A preliminary review of the project indicates that before a State Stormwater permit can be issued the following additional information is needed. 1) The title for Mr. Kemp has been left blank on all application forms. The managing partner in a limited liability partnership should sign the application and supplement forms. Please provide title. 2) In order to issue a Stormwater permit to an entity other than an actual person, such as a corporation or partnership, that corporation or partnership must be. registered with the Department of the Secretary of State. E&B Partnership can not be found within the Secretary's registry. 3) The forebay volume given on the supplement form is roughly 58% of the permanent pool volume and appears to be a typo. In addition, calculations were not provided for the permanent pool volume and forebay volume. Please revise page I of 4 of the supplement form and provide calculations. 4) The calculations give a provided temporary pool volume of 7560.5cf and the supplement form lists 9,820cf of temporary pool volume. Please verify and correct as needed. 5) There was only one copy of sheet DT2 provided. One set of plans was missing this sheet. Please provide an additional copy of this plan sheet. 6) Please remember to seal, sign & date any revised calculations and/or plans. The above requested information must be received in this office prior to February 23, 2007 or your application will be returned as incomplete. The return of this project will necessitate resubmittal of all required items including the application fee. The development will be treated as a High Density Option due to the concentrated development activities under Administrative Code Section 15A NCAC 21-1.1005(3). This requires the use of a wet -detention basin to "control the runoff from all surfaces generated by one inch of rainfall". The parcel is owned by E&B Partnership of Henderson, NC and will be developed by Vance Construction. E&B Partnership will own the building and lease it to Fresenius Medical. The vacant area to the north of the FMC building may be sold as a separate lot, however, the detention pond is designed to treat future impervious area (33,850SF) dedicated to the vacant area. The 2.67 acre site will have a total built upon area of 73.8%. A wet -detention basin will be required to catch runoff from all impervious surfaces. The detention basin drainage area consists of 2.36 total acres of which 1.97 acres are impervious area (83.54% of the drainage area). All of the built upon area runoff for the site is designed to be captured and transported to the wet -detention basin to provide for nutrient removal and designed to have a SA/DA sufficient to provide for greater than 90% TSS removal. The wet -detention basin is also designed to "control the runoff from all surfaces generated by one inch of rainfall" by providing a 2-5 day drawdown time for this event. The remainder of the runoff from the site is designed to be sheet flow across vegetative surfaces prior to exiting the site. A soils report for the site was conducted by ECS Carolinas, LLP Boring logs contained within the report show approximate depth of water level within the bore holes and also contain description of soil color and texture at varying depths. Soils consist of mostly sandy clay with approximate SH\VT (seasonal high water table) estimated at 4'-5' below the existing ground elevation across the site and support the use of a detention basin for the site.
