HIGH DENSITY STORMWATER BMP—PROJECT NARRATIVE
Cap'n. B's Campground is a 56 site facility proposed for construction on a 6.293 acre
tract (404 wetlands excluded) located in the Village of Buxton, on Hatteras Island, Dare
County. The tract is essentially clear with widely scattered trees and bushes. The
prevailing soil types are fine sands in the Corolla and Fripp series. Pursuant to the
requirements of the NCDENR Division of Environmental Health a licensed Soil Scientist
was retained by the owner to conduct a site soils evaluation and groundwater mounding
analysis. A copy of the report prepared by Mr. E. Scott Stone, LSS of Environmental and
Soil Service, Inc. was previously submitted with the STORMWATER MANAGEMENT
PERMIT APPLICATION FORM to fulfill the requirements for soils investigation. The
original application was based on low density development as the BMP. The Div. of
Water Quality ruling regarding the classification of the adjacent ditches and ponds
necessitated the implementation of infiltration basins as the BMP. Supplemental soils
investigation was conducted on December 20, 2006 in the specific areas proposed for
infiltration basins. A report summarizing this investigation is included in the high density
BMP application package.
The site is essentially flat towards the rear (south) of the property while sloping at
approximately 2% from north to south in the first approximately 160 feet. There are three
existing ponds located along the south property line. These ponds separate the
campground property from the tract owned and resided on by the project owner Mr.
Bernice Ballance. To the east there is a broad expanse of 404 wetlands which has
historically received runoff from the site. To the west, along the west property line is a
drainage swale which drains to the previously mentioned ponds. An outfall ditch extends
westerly from the string of ponds to an expansive swampy area known as Jeanette's
Sedge..
The proposed BMP will consist of two shallow infiltration basins, one on the east side
and one on the west side. The attached calculation sheet provides a breakdown of the size
of each drainage area, the percentage of impervious coverage and the volumetric capacity
of each basin. It is acknowledged by the designer that certain items contained in the
INFILTRATION BASIN SUPLEMENTS, Section III, REQUIRED ITEMS
CHECKLIST, have not been initialed indicating conformance with the subject
requirements. The following is an item by item tabulation setting forth the rationale
and/or justification for the elimination of each of the enumerated items:
Item c. The basins are designed with a bottom elevation of 2.5'. This results in a
separation from the seasonal high water table of 1.67' for Basin A and 1.37' for Basin B.
To mitigate the reduced vertical separation distance, the basins have been designed for a
three inch rainfall event, twice the volume required by the prevailing regulations. Both
basins have capacity to store in excess of 100% of the 3" design run-off volume.

Item f. Both basins are located immediately adjacent to gravel roadways within the
project which will provide unimpeded access to the basins at all times for operation and
maintenance.
Item 1. The site grading is designed to provide gentle sloping to convey stormwater run-
off to the basins via sheet flow across the primarily vegetated site. All of the roadways
are to be gravel which, although considered impervious, is significantly more conducive
to infiltration than are hard surface pavements.
One road side swale is provided to collect and convey run-off generated within the
most southerly lots, adjacent to the existing ponds. This vegetated swale will provide pre-
treatment for the volume of water it conveys to the basins. The volume of storage
available within this roadside swale is not included in the basin volume calculations. The
swale and connecting culverts will provide an additional 2,198 cubic feet of storage
volume.
Item o. There is no flow distribution mechanism provided due to the fact that there is not
a discreet point of entry into the basins. Run-off is conveyed via sheet flow and will enter
the basin all along the perimeter line which faces the campground. This fact, coupled
with the small area of basin bottoms will insure adequate flow distribution within the
basins.
Item q. There are no by-pass mechanisms provided due to the previously stated facts
regarding the excess storage capacity of the basins relative to the design 1 '/_" stone
event. In the event the basins are filled to capacity any additional water will cause the
basins to overflow via vegetative filters in excess of the required 50 feet. Basin A
contains an overflow spillway located approximately 105 feet from a secondary spillway
located just before final discharge into the existing pond system. The overflow water will
travel through the existing vegetated swale, thereby receiving additional treatment. Basin
B contains an overflow spillway adjacent to a broad expanse of vegetated 404 wetlands
which, at a minimum, provides 150 feet of vegetative filter in the event of overflow
conditions. It is noted that the points of fact set forth under Item q are also justification
for the designer having initialed Item n.
Each campsite will be limited to one 10' x 20' gravel parking space and one 7' x 14'
pervious, wood framed, open deck. These limitations are imposed by the Dare County
Zoning Ordinance. The impervious coverage calculations are also based on each site
including an 8' x 44' camper, the maximum size for a "street legal" camper.

