The soil boring was completed on September 17, 2007 with a hand auger. The Craven County Soil Survey maps the soil on the site as the Suffolk type. Suffolk is described as a well drained soil on uplands. The typical Suffolk soil description is a loamy sand in the upper 4 inches, a loamy sand at a depth of 4 to 14 inches, a sandy clay loam at a depth of 14 to 30 inches, a sandy clay loam at a depth of 30 to 38 inches and a loamy sand at a depth of 38 to 70 inches. At the depths to be disturbed by this project, the Suffolk soil is listed as having a permeability ranging from 2.0 to 20 inches/hour. The on site soil boring indicated the following soil characteristics: 0 to 9 inches: Tan sand with concrete and rock debris 9 to 18 inches: Brownish clay 18 to 36 inches: Dark grey cay mixed with rock and brick debris 36 to 84 inches: Light brown clay The depth to the seasonal high groundwater at the boring location was greater than seven feet due to the close proximity of a natural ravine. This depth corresponds to an elevation of 12.0 feet. The site is suitable for the construction of a wet detention pond. Box 15564 • New Bern, North Carolina 28561 • (252) 633-0068 Stormwater Management Narrative Main Street Self Storage Expansion 242 East Main Street Havelock, NC Craven County This project proposes a high density development consisting of six individual mini - storage buildings. The project area totals 4.075 acres in size. The site is located adjacent to the East Prong of Slocum Creek which is classified as C; Sw, NSW. A portion of the property is within the Neuse Riparian Buffer setback areas; however, none of the work area is within the Neuse Riparian buffer setbacks. The site contains 404 wetlands, however all of the work areas are well outside of the wetlands. The site is subject to the City of Havelock Nutrient reduction requirements. The site is currently an open area used for storage of trailers and miscellaneous items. There are existing buildings on the site as shown on the existing conditions map. The site proposed built -upon area is 63;/ofA wet detention pond is proposed in order to treat the runoff associated with the one -inch rainfall event and to attenuate the peak runoff rate as required by the City of Havelock. The wet pond is sized to provide 90% TSS removal. Treatment at the pond outlet is provided by a 3:1 side slope grass swale. Runoff into the pond is delivered via a piping system. A forebay is provided at the head of the pond. A perimeter planted vegetative shelf is provided with one-half of the shelf below the permanent pool level and one-half above the permanent pool level. The outlet structure will have a 1.5-inch orifice which will draw down the temporary pool in approximately 96 hours. The pond has a length to width ratio of 3 to 1. The pond discharges up gradient of wetlands located on the site. When the pond discharge eventually gets to the buffer area, it has had ample time and distance to be in a sheet flow condition. The development will be an addition to an existing older previously developed site. The project site covers a total area of 4.1 acres. The project disturbed area will be 4.1 acres. The area to be vegetatively stabilized will be approximately 1.0 acres and will consist of grassing and the stonnwater detention pond area. The project area is currently an open field used for the storage of miscellaneous trailers and debris. The proposed impermeable surfaces consist of 93,677 square feet. Section 404 Wetlands are located on the property but are not within the work area. There are Neuse Riparian Buffers on the site but they are not in the work area. A total of 4.1 acres of land will be disturbed in order to make the necessary improvements. A permit fee in the amount of $325.00 is included with this permit application. 2.0 SITE DESCRIPTION The site exists primarily as an undeveloped open field with some perimeter wooded area. There is no significant runoff coming onto the site. The site has gently sloping topography falling toward the west except for the existing steeply sloped area adjacent to the wetlands. The site is currently used for the storage ofjunk trailers and miscellaneous debris. 3.0 ADJACENT PROPERTY The site is located in a commercial setting and fronts East Main Street (US Highway 70). The site is bordered along the north by undeveloped woodlands. The site is bordered along the south by grounds located at the rear of a Catholic Church/School. The adjacent property to the west is undeveloped woodlands and the East Prong Slocum Creek water body. The proposed construction activities will not adversely effect any of the adjacent properties nor cause sediment to be transported off -site. 4.0 SOILS The Craven County Soils Survey indicates the Suffolk soil type to be present on the site. Suffolk is described as a loamy sand to a depth of thirteen inches and is described as generally a sandy loam to a depth of 72 inches. 5.0 PLANNED EROSION AND SEDIMENTATION CONTROL PRACTICES Erosion and Sedimentation Control practices to be utilized on the project include: Land Grading, Gravel Control Entrance, Grassing, Surface Preparation, Surface Stabilization, Dust Control, Inlet Protection, Silt Fencing, Outlet Protection and a Stormwater Detention Pond. Construction details and specifications for each planned erosion control device are included on the project plans and are described in this Erosion Control Plan. This Erosion Control Plan will become a part of the construction documents. 