A Division of Energy, Mineral, and Land Resources file review has determined that
Stormwater Permit SV 7061128 for a stormwater treatment system consisting of a wet
detention pond serving ABHW Concrete located at 347 South Wharton Station Road,
Washington, NC expires on March 20, 2021. This is a reminder that permit renewal
applications are due 180 days prior to expiration. We do not have a record of receiving
a renewal application.
Please submit a completed permit renewal application along with a $505.00 fee for
permit renewal. Permit application forms for renewal can be found on our website at:

rules/stormwater-program/post-construction. North Carolina General Statutes and the
Coastal Stormwater rules require that this property be covered under a stormwater

facility, was issued to "ABHW Concrete' on March 20, 2007. Please be advised that the name
"ABHW Concrete" does not appear in the NC Secretary of State's database for registered
companies in INC, therefore the Division of Water Quality is reissuing this permit to you as an
owner.
Please note that the expiration date and permit conditions did not change. If you have any

Dear Mr. Alligood:
The Washington Regional Office received a completed Stormwater Application for the subject project on
January 9, 2007. Staff review of the plans and specifications has determined that the project, as proposed, will comply
with the Stormwater Regulations set forth in Title 15A NCAC 2H.1000. We are forwarding Permit No. SW7061 128
dated March 20, 2007 to ABHW Concrete for wet detention pond to serve the ABHW Concrete located at 347 South
Wharton Station Road in Washington, NC.
This permit shall be effective from the date of issuance until March 20, 2017 and shall be subject to the
conditions and limitations as specified therein. Please pay special attention to the Operation and Maintenance
requirements in this permit. Failure to establish an adequate system for operation and maintenance of the stor water
management system will result in future compliance problems. The issuance of this permit does not resolve any
previous violations of the stormwater rules for construction without a permit
If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right to
request an adjudicatory hearing upon written request within thirty (30) days following receipt of this permit This
request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes,
and filed with the Office of Administrative Hearings, 6714 Mail Service Center, Raleigh, NC 27699-6714. Unless such
demands are made this permit shall be final and binding.

plans and specifications and other supporting data as attached and on file with and approved by the Division of Water
Quality and considered a part of this permit for a wet detention pond to serve the ABHW Concrete located at 347
South Wharton Station Road in Washington, NC.
This permit shall be effective from the date of issuance until March 20, 2017 and shall be subject to the following
specified conditions and limitations:
DESIGN STANDARDS
1. This permit is effective only with respect to the nature and volume of stormwater describe: in the appliation
and other supporting data.
2. This stormwater system has been approved for the management of stormwater runoff as described on page
2 of this permit, the Project Data Sheet.
3. A maximum of 50,185 square feet of built upon area is allowed on this 3.91 acre site.
4. All stormwater collection and treatment systems must be located in either dedicated .common areas or
recorded easements. The final plats for the project will be recorded showing all such required easements, in
accordance with approved plans.
5. Approved plans and specifications for this project are incorporated by reference and are enforceable parts of
the permit.

6. No homeowner/lot owner/developer shall be allowed to fill in, alter, or pipe any vegetative practices (such as
swales) shown on the approved plans as part of the stormwater management system without submitting a
revision to the permit and receiving approval from the Division.
The following items will require a modification to the permit:
a. Any revision to the approved plans, regardless of size
b. Project name change
C. Transfer of ownership
d. Redesign or addition to the approved amount of built -upon area
e. Further subdivision of the project area.
In addition, the Director may determine that other revisions to the project should require a modification to the
permit.
8. The Director may notify the permittee when the permitted site does not meet one or more of the minimum
requirements of the permit. Within the time frame specified in the notice, the pemittee shall submit a written
time schedule to the Director for modifying the site to meet minimum requirements. The pemittee shall
provide copies of revised plans and certification in writing to the Director that the changes have been made.
II. SCHEDULE OF COMPLIANCE
The pemittee will comply with the following schedule for construction and maintenance of the stomwater
management system.
a. The stomwater management system shall be constructed in its entirety, vegetated and operational
for its intended use prior to the construction of any built -upon surfaces except roads.
b. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be
repaired immediately.
2. The facilities must be properly maintained and operated at all times. The approved Operation and
Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals.
3. The pemittee shall at all times provide the operation and maintenance necessary to assure the permitted
stomwater system functions at optimum efficiency including, but not limited to:
a. Semiannual scheduled inspections (every 6 months)
b. Sediment removal
C. Mowing and revegetation of side slopes
d. Immediate repair of eroded areas
e. Maintenance of side slopes in accordance with approved plans and specifications
f. Debris removal and unclogging of outlet structure, orifice device and catch basins and piping.
Records of maintenance activities must be kept and made available upon request to authorized personnel of
DWQ. The records will indicate the date, activity, name of person performing the work and what actions were
taken.
5. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of
this permit, the approved plans and specifications, and other supporting data.
Upon completion of construction and prior to operation of this permitted facility, a certification must be
received from an appropriate designer for the system installed certifying that the permitted tecility has been
installed in accordance with this permit, the approved plans and specifications, and other supporting