2) Based on the current proposal, it appears that the total site impervious area will exceed the
allowable 25 %; engineered stormwater controls are required for high density projects

IV. DEED RESTRICTIONS AND PROTECTIVE COVENANTS
The following italicized deed restrictions and protective covenants are required to be recorded for all
subdivisions, outparcels and future development prior to the sale of any lot. If lot sizes vary significantly, a
table listing each lot number, size and the allowable built -upon area for each lot must be provided as an
attachment.
1. The following covenants are intended to ensure ongoing compliance with state stormwater management permit
number as issued by the Division of Water Quality. These covenants may
not be changed or deleted without the consent of the State.

2. No more titan square feet of any4o+shall be covered by stnnctures or impervious materials.
Impervious materials include asphalt, gravel, concrete, brick, stone, slate or similar material but do not include wood
decking or the water surface of swimming pools.
3. Swales shall not be filled in, piped, or altered except as necessary to provide driveway crossings.
4. Built -upon area in excess of the permitted amount requires a state storm water management permit modification prior to
co stntction.
5. All permitted runoff fror, outparcels or future development shall be directed into the permitted stormwater control
system. These connections to the storm water control system shall be performed in a manner that maintains the
integrity and performance of the system as permitted.
By your signature below, you certify that the recorded deed restrictions and protective covenants for this project
shall include all the applicable items required above, that the covenants will be binding on all parties and
persons claiming under them, that they will run with the land, that the required covenants cannot be changed or

'The BMP intended for the site is to minimize runoff by restricting coverage to 23.5%
ofthe effective tract area (excludes 404 wetlands). Each campsite will be limited to one
Zoa s 10' x 20' gravel parking space and one 7' x 14' concrete patio. The site will be graded so
�as to provide gentle sloping from the center areas to the receiving wetlands, ponds or
swale. Runoff will sheet flow across primarily grassed campsites and open areas to these
areas. There are no ditches, storm sewers or other discreet stormwater conveyance
systems proposed. All of the roadways are to be gravel which, although considered
impervious, are significantly more conducive to infiltration than hard paved surfaces.

This letter is written in response to'your correspondence to Mr. Bernice Ballance,
dated December 12; 20.06. Firstly, I disagree to your call that the campers. should be
considered impervious coverage for the following reasons: .
a. the maximum�width of street legal camper is 12'. This narrow footprint will make it
very open beneath the campers,, with negligible impedance to infiltration. The campers
.will not be skirted, on impervious foundations orin any way set-up to preclude .
stonnwater from infiltrating beneath them:
b. site grading is not designed to channel water away from the campers, such as would be ..
the case witha permanent structures. In fact, the grading will create sheet flow across the
site , including the areas beneath the campers.
c. lastly, the campers come in many various sizes; some will be on -site continuously
while others will come and go and some sites will inevitably be vacant periodically.
I respectfully request that you consider these'extenuating circumstances in your
%: evaluation of the project. However, if you remain,of the opinion that the campers have to,
be considered impervious, I am proposing the following solution to the problem Mr.
Ballance faces in obtaining a low density permit:
1. Your letter makes mention of 25%,as the allowable coverage. My strong feeling is that
there is no continuity•between the drainage ditch existing at the rear of the property and
the S, waters of Pamlico Sound, approximately 5 miles away. The ditch empties into, an
expansive swamp. There is also a series'of.ditchesand swampy areas located between the
subject property the canal known as Peter's Ditch. I•have enclosed a letter from Mr. John
Cece of the Division of Coastal Management in support of this assertion. The letter
confirms that the subject property.has no CAMA A.E.C. located on it. If the ditch were
considered SA waters, I don't think that would be the case. ,
2. The owner proposes to change the 10' x 14' concrete patios to wood framed, open
slatted'decks which would not be considered impervious.
3.,If the allowable impervious area can be taken as 30%, we can demonstrate compliance
with low density criteria while considering the campers as impervious: The revised
narrative uses a "typical"r camper dimension of 12' x 34.5' to calculate the total coverage.
If taken as an average, I feel this is a conservative number.
In addition to the revised narrative I have enclosed Page 2 of 4 of Form SWIJ-101,,
which contains the coverage calculations. Hopefully this proposed modification will

