It appears that this project is located on lots 13 and 14 of the Edenton — Chowan Airport Industrial Park, Phase IIA, development covered under Stormwater Permit Number SW7070920. According to the Permit Conditions, (in Design Standards Section) 1.2. and (in Schedule of Compliance Section) 11.16., recorded deed restrictions must limit the built -upon area to specified amounts (in this case lots 13 and 14 totaling in 54,000 sf of built -upon area). Please provide a set of plans and supporting information for the Truswood Site Development to confirm that proposed development will stay within allotted Built -Upon area as per Stormwater Permit Number SW7070920 for the Edenton-Chowan Airport Industrial Park, Phase IIA. In case that the proposed built -upon area exceeds allotted amount, or in case of any revisions to any item shown on approved plans, a Permit Modification will be required. Provide also information for all other developed lots within permitted commercial subdivision. Please be reminded that the Permitee must submit a copy of the recorded deed restrictions within 30 days of the date of recording (see permit condition 11.17.), as well as a Designer's Certification (see permit condition 11.6.). As of the date of this letter, Division of Water Quality did not receive these documents. The requested information package should be received by this office prior to April 22, 2011. If an application package is not received by this date we will consider the project incomplete. Please reference the Stormwater Project Number above on all correspondence. After further review by NCDOT additional wetlands were located on the project. These wetlands are through lots 23, 14, 22, 15 — 19. The revisions to the plan were to shift the road 10' toward lots 9-13. We also had to adjust the ditch grades so that we were not draining any wetlands. Our wetland subconsultant is preparing the necessary permits for the road crossing at lots 23 and 14. They are also preparing permit for driveway crossings into lots 16 and 17. Lots 15 and 18 are most likely not useable and may be combined in the future with other neighboring lots. Please let me know if you need additional information or have questions. Vinson: The Edenton Chowan Development Corporation is beginning to develop Phase II -A of their industrial park located near the Edenton-Chowan Airport. 'Che tract of land consists of 76 acres of land. The property is relatively flat with a drainage channel that runs through the middle in a clockwise direction. 'Che property has a total of 20.3 acres of 404 wetlands with no blue line streams on the property. The project consist of the subdivision of the property into commercial parcel. There are a total of 28 parcels. Lot 23 is slated to be the NCDOT bridge maintenance division shop. Lot 14 is to be used for a boat builder. An estimated value of impervious area has been proposed for each lot. 'Tlvs can be found in the design calculations section. There are two constructed wetlands proposed on the property. Constructed Wetland #1 trcatc the following lots: 2-6, 8-14, and 27 pluis some of the road right of way. Constructed Wctland #2 treats the following ots: 15-26 plus some of the road right of way. Runoff drains through roadside grass swalcs and into the wetlands. The wetlands then discharge into an existing drainage channel. Both wetlands control the first inch of runoff and the 2-yr storm. Silt fence is proposed around the perimeter of the project with check dams throughout the proposed swales. Lots 1 and 28 do not drain to the wetlands and will need to provide their own stormwater control if needed. RESPONSE #5: ✓Lot #7 is not draining to the stormwater management structure. The BUA spreadsheet has been revised to show that this lot will have less than 30% impervious. COMMENT #6: As proposed. Lots 1 & 28 are located on separate drainage area. We can approve these two lots as part of this Development only if you assign them a maximum of 30% impervious .area each or if you exclude them from the Project. RESPONSE #6: V Lot #1 and 28 are not draining to the stormwater management structure. The BUA spreadsheet has been revised to show that this lot will have less than 30% impervious. COMMENT #7:1/ As per NCDENR Stormwater BMP Manual the Stormwater BMP's shall be designed to treat a volume that is at least as large as the volume calculated using the Simple Method. If the SCS Method yields a greater volume, then it can also be used. Provide calculations per Simple Method (as shown in BMP Manual for Wet Detention basins). RESPONSE #7: V The simple method has been used on the attached spreadsheets for both wetlands. COMMENT #8: /The SA/DA calculations show that the required surface area for the Wetland #1 is 51,074 sf., and that the required volume is 40,008 cf. As proposed the Wetland #1 provided surface area is 15,423 sf. and provided volume is 21,547 cf. Resize the pond to meet the required calculations. The SA/DA calculations show that the required surface area for the Wetland #2 is 49,355 sf., and that the required volume is 40,958 cf. As proposed, the Wetland #2 provided surface area is 31,194 sf. and provided volume is 37,548 cf Resize the pond to meet the required calculations. These calculations have been revised and are included with this submittal. COMMENT #10: As per the Division of Water Quality's Anti -Degradation policy, level spreader is required at all discharges to wetlands. Since the big portion of the site drains into Extended Detention Wetlands and then through the outlet structure to existing wetlands, the Level Spreader will be required along the edge of existing wetlands. Provide calculations and signed and notarized Operation and Maintenance Agreement for said /level spreader. RESPONSE #10: V The O&M agreement is attached and the plans have been modified on sheet G-7 to show the level spreader. A detail of the level spreader is shown on sheet G-16. Low Density: Supplement SWU-104 or SWU-105 Applicability: • Low density projects may not result in built -upon surfaces in excess of 25% or 30%, depending on the classification of the receiving stream. For calculating density with wetlands, see guidance memo (reference document and location). • In low density projects, stormwater is conveyed primarily via sheet flow and swales with limited piping for under road conveyance. Curb outlet systems may also be used in a low density project. • No area of the project may be configured such that it constitutes a pocket of high density. In other words, if development is concentrated such that the undeveloped land does not significantly impact treatment of the stormwater runoff from the developed or impervious surfaces, the low density option may not be applied to the overall project. • Low density projects must maintain a 30 foot wide vegetative buffer. That is, any impervious surfaces must be at least 30 feet from surface waters, measured horizontally from the structure to the mean high water line of the surface water. • All swales and related vegetated slopes must be 3:1 (horizontal to vertical) or flatter. • Regulatory References: NCAC Title 15A, 02H.1005, 02H.1008(g). SWU-104 is required for low density projects for which lot subdivision and selling is intended. All sections of the supplement should be completed including the built -upon area per lot calculation. Deed restrictions are required. SWU-105 is required for low density projects in which curb and gutters are incorporated. All sections should be completed including swale design, Table 1. Supporting calculations should also be supplied. The maintenance agreement contained within the supplement must be signed and notarized. B. General Permit: SWG01, SWG02, SWG03, SWG04 Applicability: • General permits may be issued for certain groups of similar activities, including (1) construction of single family residences (SWG01), (2) bulkheads and boat ramps (SWG02), (3) clearing and grading (SWG03), and (4) linear utility projects (SWG04). • For these types of projects, a Notice of Intent should be submitted. Upon review and approval, Certificate of Coverage will be issued covering the applicant under a general permit. • Regulatory Reference: NCAC Title 15A, 02H.1013. C. High Density: SWU-102, SWU-103, SWU-106, SWU-107, SWU-108, SWU-109 General Considerations: n • All runoff from the built -upon area shall be collected by swales, piping, or other means and directed to an engineered stormwater control device or system. The Topsoil materials encountered at the location of boring B-3 were noted to consist of Uncontrolled Fill as they contained trace amounts of stone and brick fragments. Subsurface deposits of CLAY with varying amounts of sand (CL, CH) were encountered at the location of borings B-1 and B-2 at depths ranging from 5 to 7.5- feet and extended to depths ranging from 6 to 8.5-feet below existing grades. Surficial deposits of CLAY with varying amounts of sand (CL) were encountered beneath the Topsoil materials at the location of borings B-4 through B-6 and extended to depths ranging from 1.5 to 4-feet below existing grades. The groundwater table depth was measured at each boring location during drilling operations and was found to occur at depths ranging from approximately 7 to 8.5 feet below the existing site grade elevations at the time of our subsurface exploration. Groundwater conditions will vary with environmental variations and seasonal conditions, such as the frequency and magnitude of rainfall patterns, as well as man- made influences, such as existing swales, drainage ponds, underdrains, and areas of covered soil (paved parking lots, side walks, etc.).