documentation. Mail the Certification to the Washington Regional Office, 943 Washington Square Mall,
Washington, North Carolina, 27889, attention Division of Water Quality.
7. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of
five years from the date of the completion of construction.
III. GENERAL CONDITIONS
1.' This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there is
a name change of the Permittee, a formal permit request must be submitted to the Division of Water Quality
accompanied by an application fee, documentation from the parties involved, and other supporting materials
as may be appropriate. The approval of this request will be considered on its merits and may or may not be
approved.
2. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to
enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute 143-
215.6(a) to 143-215.6(c).
3. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules,
regulations, or ordinances which may be imposed by other government agencies (local, state, and federal)
which have jurisdiction.
4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the
Permittee shall take immediate corrective action, including those as may be required by this Division, such as
the construction of additional or replacement stormwater management systems.
5. The permit may be modified, revoked and reissued or terminated for cause. The filing of a request for a
permit modification, revocation and reissuance or termination does not stay any permit condition.
6. The Permittee, at least six (6) months prior to the expiration of this permit, shall submit in writing a request for
an extension along with appropriate application fee.

Seabrook Series
The Seabrook series consists of moderately well
drained soils that formed in sandy marine and fluvial
sediments. Slopes range from 0 to 2 percent.
Typical pedon of Seabrook loamy sand; 3 miles west
of Washington on U.S. Highway 264, about 75 feet east
of the road, in a cultivated field (State plane coordinates
675,000 feet N., 2,565,000 feet E.):
Ap-0 to 8 inches; grayish brown (10YR 5/2) loamy
sand; weak fine granular structure; very friable;
many fine roots; slightly acid; clear wavy boundary.
C1-8 to 28 inches; light olive brown (2.5Y 5/4) loamy
sand; few fine distinct olive yellow (2.5Y 6/6) and
light gray (2.5Y 7/2) mottles; weak fine granular
structure; very friable; strongly acid; gradual smooth
boundary.
C2-28 to 37 inches; pale yellow (2.5Y 7/4) loamy
sand; few fine distinct yellowish brown (1 OYR 5/6)

Cg-37 to 80 inches; light gray (5Y 7/1) sand; single

strongly acid to slightly acid throughout the profile,
except where the surface layer has been limed.
The Ap horizon has hue of 10YR, value of 3 to 5,
and chroma of 2 or 3.
The C horizon has hue of IOYR or 2.5Y, value of 4
to 7, and chroma of 3 to 6. Its is loamy sand, loamy fine
sand, or sand.
The Cg horizon has hue of 2.5Y or 5Y, value of 5 to
7, and chroma of 1 or 2. It has textures similar to those
of the C horizon.
State Series
The State series consists of well drained soils that
formed in loamy marine and fluvial sediments. Slopes
range from 0 to 3 percent.
Typical pedon of State sandy loam, 0 to 3 percent
slopes; 2.9 miles east of Godley's store on Secondary
Road 1912, about 0.8 mile north on Secondary Road
1910, about 100 feet west of the road, in a cultivated
field (State plane coordinates 583,000 feet N.,
2,690,000 feet E.):