LOW DENSITY STORMWATER BM? — PROJECT NARRATIVE
Cap'n. B's Campground is a 56 site facility proposed for construction on a 6.293 acre
tract (404 wetlands excluded) located in the Village of Buxton, on Hatteras Island, Dare
County. The tract is essentially clear with widely scattered trees and bushes. The
prevailing soil types are fine sands in the Corolla and Fripp series. Pursuant to the
requirements of the NCDENR Division of Environmental Health a licensed Soil Scientist
was retained by the owner to conduct a site soils evaluation and groundwater mounding
analysis. A copy of the report prepared by Mr. E. Scott Stone, LSS of Environmental and
Soil Service, Inc. is included with the STORMWA TER MANAGEMENT PERMIT
APPLICATION FORM to fulfill the requirements for soils investigation.
The site is essentially flat towards the rear (south) of the property while sloping at
approximately 2% from north to south in the first approximately 160 feet. There are three
existing ponds located along the south property line. These ponds separate the
campground property from the tract owned and resided on by the project owner Mr.
Bernice Ballance. To the east there is a broad expanse of 404 wetlands which has
historically received runoff from the site. To the west, along the west property line is a
drainage swale which drains to the previously mentioned ponds. An outfall ditch extends
westerly from the string of ponds to an expansive swampy area.
The BMP intended for the site is to minimize runoff by restricting coverage to xxx%
of the effective tract area (excludes 404 wetlands). The impervious coverage is calculated
as follows:
on -site buildings- 864 s.f.
on -site streets- 46,795 s.f.
on -site parking- 11,200 s.f. (56 sites, each with one 10' x 20' gravel parking space)
campers- 23,184 s.£ (56 sites, each with camper with average dimensions of 12' x 34.5')
Total impervious coverage = 82,043 s.f. (29.9% of total drainage area)
Each campsite will be limited to one 10' x 20' gravel parking space and one 7' x 14'
pervious, wood framed, open deck. These limitations are imposed by the Dare County
Zoning Ordinance. The site will be graded so as to provide gentle sloping from the center
areas to the receiving wetlands, ponds or swale. Runoff will sheet flow across primarily
grassed campsites and open areas to these areas. There are no ditches, storm sewers or
other discreet stormwater conveyance systems proposed. All of the roadways are to be
gravel which, although considered impervious, are significantly more conducive to
infiltration than hard paved surfaces. .Wumn,

Subject; Soils information and mounding analysis for a subsurface wastewater
disposal system proposed to serve Cap'n'B's" Campground located on Bunton Back
Road, Buxton, North Carolina.
Dear Mr. Ballance,
Please find enclosed the information requested to determine if the referenced site meets the criteria for
the installation of the proposed septic system. The following are included in this report:
1. Soil descriptions from the proposed nitrification field area
2. Results of four constant head permeameter test
3. A groundwater -mounding analysis
4. A map that shows the location of the investigation area and each test/sampling site
5. A USGS topographic map of the area
Background
It is my understanding the site had previously been evaluated by Mr. Rob Crawford, Dare County
Health Department, and Dr. Bob Uebler, Department of Environment and Natural Resources. Based on
the evaluation by Mr. Crawford and Dr. Uebler, an area was identified that would meet the
requirements for the installation of subsurface sewage treatment and disposal system. This area was
located adjacent to Buxton Back Road and is shown on the enclosed map. ESS conducted numerous
hand augured borings to confirm that the presence of the area identified by Mr. Crawford and Dr.
Uebler. Testing and soil work was confined to this area.
The area identified as'suitablelprovisionally suitable" had three existing mobile homes, each served by
individual septic systems. The locations of the septic tanks are shown on the enclosed map. There also
appeared to be an old well located on the site, which is shown on the enclosed map. There were
several trees scattered throughout the proposed septic system area.
It is understood a low pressure pipe (LPP) system is being proposed as the primary septic system that
will serve a campground with a design domestic wastewater flow of 8,160 GPD. At this time, no
pretreatment is being proposed.
As requested, ESS has conducted the site work necessary to determine if the site can be expected to
meet the requirements for a subsurface wastewater treatment and disposal system and rf so, provide
recommendations for site improvements that may be needed.

