The 31.18 acre tract is located off of South NC Highway 343, adjacent to Sawyers Creek Swamp, directly behind Grandy Primary School and the future Camden Intermediate School. A large portion of the tract is wetlands, leaving approximately 18.46 acres of high ground area for development. Camden County is planning to develop the site as a public athletic complex to include baseball fields, a running track, play ground and walking path. The proposed construction includes construction of a 57,028 sf paved parking lot on the southwest side of the site, construction of a 35,922 sf running track that will surround a multi purpose field intended for soccer and football, a mulch walking trail, and required drainage features. An existing gravel path contributes 0.03 acres of impervious surface. The total impervious area for the site will be 2.13 acres or 7% of the overall site (or 12% of the high ground). Although the overall impervious area is less than 30%, the parking lot creates a high density cluster and the runoff from the track will be collected in a piped system. Therefore, the site has been divided into four drainage areas. The first two drainage areas will contain the parking lot and will have wet detention basins to provided treatment of the runoff. The other two will be low density and no treatment will be provided except for a level spreader where the discharge is directed through a pipe toward the wetlands. Drainage Area 1 is 5.79 acres and contains the western half of the proposed parking lot and the proposed track and field area. The parking contains 25,784 sf and the track contributes another 35,922 sf of impervious area for a total of 1.42 acres or 25% of the drainage area. Stormwater will sheet flow across the parking lot into a grassed swale with 3:1 side slopes. This swale will route the runoff into the proposed detention pond that is designed for 90% TSS removal. The track and field area will sheet flow to a trench drain system along the interior of the track. This drainage will be piped into the swale that drains to the detention pond. The pond will discharge into a new swale that will route the discharge across a level spreader and into the wetlands of Sawyers Creek. The level spreader has been designed for a 10 year storm discharge of 5 cfs. While the level spreader will be located in ari area that is currently wooded, the area will be cleared to excavate the filter strip which will be covered with shade tolerant Bermuda grass sod. Our detention pond spreadsheet that utilizes the "chainsaw" routing method indicates a peak discharge of 6.63 cfs and an analysis utilizing XP Storm indicates a peak discharge of 4.67 cfs. According to the soils map, the soil types in Drainage Area I are Yeopim and Chapanoke. On January 23, 2007, a soil boring was made on the site in the area of the proposed detention pond. The existing elevation at the soil boring location is approximately 6.75'. From 0-12" was topsoil, from 12" to 36" the soil was a silty clay loam, and from 36"- 48" the soil was a fine sandy loam. This supports the soil map indication that the pond is located in Chapanoke soils. Water was encountered at a depth of 24", or elevation 4.75'. The water level in the adjacent wetlands typically varies from elevation 2' to elevation 3'. _Permanent pool has been set at 4.50'. Given the high water table, we feel that wet detention will be the most appropriate method of storm water treatment for this site. Drainage Area 2 is 2.25 acres and contains a portion of the mulch walking path and grassed open space. While this area contains no impervious area, it has been separated because the runoff from the path is collected in a grass lined Swale and discharged through a culvert toward the wetlands of Sawyer's Creek. A level spreader has been designed for this area to diffuse the flow prior to the wetland limits. The level spreader design was based on a 2 cfs peak flow during a 10 year storm. This flow was determined utilizing XP Storm. This level spreader is also located in an area that is currently wooded. To achieve the necessary slope, this area will be cleared and excavated. A shade tolerant Bermuda grass sod will be installed in the filter strip. Drainage Area 3 is 1.76 acres and contains the eastern half of the proposed parking lot. This parking covers 31,244 sf, or 41 % of the drainage area. Storm water will sheet flow across the parking lot into a grassed Swale with 3:1 side slopes. This Swale will route the runoff into the detention pond that is currently under construction as part of the new intermediate school. This pond was designed for the school and to include runoff form this part of the parking lot. The design is by Quible & Associates and is covered under the stormwater permit issued for the school, permit SW# 7051202 Drainage Area 4 is 21.38 acres and contains the all of the remaining acreage and all of the wetlands. The only impervious area in Drainage Area 4 is the small portion of existing gravel path and a corner of a tennis court that is approximately 1,873 sf or 0.04 acres. The only proposed improvement within this area is part of the mulch walking path. All runoff from this drainage area will continue to sheet flow across the grassed field into grass lined swales that will chain into the woods and into the wetlands of Sawyers Creek. The predominant soil type for this development is Ycopim. A small part of the field, in the area of the proposed detention pond, is Chapanoke. Both of these are in hydrologic group B. Soils along the fringes of the wetlands are Slate and the swamp is Dorovan. These soils types and their classifications were taken from Soil Survey of Camden County, North Carolina by USDA-NRCS issued July 1995. The total disturbed area for this project is 14.7 acres. A preliminary review of your project indicates that before a State Stormwater permit can be issued the following additional information is needed: 1. The stormwater drainage from the track area should be routed to the new wet detention pond if possible. If this is not possible the stormwater should be treated in grassed swales and piping other than under a roadway should be avoided. 