New Bern, NC 28562 Subject: Dear Mr. Clifton: Stormwater Review SW7070726 JT Barber Elementary School & Bus Maintenance Garage Renovation Craven County This office received a Coastal Stormwater permit application and plans for the subject project on July 30, 2007. A preliminary review of the project indicates that before a State Stormwater permit can be issued the following additional information is needed. 1) Please provide a drainage area delineation of the 7.10 acres draining to the wet detention pond. If thiq can be placed on one sheet, C 001 Overall site plan, it would be helpful. 2) The pond calculations are unclear on how the minimum required 1" storage volume was calculated. This volume is not shown within the 2 & 10 year calculations submitted. Nor does the pond data table show the provided surface areas and provided volumes for the temporary pool elevation at 5.10. Please submit calculations as needed to show the minimum required 1" volume calculation and the provided temporary storage volume between elevations 3.40' & 5.10'. 3) Please revise the outlet orifice such that the orifice equation is based on just the minimum 1" volume required to be stored and an average head between 5.10 & 3.40 (-0.81-0.83 depending on orifice diameter). 4) Please note that the temporary pool volume given on page I of 4 of the Wet Detention Basin Supplement form should be the volume detained within both the forebay and main pond from permanent pool, 3.40, to temporary pool, 5.10. Revise page 1 as needed. 5) Forebay volume calculations were not submitted. Please note that the forebay volume should be sized as roughly 20% (18-22% is accepted) of the entire permanent pool volume, forebay & main pond. It should not be based on the permanent pool volume plus temporary pool volume. (The supplement form can be a bit misleading when it states approx. 20% of total volume.) Please resize the forebay and provide calculations showing the forebay volume at elevation 3.40 will be 18-22% of the total permanent pool volume. Revise page I of supplement form as needed. 6) Please remember to seal, sign & date any revised calculations and plan sheets as needed. The above requested information must be received in this office prior to August 22, 2007 or your application will be returned as incomplete. The return of this project will necessitate resubmittal of all required items including the application fee. The area explored included the on site detention pond at the approximate locations as indicated on the attached drawing. The soils observed at location one consisted of brown, tan and gray slightly silty fine to medium sand to the boring termination depth of eight feet. As the proposed pond depth is 6.5 feet, a soil sample was obtained from a depth of 6.5 to 8.0 feet. The depth to groundwater was 6.5 feet and the hand auger boring was observed to have caved at a depth of 6.5 feet upon termination of drilling. The soils observed at location two were consistent with location one with the exception that we observed a gray clayey fine to medium sand stratum from four to five feet. The groundwater level was also slightly higher (5.5 feet) and the hand auger boring was observed to have caved at a depth of 5.5 feet upon termination of drilling. A soil sample was obtained from a depth of six to seven feet and was combined with the soils obtained from location one. Upon return to the laboratory, the permeability sample was remolded to a wet unit weight of 107.2 at a soil moisture of 13.2 percent. The permeability test results obtained are attached. This project site consists of 17.2 acres, of which 7.1 acres will be collected in a proposed storm drainage wet detention basin system that will discharge to an existing swale. The remaining area does not drain towards the disturb area and will not be affected by the proposed project. All of the stormwater runoff generated by the proposed construction of these facilities will be conveyed to the wet detention system. Runoff from this site eventually drains to Neuse River. The property is bounded by residential land to the South, East, West, and North. With the project being site -renewal, the main objective of the BMP is to reduce nutrients by the best reasonable extent possible. For this project we were able to reduce TSS by 85% in a project located in the 20 coastal counties for the new impervious development on this site. The SA/DA was selected from the chart for coastal counties with a TSS removal of 85% with a vegetative filter. The completed project will consist of one 7.1 acre drainage area draining into the proposed stormwater wet detention ponds via the proposed storm drainage system. The remainder of the property drains as existing. The existing site has 5.96 acres of impervious area, and drains 0 acres of off -site impervious area. Upon completion of the proposed site improvements, the site will have 5.20 acres of impervious area, and will drain a total of 5.20 acres of impervious area. The wet detention ponds will treat all of the stomiwater runoff generated by this increase in impervious area.