of 10YR or 2.5Y, value of 5 to 7, and chroma of 3 or 4.
The Bt horizon has hue of 7.5YR or 10YR, value of 4
to 6, and chroma of 4 to 8. It is sandy clay loam or
sandy loans.
The C or 2C horizon has hue of 7.5YR to 2.5Y, value
of 4 to 7, and chroma of 2 to 8, or it is mottled. It is
dominantly sandy loam, loamy sand, or sand. In some
pedons it has thin lenses of sandy clay or sandy clay
loam.
Tarboro Series
The Tarboro series consists of somewhat excessively
drained soils that formed in sandy marine and fluvial
sediments. Slopes range from 0 to 5 percent.
Typical pedon of Tarboro sand, 0 to 5 percent
slopes; 1.3 miles south of Washington on U.S. Highway
17, about 0.7 mile west on Secondary Road 1170,
about 0.7 mile west on Secondary Road 1164, about 70
feet north of the road, in a cultivated field (State plane
coordinates 659,000 feet N., 2,569,000 feet E.):

STORMWATER TREATMENT STRATEGY
Topography on this 3.91-acre site is suited to a single slonuwaler Ircatmcnt pond. All stormwater is
directed to the wet detention pond by grassed swales.
Temporary treatment pool is in well -established pasture grass, which will provide additional treatment.
The temporary wet detention pool stores 7590 cubic feet of water. Only 4543 cubic feet is required. This
is a 67 percent over capacity.
All slonmvaler will Flow over more than 30 feel of grassed swales or sheet Omv more than 30 feet
before entering the pond.
Pond water flows about 400 feet over pasture and wooded land belbre entering perennial stream.
STORM AND WASTEWATER TREATNIENT
STORM W ATER
Slormwater from the 25 year 24 hour stomi which is 8 inches will be collectcd mrd treated in a pond on
silo. All surface water from operations and roads is either sheet flowed ur collected by smiles and directed
to the stonmwalcr pond. Stonmwater is collected and bled off by orifice m er a period of m o days.
WASTEWATER
On site sewage will be treated in a on site in a ground absorption systcw, permitted by the Beaufort
County Health Department.
Wastewater from operations is generated during the wash out of a uck mixing drums. This
esuinraled to be 6,000 gallons per day.
Treatment of this water passes Ihm a three celled settling basin anangcd so that over How from either
process or stone water from the area will be disposed of in a separate absorption pond. All other
smrmwater is treated in a separate stomnvater pond.
WASTEWATER BALANCE
This facilih will be permitted to produce 90,000 cubic gallons of concrete per year or 360 cubic lards
per single dirt day on a 5 day per week operation. One hundred silly scree pounds (20 gallons) of water
are required to make one cubic yard of concrete. Therefore, 7,200 gallons of water are required for one dun
of production. This is a short fall of 1,200 gallons. There will be no overflow to the wastewater absorption
pond during a normal day of operation.
The three chambered settling basin is a triangular shaped cross scctiou. is 22.8 feet long at the 4.5 feet
deep. This is 10,406 gallons of storage. The settling basin is capable of holding (10,406/6,000) 1.73 days
of operation.
Water will be recycled to the concrete mixing by a pump installed in Ihc�cicw end settling basin.
Recovery of water in the settling basin is accomplished by use ol'one-inch diameter (leveling) siphons.

