Tanglewood Stormwater Area D

Dear Samir,
This is the permit revision I have been talking to you about via telephone. We permitted this
project in 2007 before it was annexed by the City of Elizabeth City. After it was annexed the
developer (Tanglewood), decided to include the balance of his remaining land east of
Commercial Dr. (formerly Hotel Road and now Commercial Boulevard) and west of•Wal-Mart
Square in a subdivision called Commercial Boulevard Subdivision. The property east of the
roadway was included in the Tanglewood Square - Wal-Mart Stormwater Project No
SW7050415, so the subdivision is served by two separate stormwater plans and two water
quality ponds.
.This revision only deals with the changes that have transpired in Drainage Area D. There has .
been a change of ownership with the property transferring title from Tanglewood Development,
LLCto Tangle Wheel, LLC, 999 Waterside Drive, Suite 1825, Norfolk, VA 23510. Dollar Tree
decided not to go into this development so the new owners have changed the name.of it to
Tanglewood Market. Last but not least near the end of the City's planning process they decided
the numbers of the lots needed to be changed and they did not want stormwater from a single lot
to drain to two separate drainage areas, thus the 15,351 sf portion of former Lot 5 was removed
from the final subdivision (and subsequently we.are removing it from this drainage area).
In addition to the changes listed above some lot lines moved very slightly in the City review
process making very minor changes in the square footage of the lots, all of which is spelled out
in the attached information. The net result is that Drainage Area D now consists of the
Commercial Boulevard right of way, lots 3, 4 and 5 in the new Commercial Boulevard
Subdivision,.for a grand total of 6.75 acres (a reduction of 5% in the total permit area). The total
square footage of impervious surface allowed is unchanged and the pond was has been
constructed as designed.

Attached to this correspondence you will find 3 copies of the revised Stormwater Plan, a small
drawing showing the net effect of the drainage area revision, a second overall drawing showing
Drainage Area D side by side with the Tanglewood Square - Wal-Mart Drainage Area. Also
'attached you will find a completed State Stormwater Permit Name/Ownership Change Form, an
executed Wet Detention Basin Operation & Maintenance Agreement, and an Engineers .
Certification on the completed water quality pond.

The new owner is of course anxious to turn over the road to the City.
