SW( DOC TYPE ❑ CURRENT PERMIT ❑ APPROVED PLANS HISTORICAL FILE ❑ COMPLIANCE EVALUATION INSPECTION DOC DATE 047 YYYYM M D D Moore, Bill From: Joe Boyd [JBoyd@hobbsupchurch.com] Sent: Tuesday, April 27, 2010 11:26 AM To: Moore, Bill Cc: Gates, Jim, Jeff Thompson Subject: L Bertie Correctional Institute SW7091009 Permit Error, an Jim Gates at the Department of Corrections received the Stormwater Permit for the Bertie Correctional Institute today and forwarded a copy to us this morning. I expect we will get our copy in the mail within a day or two. When reading through the permit I did notice an error in the impervious numbers for Pond 3 which receives the additional runoff from the new proposed building. The total impervious area stated on Page 3 of the permit'reads 14.62 acres when i should be 15.17 acres with the addition of the new building. Also, on Page 5 of the permit Basin 3 list a total impervious area or 4.63 acres when it in fact should be 5.18, again due to he new building. I believe this is just a simple error since the differences in impervious area are 0.55 acres on both numbers and that is the exact impervious area for the new building. I do -not see any other problems with the permit and this simple correction should be the only issue. Thanks again for your time with this project and please let me know your decision on revising the impervious numbers on the permit. I\loore, APR, 14 mo Hobbs, Upchurch and Associates received your correspondence via email requesting more information for the above reference project on April 8, 2010. Our responses to your requests ate as follows: "I"he completed updated supplements and O&N4 forms signed by William Stovall for all three ponds are attached. 2. Plan Sheet 7 has been updated to include Note 4 on the plan stating that "the above notes apply only to the existing stornwater ponds and the existing site conditions. See Sheet 12 for proposed vegetation plan." This should clear up any confusion on which vegetation plan the contractor is to follow. Also, Note 4 has been added to Sheet 10 to instruct the contractor to follow the Vegetation Plan on Sheet 12 for Pond 2 along with Pond 3, which has also been updated to include Pond 2. 3. 'I"lie calculations for the bypass system on Pond 1 have been attached along with riprap calculations for the bypasses outlet. Sec attached calculations and Sheet 8 for the riprap siziog. 4. Pond 2 now meets the minimum surface area requirement. It is now designed to be one foot deeper than the previous design allowing a lower SA/DA number which in turn decreases the minimum required surface area. See attached calculations. 5. A note has been added to the Vegetation Plan on Sheet 12 giving directions to the contractor on the amount of lime and fertilizer to add to the pond banks. Attached in this submittal are 2 sets of updated full size plans, updated Pond 2 calculations, the bypass pipes calculations with riprap calculations, and updated complete supplements and O&Nl forms for all three ponds. Bertie DOC - stormwater permit' Good Afternoon Jeff & Jim, I agreed to send you an email with some guidance regarding the!vegetation plan requirements for the wet ponds. Well, it took me longer than I expected, but here it is; hope this helps: 1) There is a "required items checklist' in the 2007 Manual, BMP Vegetation, Chp 6, Sect 6.4.1. This list is somewhat general; but it gives a good idea about the pieces of the plan. Most of these items can be listed on the detail plan sheet in the form of Construction Notes/Schedule. You could look at these notes as a way of translating the vegetation requirements from the BMP manual into instructions for the Contractor. In other words, the contractor should be able read the plans & build the system from the info provided on the plans & supporting written specifications. 2) Notes about site prep/grading of the shelf with attention to soil media/analysis/amendments as needed. 3) Notes regarding Plants; including, plant species, quantities, location with respect to shallow water & shallow land zones, spacing/clustering, installation, fertilizer requirements, watering, warranty; and important - specify source of viable/quality plants. 4) Provide plan details that mesh with the specifications & notes. I will try to review the package you provided during our site visit & get back to you if I have questions. I suggest, put the vegetation plan together (2 copies) & send it in asap; I hope to complete my review & get this permit out the door by mid -March, maybe. Let me know if you have questions. wATF Q --1 NC Department of Corrections Attn: Mr. William N. Stovall 4216 Mail Service Center Raleigh, NC 27699 Dear Mr. Stovall: 01ax_- o Beverly Eaves Perdue, Governor Dee Freeman, Secretary North Carolina Department of Environment and Natural Resources December 17. 2009 Subject: Stormwater Review SW7091009 Bertie Correctional Facility Building Addition Bertie County Coleen H. Sullins, Director Division of Water Quality This office received your request to modify the stormwater permit for the subject site on October 13, 2009. 1 visited the site on December 11, 2009 and met with the facility maintenance supervisor, Mr. Chuck Gurganus. We inspected the stormwater control measures and discussed flooding issues and changes that have occurred at the site in the recent past. Mr. Jeff Thompson, with Hobbs Upchurch & Associates, submitted plans and specifications along with the application showing the proposed building additions. A preliminary review of the plans and specifications has been completed. In order to complete your application, and before a permit can be issued, the following items must be addressed: 1. Provide full scale plans & details showing existing drainage basins and stormwater control measures, and any proposed changes to the site. 2. Based on past flooding issues & current BMP design requirements the existing wet pond systems appear to be inadequate. Stormwater controls need to be re- evaluate, redesigned, and/or, modified to provide adequate treatment & flood control. 3. Revise stormwater application, supplement sheets, plans & specifications to reflect all changes. The above requested information must be received in this office by January 17, 2010, or your project will be returned as incomplete. If the project is returned, a new application and fee will be required. If you have questions, please feel free to contact me at (252) 948-3919, or you can send a message to: bill.moore@ncdenr.gov.