5.1 Land Grading Land Grading will be required on the total project area of 4.1 acres to make the necessary site improvements. Any material needed to reach the required grades will be obtained from a mining facility which is properly permitted through the North Carolina Department of Environment and Natural Resources's Land Quality Section. All exposed slopes will be graded 3:1 or Flatter and will be fine graded immediately after rough grading. Exposed soil surfaces will be disced, vegetated and mulched according to the vegetation plan in order to produce stabilized surfaces. Material excavated from the stormwater detention pond will be utilized on site as fill. 5.2 Gravel Control Entrance Gravel control entrances will be constructed on the project site as indicated. During wet weather, it may be necessary to wash vehicle tires at these locations to prevent the transport of soil onto the adjacent areas. A detail of the gravel control entrances is included on the project drawings. Any soil material transported onto the adjacent public roads will be removed immediately. 5.3 Grassing The areas disturbed by this project will be stabilized with grass as specified on the project vegetation plan. 5.4 Surface Preparation All cut and fill slope surfaces will be lightly roughened by discing prior to vegetating. The surfaces of the slopes will be left in a loose condition and grooved on the contour. 5.5 Surface Stabilization Surface stabilization will be accomplished with seeding and mulching. 5.6 Dust Control Dust will be controlled on the site by sprinkling should excessive dust be generated during the course of construction. 5.7 Inlet Protection Inlet protection will be provided around all of the catch basins proposed for the project. Detail of the inlet protection is included on the project plans. 5.8 Silt Fencing Silt fencing will be utilized on the project to prevent any transport of sediment off of the project site during construction. 5.9 Outlet Protection Rip rap outlet protection devices will be provided at the inlet to the stormwater pond and at the pond discharge. 5.10 Stormwater Detention Pond A stormwater management pond will be excavated on the site to meet the Coastal Stormwater requirements and the nitrogen treatment requirements of the Neuse Riparian Buffer Rules. The pond will also be used as a protective measure during construction to remove sediment. The pond will be cleaned of any accumulated sediment at the conclusion of construction activities. 6.0 SCHEDULE OF EROSION AND SEDIMENTATION CONTROL ACTIVITIES Obtain Project Erosion and Sedimentation Control Plan approval. 2. Review erosion and sedimentation control requirements at the site. Erect silt fencing. 4. Perform land clearing. 5. Construct gravel control entrance. 6. Construct stormwater detention pond to be used as a temporary sediment basin. Provide fill for building pad and driveway areas. 9. Construct drainage structures and piping and provide inlet protection devices. 9. Rough grade remainder of the site. 10. Fine grade and stabilize site. 11. Seed and mulch the site. Water and replace as necessary. 12. Finish site improvements. 13. Remove temporary erosion and sedimentation control devices. 14. Remove accumulated sediment from the stormwater detention pond. 7.0 MAINTENANCE PLAN Erosion and sedimentation control devices shall be checked for stability and for need of cleaning out after every runoff producing rainfall event and at least weekly. Maintenance and repairs shall be performed as needed. Gravel control entrances shall be reshaped where rutted or soft. Sediment shall be removed from behind inlet protection devices when it accumulates to a depth of six inches. Stakes and fabric shall be straightened and repaired as necessary. Sediment shall be removed from the stormwater detention pond and piping at the conclusion of construction operations and shall be returned to its design grades. 4. Reseeding shall occur where necessary. 8.0 VEGETATIVE SEEDING All grassing on this project shall provide a stabilized surface and neat finished appearance. The slopes on this project are relatively flat and no other special measures are required to resist erosion. 4 Provide a groundcover (temporary or permanent) on exposed slopes within 21 calendar days following completion of any phase of grading; and, a permanent groundcover for all disturbed areas within 15 working days or 90 calendar days (whichever is shorter) following completion of construction or development. Fertilizer (8-8-24) shall be placed on prepared soil at a rate of 1,000 Ibs/acre. Ground agricultural limestone shall be applied at a rate of 3,000 lbs/acre. Apply landscaping area mulch (pine straw) at a rate of 4,000 lb/acre. Where not anchored by surrounding shrubbery, tack straw with asphalt to resist blowing or washing. After completion of grading activities and the construction of swales, all exposed areas shall be seeded to the following specifications: Seed Bed Lime 1 - Yz Ton per Acre Fertilizer Yz Ton per Acre Seed Cool Season (Sept 1 - April 14) : Winter Rye (Grain) - Nurse Crop (Annual) 50 Ibs/ac Tall Fescue - Perennial (Permanent Cover) 100 lbs/acre Ward Season (April 15 - August 31) German Millet - Nurse Crop (Annual) 50 lbs/acre Bermuda Grass - Perennial (Permanent Cover) 100 Ibs/acre Straw mulch shall be applied at a rate which will insure approximately 75% coverage of the seeded area. The straw and sown seed will be lightly disced into the bed to give it further resistence to blowing and washing. The Contractor shall guarantee a full stand of grass over the entire disturbed area. If necessary, the Contractor will wet down the areas to assist in seed germination or aid in growth in times of excessively dry weather. A stand of grass will be considered acceptable when the entire stand of grass is at least four inches high and has achieved at least 95% coverage of disturbed areas. Reseeding will be required as necessary by the Contractor to obtain the specified stand of grass.