WASTE WATER AND THE 25 YEAR 2 -1 I IOUR STORM.
"Ilie 25 year 24 hour stone event is 8 inches of rainfall. An infiltration pond sufficient to contain this
:,form for the (ruck wash pad, the sending basin and one day of mixing drum wash water is provided The
pond is sized so that the entire above described volume will infiltrate into the ground leaving the pond
empty within 24 hours. Therefore, there is no ran off from the waste water treatment pond until the
24-hour storm has been exceeded. An hourly water balance of the infiltration rate would show that more
Ihan an 8-inch 24 hour rain is required to overflow the emergency spillway. The over low runs over the
29 root long concrete lip of the settling basin and then into the slorumater treatment pond,
SUSPENDED SOLIDS
Suspended solids from wastewater will leave the property only during rainfall events that are more
intensive than tie 25 year storm. By the lime of overflow from storms of greater intensity than the 25 year
storm, solids will have either settled in the settling basin or have been fleshth fleshed into e absorption pond.
An 8-inch 24-hour min is sufficient to have cleaned all land surfaces of suspended solids. fit addition the
routing of tic wastewater storm thru die slonmvater pond provides bacle-up u'calmcnt.
Suspended solids from tie wastewater stream will not leave this properly during normal operations and
are unlikely to be exit the property in concentration sufficient to violate the standards during storms events
more intense than the 25-year storm, because of the granular nature of soils and materials used to produce
concrete.
PEI CONTROL
Concrete wash water normally has a high pH. There will be no water leaving the properly or being
infiltrated into die ground during normal operations. As has been shown Itesh make-up water will be
needed on a daily basis.
The diluuvc effect from rain storms of any residual process water washed into the absorption pond, the
small volume of available process water, and the low mmmbcr of overllott evcWs xvill'nbfhave I
measurable impact on ground water,
rherefore, phi control should not be required at this site.

This office received a Coastal Stormwater permit application and plans for the subject project on
January 9, 2007. A preliminary review of the project indicates that before a State Stormwater permit can
be issued the following additional information is needed.
Site visit on February 23, 2007, conducted by Samir Dumpor, Treva Anderson and Scott Vinson of the
Washington Regional Office determined that the elevation of Seasonal High Water Table (SHWT) is as
follows:
1. At the location of the Wet Pond, SHWT appears to be at elevation of roughly 9.5'. Please revise
the Permanent Pool elevation to match the SHWT. Please revise all details and calculations to
reflect this change.
2. At the location of the Wastewater Absorption Pond, SHWT appears to be at elevation of roughly
10.5-1 1.0 feet. Please raise the bottom of the Absorption Pond to at least elevation of 12.0 feet, to
achieve needed separation of 2 feet more or less, between the bottom and the SHWT.
3. Revise the Soils report to show the soil type and characteristics. Use Beaufort County Soil Survey
Book.
4. Provide seeding specs for the vegetative shelf.
5. Please provide two copies of signed and sealed revised sheets and calculations.
The above requested information must be received in this office prior to March 23, 2007 or your
application will be returned as incomplete. The return of this project will necessitate resubmittal of all
required items including the application fee. If you need additional time to submit the required
information, please mail or fax your request for time extension to this office at the Letterhead
address.
You should also be aware that the Stormwater Rules require that the permit be issued prior to any
development activity. Construction without a permit is a violation of 15A NCAC 2H.1000 and North
Carolina General Statute 143-215.1 and may result in civil penalties of up to $10,000 per day.

This letter is to inform you that we, the citizens of the South Wharton Station Road Community do not want
a concrete company within 100 yards from where we live. We have children and grandchildren living in this
community and if this facility emits 60.5 Ibs of dust per hour we are in serious trouble. Those of us with
allergies and sinus problems are especially vulnerable. This planned location is also on the border of the
Wharton Station United Church Property. We have children and adults who attend our church that have very
very serious allergies and sinus problems: it would be devastating for us to breathe dust from this plant.
Therefore, it is our wish that you withhold the Air Quality Permit.
Also, all drainage and runoff from the proposed site goes directly into a major tributary (Maple Branch) of
Tranters Creek. Maple Branch is within a few yards of the proposed site and is the only source of drainage,
approximately two hundred yards into Tranters Creek which empties into the Tar/Pamlico River near
Washington, NC.
As a concerned citizen who resides in the Wharton Station Community, I ask that you withhold the permits.