General Site and Soil Information
The property is located on the south side of Buxton Back Road. The investigation area consists of
approximately .74 acre located adjacent to Buxton Back Road. The site slopes from the road to a
cleared area where camp spaces are being proposed. Slopes in the investigation area ranged from 2 to
4%. Elevations ranged from about 5 to 10 feet based on USGS topographic maps. The relative
elevations shown on the enclosed map are not actual elevations but are elevations calculated by
assigning an elevation of 7.0 feet to the ground surface at TS 1.
The area consists of well drained to somewhat poorly drained sandy (group 1) soil. The soils were
most like the Corolla and Fdpp soil series. The depth to the seasonal soil wetness condition, which
ranges from 14 to 48 inches below the soil surface, is relative to elevation. The soils formed in sandy
marine sediment. The depth to the seasonal soil wetness condition based on soil morphological
features was 3.17 feet, 1.42 feet, 4.0 feet, 4.0 feet and 1.67 feet below the soil surface at TS 1, TS 2,
B3, B4 and B5, respectively. Static groundwater on the day of preliminary soil work (4/30/06) was 4.25
feet, 3.0 feet, 5.08 feet and 3.17 feet below the surface at TS 1, TS 2, B4 and B5, respectively. See the
enclosed map for locations of test sites and borings.
The estimated hydraulic conductivity according to the Dare County Soil Survey is greater than 20 in/hr
throughout the soil profile. Enclosed are detailed soil descriptions from TS 1 and TS 2.
The soil borings done in the proposed system area indicated that no fill or debris was present with the
exception of septic drain fields and the gravel road area.
Testing and Materials
The Laws And Rules For Sewage Treatment And Disposal Systems was used as a reference to
determine suitability of the soils and site as they relate to septic systems. Field analysis of the soils for
soil descriptions was done by hand auguring 3-inch holes to a typical depth of 60 inches. Two soil
borings were conducted and findings recorded. Soil borings were conducted in the proposed septic
drain field area and the cleared area proposed for campsites. These borings indicate the area
proposed for campsites (cleared area south of proposed drain field site) had been filled on at least two
occasions in the past. The natural soil surface appeared to be about 30 inches below the existing
surface. Soil morphology indicated the soil wetness condition to be less than 12 inches below the
natural soil surface, which would make this area unsuitable for septic systems. The area that was
determined to meet the requirements for the installation of a conventional, modified, innovative or
alternative septic system is identified as "suitable /provisionally suitable" on the enclosed map.
;Lti = fi iti' A relative elevation of 7.0 feet was established on the ground surface at TS 1. The elevations shown on
LCU ••"r71 C r� the enclosed map are not actual elevations but are relative elevations used by ESS for soils work and
testing. The relative ground elevation at TS 2, B3, B4 and B5 was 5.66, 7.87, 7.77 and 5.85 feet,

Soil texture from the surface to a depth of 60 inches was sand (group 1). Soil texture suggests a long-
term acceptance rate (LTAR) of 0.6 gallons/day/if for a LPP system can be justified if the soil meets
the criteria for a LPP system that is not a fill system. To meet the requirements for a LPP system that is
a fill system the mounded height of the soil wetness condition would have to be maintained at a depth
of 36 inches below the soil surface. Based on interpretations of the State, if the mounded height of the
soil wetness condition is within 36 inches of the soil surface and one foot of gravel is used in the LPP
lines, the system would become a fill system, which would require a LTAR of .5 gallons/day/ft. To
substantiate the proposed LTAR of 0.6 gallons/day/tiz the hydraulic conductivity (Ksat) was measured
using the compact constant head permeameter (CCHP). Four tests were run in the unsaturated zone.
The actual measured conductivity exceeded 29 inches/hour in all tests. Actually, the measurement of
29 inches/hour would be a conservative measurement because all of the tests absorbed water so fast
that the CCHP could not supply water fast enough to establish predetermined heads. In these cases, a
constant head of 10 cm was used to calculate the conductivity. The results of the CCHP tests are on

