may be necessary to use pre -manufactured erosion control mats like the excelsior mat.
Seeding:
1) If Temporary Vegetation is to be established in winter/spring/fall apply 125 pounds/acre of annual rye grain. If Temporary Vegetation
is to be established in the summer months apply 25 pounds per acre of Bermuda Grass and 25 pounds per acre of German Millet.
2) Permanent Vegetation shall be established with a mixture of 40 pounds/acre of Bahiagrass, 10 pounds/acre of Bermuda, and 10 pounds/
acre of German Millet. When top seeding over Temporary Vegetation containing a good stand of Bermuda and Millet, only Bahiagrass will
be required.
3) Sodding may be required when slope stabilization is difficult to establish. Select a sod species compatible with the application and apply sod
strips down the length of the slope. Fasten sod as necessary to prevent slippage.
4) Final slopes in all graded areas shall not exceed a slope of 3:1.

established; this must be used whenever the design velocities exceed 2.0 ft/sec for bare soil conditions.
MAINTENANCE:
Erosion control devices are to be checked after significant rainfall events but not less than twice monthly. Remove sediment and repair
erosion control devices as necessary.
Check slopes being stabilized for signs of erosion after all significant rainfall events and repair as necessary. Reseeding and mulching of
erosion damaged areas is required.
Perform routine maintenance and mowing of stabilized areas, including ditches and swales.
Temporary or permanent groundcover shall be provided on all exposed slopes witnin 21 calendar days following
completion of any phase of grading; and a permanent groundcover for all disturbed areas within 15 working days
or 90 calendar days (whichever is shorter) following completion of construction or development.

MAINTENANCE (CULVERT INLET PROTECTION)
1. THE STRUCTURE SHALL BE INSPECTED AFTER EACH RAIN AND REPAIRS MADE AS NEEDED.
2. AGGREGATE SHALLBE REPLACED OR CLEANED WHEN INSPECTION REVEALS THAT CLOGGED
VOIDS ARE CAUSING PONDING PROBLEMS WHICH INTERFERE WITH ON -SITE CONSTRUCTION.
3. SEDIMENT SHALL BE REMOVED AND THE IMPOUNDMENT RESTORED TO ITS ORIGINAL DIMENSIONS
WHEN SEDIMENT HAS ACCUMULATED TO ONE-HALF THE DESIGN DEPTH. REMOVED SEDIMENT
SHALL BE DEPOSITED IN A SUITABLE AREA AND IN SUCH A MANNER THAT IT WILL NOT ERODE AND
CAUSE SEDIMENTATION PROBLEMS.
4. TEMPORARY STRUCTURES SHALL BE REMOVED WHEN THEY HAVE SERVED THEIR USEFUL PURPOSE,
BUT NOT BEFORE THE UPSLOPE AREA HAS BEEN PERMANENTLY STABILIZED.