Ir. r egards to the concrete plant that .ABH,W plans to build, it is parallel and adjacent to the property line of our
our home, our community and our church. We wish to take this time to bring your attention to the following
objections which may enlighten you with facts that we hope you will consider and refrain from issuing permits.
The chosen site for the plant is in a residential area. This plant site may endanger the lives of the Wharton
Station Community in several ways, the quality of our air due to toxic emmissions, the quality of our water
due to emissions and possible dischages of polluted water into the watershed, as well as, the noisy, heavy
traffic in the proposed area. Keeping these factors in mind, one can envision that the private, quiet and the
peacefullness of our country -living will cease. We ask that you do not issue the permits.
As for the century old church, it is a revered historical structure that is active with services, meetings, and
Bible classes. ,`;It.still, serves'the; community as a center for worship and guidance for the local people. The
entrance 'to the '064actually will be on the edge of the grounds and the plant itself is proposed to operate
within 500 ft from the Wharton Station United Methodist Church. Many of the congregation have allergies
and others may be affected by the 60.5 lbs per hour toxic emmissions. We ask that you seriously consider
these facts.
When considering water quality, be advised that the watershed is located at the site for the proposed
structure which flows into Maple Branch a short distance and then empties into Tranters Creek. Through this
route the toxins may reach the Pamlico/Tar River. This is the only drainage and runoff for that area. Maple
Branch and Tranters Creek boarders on our property lines.
We ask that more research and a visit to the proposed site be made by you or your staff and that you
consider the air quality, water quality, noise pollution and traffic- safety which will affect the resident -citizens
of the Wharton Station Community. We ask that you decline the request fcr permits by A.BHW

This office received a Coastal Stormwater permit application and plans for the subject project on
January 9, 2007. A preliminary review of the project indicates that before a State Stormwater permit can
be issued the following additional information is needed.
1. As proposed the Pond depth is 5 feet. The SA/DA calculations were done using 4 feet deep pond.
Please revise. Revise all calculations, Supplements and plans to reflect this change.
2. Please revise the first page of the Stormwater Management Permit Application form and specify
the title of person legally responsible for facility.
3. Please revise the Wet Detention Pond for the following:
• Section A -A does not show 6:1 aquatic shelf;
• The Ridge between Forebay and Main Pond is to low. Top of the Ridge should be
either at Permanent Pool elevation or maximum 1 foot below the Permanent Poll
elevation. Please revise;
• Revise Plan view of the Pond to show the ridge between forebay and main pond more
clearly. Make sure that the Plan view reflect the requirement of forebay having 20%
of total Permanent Pool Volume;
4. Revise the Soils report to show the Seasonal High Water Table (SHWT) Elevation. Make sure
that Permanent Pool Elevation corresponds to SHWT elevation;
5. The Absorption Pond should have separation between the bottom and the SHWT.
6. Please provide two copies of signed and sealed revised sheets and calculations.
The above requested information must be received in this office prior to March 2, 2007 or your
application will be returned as incomplete. The return of this project will necessitate resubmitted of all
required items including the application fee. If you need additional time to submit the required
information, please mail or fax your request for time extension to this office at the Letterhead

SOILS REPORT FOR THE WET DETENTION POND
Both soils borings established the location of the local water table at 6.4 feet of elevation. The second
boring at the pond spillway was located inside the pond near the spillway. The light blue sandy clay at a
depth of 6.1 feet (elevation 6.4 feet) is indicative of the local water table. There was no evidence of the
presence of a suspended or seasonal water table other than the light blue sandy clay at a depth of 6.1 feet.
There fore a two foot separation between the bottom of the wet detention pond and the
local water table can be maintained by placing the bottom of the wet detention basin at 8.5
feet of elevation.

STORMWATER TREATMENT STRATEGY
Topography on this 3.91-acre site is suited to a single slonnwaler treatment pond. All stonnwalcr is
directed to the wet detention pond by grassed swales.
Temporary treatment pool is in well -established pasture grass, which will provide additional treatment.
The tempor n, wet detention pool stores 7590 cubic feet of water. Only 4543 cubic feet is required. This
is a 67 percent over capacity.
All slormwater will flow over more than 30 feet of grassed swales or sheet now more than 30 feet
before entering the pond.
Pond water news about 400 feet over pasture and wooded land before entering perennial stream.
