Box 15564 • New Bern, North Carolina 28561 • (252) 633-0068 Stormwater Management Narrative West End Fire Station US 70 West Havelock, NC Craven County This project proposes a high density development consisting of a new City of Havelock Fire station. The City of Havelock owns the overall tract which is 4.48 acres in size. Only 2.29 acres of that parcel will be used for the fire station and is a part of this application. 2.45 acres of land will be disturbed by this project which includes paving of a portion of the access road which is off -site. There are no Section 404 wetlands, Coastal wetlands or Neuse Riparian Buffer areas on the site. The property is tax parcel number 6-033-13000. A sedimentation and erosion control permit for land clearing activities was previously issued for the site. There are no pre- 1988 built -upon areas on the site. There are no other existing permits for the site. The project stormwater detention pond will be built initially by a separate contractor prior to the construction of the fire station. There will be no other phasing of the work. The project will be served by the City of Havelock water supply and public sewer. There are no known historic sites on the property. Public funding will be used for the project. "There are not any known DENR non-compliance issues associated with the site. The site is not in a CAMA area. The site drains to Sandy Run which is a tributary of the Neuse River. Sandy Run is classified as SC,Sw,NSW, index #27-112-6-3. The site is currently an undeveloped open area. The site is planned as one high density stormwater drainage area. The stormwater runoff will be treated by one wet detention pond. The NPDES Phase 11 stormwater rules do not apply to the project area. The stormwater collection is by a combination of piping and grass swales. The site will comply with the City of Havelock nutrient treatment requirements. The proposed built -upon area is 53.6% over a drainage area of 2.45 acres. A wet detention pond is proposed in order to treat the runoff associated with the one -inch rainfall event. The wet pond is sized to provide 90% TSS removal. A single forebay area is provided at the head of the pond. Stormwater Narrative West End Fire Station, Havelock, NC I The stormwater runoff from all of the developed areas will be collected for treatment. There is a small amount of off -site runoff coming into the site associated with the US 70 Service Road and the new access road to the north. This runoff is collected, treated and accounted for in the calculations. I A perimeter planted vegetative shelf is provided with one-half of the shelf below the permanent pool level' and one-half above the permanent pool level for the detention pond The outlet structure for the pond is sized to draw down the temporary pool in 72 hours. The pond provides attenuation of the two-year, 24-hour storm to predevelopment conditions. The soils on the site are primarily a clay structure at the depths to be disturbed by this project. The depth toi the seasonally high water table at the detention pond area is 3.3 feet (elevation 25.2'). The detention pond permanent pool is set at elevation 25.2 feet. Box 15564 • New Bern, North Carolina 28561 • (252) 633-0068 Soil Boring Report West End Fire Station US 70 West Havelock, NC Craven County May 27, 2008 A single soil boring was made at the proposed wet pond location for the West End Fire Station. The soil boring was completed on May 27, 2008 with a hand auger by Joseph C. Avolis, PE. The Craven County Soil Survey maps the soil in the area of the wet detention pond as the Lenoir type. Lenoir is described as a silty loam in the upper 12 inches, a clay from a depth of 12 to 72 inches and a fine sandy loam from a depth of 72 to 80 inches. At the depths to be disturbed, the Lenoir soil type is listed as having a permeability ranging from 0.06 to 0.2 inches/hour. The soil is listed as hydrologic group D. The following soil characteristics were observed: Depth Elevation Description 0-6" 28.5' Dark sandy top soil 6"-14" 28.0' Brown loam 14"-24" 27.3' Greenish tan sandy clay 24"-30" 26.5' Few tan mottles, rhizospheres. Grey clay 30"-48" '26.0' Grey tan clay with mottles 48"-60" 24.5' Sandy clay, grey with tan mottles 60"-70" 23.5' Light grey clayey sand 70"-76" 22.7' Light grey sand, damp 76"-108" 22.2' Whitish brown sand, wet The depth to standing water in the borehole was 7.5', elevation 21.0% on this date. The depth to the seasonal high groundwater at the boring location was 3.3'. This depth corresponds to an elevation of 25.2 feet. Groundwater hydrology in the area appears to have been impacted with the construction of a borrow pit on the adjoining property to the north across the proposed entrance road. This borrow pit is drained by gravity to a nearby low lying stream. The seasonal high groundwater indicators may be relic based on observations of the 7.5 feet depth to standing groundwater. I The bottom of the proposed pond will be lined with clay to help maintain the proposed permanent pool of 25.2'. The majority of the side slope area will already consists of a relatively impermeable clay material.
