Dear Mr. Veit:
A Division of Energy, Mineral, and Land Resources file review has determined that
Stormwater Permits SV 7070213 and SW7070310 for stormwater treatment systems
consisting of bioretention areas and wet detention ponds serving the Craven County
Judicial Center and entrance road located at 1100 Clarks Road, New Bern, NC expire
on June 20, 2021 and March 21, 2021 respectively. This is a reminder that permit
renewal applications are due 180 days prior to expiration. We do not have a record of
receiving a renewal application.
Please submit a completed permit renewal application along with a $505.00 fee for each
permit renewal. Also, it was noted in the file review that designers' certifications that the
projects were constructed in accordance with the approved plans as required by the
permits have not been submitted. Please include these with your applications. Permit
application forms for renewal can be found on our website at:

Coastal Stormwater rules require that this property be covered under a stormwater

On May 24 °, 2007 NCDENR sent a request for additional information for the Craven County
Judicial Center Project based upon your preliminary review of the plans. We have revised the
drawings in response to your comments, and are resubmitting the plans, with calculations for your
review. Our response to your comments are included below:
Vicinity Map is provided on 404 Wetlands delineation performed by Robert M. Chiles,
P.E. Engineers and Consultants.
,/2. We have included sheet showing all drainage areas of the project.
3. The Bioretention Basin Supplement has been filled out for the two bioretention basins
and are being submitted as part of this package.
V 4. Narrative has been provided.
* 5. A 13' wide level spreader has been provided, approximately 35' away from wetlands.
6. The 4' depth is incorrect. The wet detention basin design is based off 3' depth.
Submitted calculations have been revised.
7. Copy of Geotechnical report is provided.

Dear Mr. Blizzard:
This office received a Coastal Stormwater permit application and plans for the subject project on March 30,
2007. A preliminary review of the project indicates that before a State Stormwater permit can be issued the
following additional information is needed.
1. Provide the Vicinity map with named streets or NCSR numbers.
2. Delineate drainage areas for each engineered system.
3. Provide completed Bioretention Basin Supplement (attached), for each bioretention basin.
4. Provide detailed Narrative describing the existing and proposed property characteristics, use, drainage and
stormwater management.
5. Provide the level spreader 30' away (85% TSS removal vegetative filter requirement) from wetlands line,
at the point where outfall pipe from wet pond discharges. Use the guidance documents for level spreaders
from the DWQ website, fill out the worksheet and provide signed operation and Maintenance agreement.
6. Submitted package contains two sets of calculations for wet detention basin — one using 3' depth and the
other using 4' depth, resulting in different SA/DA and surface area numbers. Please revise.
7. Provide detailed Soils Report including on -site soil borings, boring locations and methodology, findings
relative to the NRCS County soils map, and suitability relative to type of Stormwater control measure.
Please be specific in locating the Seasonal High Water Table (SHWT) since the Wet Pond permanent pool
elevation should be placed at or close to SHWT.
8. It appears that the blue line stream is located along the southern property line. Please show said stream and
include the Neuse River Basin buffers along this stream.
9. Wet Detention Basin Supplement, Section IIIA., page 3 of 4 — provide sediment removal depths and
elevations.
10. As proposed the Wet Detention Pond will not work properly. Two forebays on two opposite ends of the
pond will result in short-circuiting (not allowing the settlement of solids). Please reconfigure the pond to
avoid short-circuiting. The options to consider would be to reconfigure the drainage to have just one
forebay or to lengthen the pond to achieve the 3:1 ratio from each forebay to outlet structure.
11. Provide the seeding schedule for vegetative shelf of the Wet Pond. Please avoid using cattails in your specs.

STORMWATER MANAGEMENT
The existing site is approximately 17 Acres on an 108.617 Acre site located approximately'/x mile south
on Clarks Road (S.R. 1225) from the intersection of Clarks Road and U.S. Hwy 70, Craven County, NC.
The site has some existing wetlands, and is bordered on the south by a creek that drains to Bachelor's
Creek.
The site drains from a high elevation of 30.00', to the creek on the south, a dry drainage swale to the east,
a dry drainage swale to the north, and through wetlands eventually to the creek to the west. Existing site
is covered in shrubs and scrub grasses and minimal trees, except the tree line to the west. There is no
existing impervious surface on the site.
Craven County is proposing to build a 94,500 SF Judicial Center, which includes sheriff's offices,
courthouse, and jail facilities. Provided with this development is the required parking, mechanical
building, and storage areas. Due to the increase of impervious surfaces, Craven County is proposing to
treat the stormwater runoff with three different devices, due to the three drainage areas as they leave the
site after the proposed development.
The two drainage areas to the front of the site are proposed to be treated by a single bioretention cell for
each drainage area. This biocell treats the runoff from sheet and concentrated overland flow from parts of
the parking lot, and piped roof drainage from the building. The discharge and overflows from these two
systems is into the dry swale located on the eastern part of the site.
The majority of the site is to be treated by a wet detention basin located in the western part of the site.
The wet detention basin receives runoff from the parking areas through a storm sewer system, as well as
from roof drain collectors that discharge into the storm sewer system. Discharge from the basin is
through a multi -stage outlet system through piping and into a level spreader as required by NCDENR-
DWQ.
The overall intent of the stormwater management system is to treat all impervious surfaces by one of the
three stormwater quality devices to ensure that no untreated water leaves the site.

months, or by both. (18 U.S.C. Section 1001 provides a punishment by a fine of not more than