2. Any new swales that outlet to wetlands or streams should include level spreaders that result in sheet flow at a non erosive velocity into the wetland or stream. 3. Page three of the plan has a typo on the overflow structure detail. T he small diameter orifice is listed as 1/8 inch rather than 7/8 inch. The above requested information must be received in this office prior to April 22, 2006 or your applications will be returned as incomplete. The return of these projects will necessitate resubmittal of all required items including the application fees. If you need additional time to submit the required information, please mail or fax your request for time extension to this office at the Letterhead address. You should also be aware that the Stormwater Rules require that the permit be issued prior to any development activity. Construction without a permit is a violation of 15A NCAC 2H.1000 and North Carolina General Statute 143-215.1 and may result in civil penalties of up to $25,000 per day. The Grantee shall not substitute key personnel .assigned ,to the performance of this contract without prior approval by the Department's Contract Administrator. The following individual, Mr. Dan Porter, is designated by the Grantee as key personnel for purposes of this contract. The Department designates John Poole, .PARTF Grant Program Manager as the Contract Administrator for the contract. . The Grantee agrees to comply with all applicable federal, state and local statutory provisions governing purchasing, construction, land acquisition, fiscal management and the environment including but not limited to the following: North Carolina Archives and History Act; Prime Agricultural and Forest Lands (N.C. Executive Order #96); North Carolina Executive Order #16; Local Government Budget and Fiscal Control Act (G.S. 159-7 to 159-42); Formal Contracts, Informal Contracts and Purchasing (G.S. 44A-26, G.S. 58-31 to 58-40, G.S. 87-15, G.S. 133-1.1, G.S. 133-3, G.S. 133 Article 3, G.S. 136-28.4, G.S. 143 Article 3D, G.S. 143-48, and G.S. 143-128 to 143- 135; Conflict of Interest (G.S. 14-234);Americans With Disabilities Act of 1990 (P.L. 101- 336); N.C. State Building Code; and the North Carolina Environmental Policy Act (G.S. 113A-1 to G.S. 113A-12). The Grantee agrees to permit periodic site visits by the Department to ensure work progress in accordance with the approved project, including a close-out inspection upon project completion. After project completion, the Grantee agrees to conduct grant contract compliance inspections at least once every five years and to submit a Department provided inspection report to the Department. The Grantee agrees land acquired with PARTF assistance shall be dedicated in perpetuity as a recreation site for the use and benefit of the public, and the dedication will be recorded in the deed of said property. The Grantee agrees to maintain and manage PARTF assisted development/ renovation projects for public recreation use for a minimum period of 25 years after project completion. The Grantee agrees, to operate and maintain the project site so as to appear attractive and inviting to the public, kept in reasonably safe repair and condition, and open for public use at reasonable hours and times of the year, according to the type of facility and area. The Grantee shall agree to place utility lines developed with PARTF assistance underground. If the project site is rendered unusable for any reason whatsoever, the Grantee agrees to 3 CONTRACT NUMBER: POI, immediately notify the Department of said conditions and to make repairs, at its own expense, in order to restore use and enjoyment of the project by the public. The.Grantee agrees not to discriminate against any person on the basis of race, sex, color, national origin, age, residency or ability in the use of any property or facility acquired or developed pursuant to this agreement. The Grantee shall hold and save the State, its officers, agents, and employees .harmless from liability' of any kind, including all claims and losses, with the exception of consequential damages, accruing or resulting to any other person, firm, or corporation furnishing or supplying work, services, materials, or supplies in connection with the performance of this contract, and from any and all claims and losses accruing or resulting to any person, firm, or corporation that may be damaged by the Grantee in the performance of this contract and that are attributable to the negligence or intentionally tortious acts of the Grantee provided that the Grantee is notified in writing within 30 days that the State has knowledge of such claims. The Grantee represents and warrants that it shall make no claim of any kind or nature against the State's agents who are involved in the delivery or processing of Grantee goods to the State. The representation and warranty in the preceding sentence shall survive the termination or expiration of this contract. . The Grantee certifies that it (a) has neither used nor will use any appropriated funds for payment to lobbyists; (b) will disclose the name, address, payment details, and purposes of any agreement with lobbyists whom Grantee or its sub -tier contractor(s) or sub -grantees) will pay with profits or non -appropriated funds on or after December 22, 1989; and will file quarterly updates about the use of lobbyists if material changes occur in their use. Project Termination and Applicant Eli¢ibilitY The Grantee may unilaterally rescind this agreement at anytime prior to the expenditure of funds on the project described in this contract. If through any -cause, the Grantee fails to fulfill in a timely and proper manner the obligations under this contract, the Department shall thereupon have the right to terminate this contract by giving written notice to the Grantee of such termination and specifying the reasons thereof. In that event, the Grantee shall be entitled to receive just and equitable compensation for any satisfactory work completed in an amount which bears the same. ratio to the total compensation as the services actually performed bear to the total services of the Grantee covered by this contract.