the worksheets entitled Saturated Hydraulic Conductivity Test. The results of the hydraulic conductivity
tests indicate that there is sufficient conductivity to warrant a LTAR of 1.2 gallons/day/fe for a
conventional type septic system (.6 gallons/day/fe for LPP). If only one percent of the hydraulic
conductivity is used to determine the LTAR, a LTAR of 3 gallons/day/fiz can be justified. A low
pressure pipe system designed with no pretreatment that is to serve a 8,160 GPD wastewater facility
would require 13,600 ft' of absorption area for the primary system. If a LPP fill system is required, the
maximum allowable LTAR should be .5 gallons/day/fe. ALTAR of .5 and a design wastewater flow of
8,160 GPD will yield an absorption area of 16,320 ff. The amount of fill required would be based on the
mounded height of the soil wetness condition. If pretreatment is used prior to disposal, the required
absorption area, vertical separation to the soil wetness condition or horizontal setbacks can be
reduced; however only one of the three can be used. For example if pretreatment is added to the
system and a 50% reduction in the size of the drain field is used, no reductions in vertical separation to
the water table or horizontal setbacks to property lines, etc. would be allowed.
The depth to the impermeable layer used in calculations was 20 feet below the surface. Experience
indicates the impermeable layer to be >20 feet below the surface in these areas; therefore, the depth of
20 feet should be a conservative estimate.
The results of the mounding analysis were used to determine the amount of fill that may be needed for
the installation of the proposed LPP system. The computer program Colorado State was used in the
mounding analyses. Colorado State uses inputs such as, hydraulic conductivity (Ksat), depth to the
impermeable layer, level of the initial water table, thickness of transmissive layer, design flow and
length to width ratios of the drain field to determined the height of the groundwater mound beneath the
drain field over time. Two mounding analysis were run. Each mounding analysis was run using the
design flow of 8,160 GPD, a LTAR of .5 gpd/ftZ (.067 ft/day) and the wastewater was applied to a 218' x
75' area, which represents primary drain field with LPP drain lines. The transmissive layer in the model
was considered to be from the surface to the depth of the impermeable layer, which was set at 20 feet
below the surface. The first analysis entitled Primary Mounding Analysis, Cap'n "Bs"
Campground, LPP, No Pretreatment shows the results of the mounding analysis on the half of the
proposed drain field area that has the higher elevation. The initial depth to water in the first run was set
at 3.17 feet below the surface (relative elevation 3.83 feet), which represents the depth to the seasonal
soil wetness condition based on soil morphology at the location of TS 1. The mounding analysis
predicts a rise of .8 feet in the level of the groundwater at the center of the drain field after 360 days.
The model predicts the final mounding height to be at relative elevation 4.63 feet or 2.36 feet below the
surface at TS 1. This would place the bottom of the LPP lines at relative elevation 6.63 feet.
The second mounding analysis was run using the same design parameters as the first run with the
exception of the initial depth to water. The initial depth to water in the second run was set at 1.42 feet
below the ground surface. The results of the groundwater were the same as the first run.
Conclusions
Space permitting, these findings indicate that existing soil conditions will allow.a LPP system to be
installed that will handle a design flow of 8,160 GPD at a LTAR of 0.5 gpd/fe. Based on LPP
distribution, the absorption area required for the primary drain field will be 16,320 fe. The mounding
analysis predicts a rise of .8 feet in the level of the groundwater at the center of the drain field after one
year. Given a mounded soil wetness condition that is 2.36 feet below the surface at TS 1, the
installation of LPP lines would require the addition of fill so that the two foot separation from the LPP
lines to the predicted mounded height of the soil wetness condition can be met If one -foot deep LPP
lines are used and 6 inches of cover is provided over the LPP lines, the amount of fill that would be
required at TS 1 would be 1.13 feet. If the LPP lines are installed level (bottom of the LPP at relative
elevation 6.63'), the amount fill required at TS 2, B3 and B4 would be 2.47, 0.26 and 0.36 feet,
respectively. The LTAR should be able to be increased to .6 gallons/day/ft2 where the LPP installation
is not considered a fill system. For the LPP system not to be considered a fill system, the entire depth of
the drain lines would have to be installed in the natural soil. If TS 1 is used as a benchmark, an

elevation of 7.63 feet or above would be needed to be able to install the LPP in the natural soil and use
a LTAR of .6 gallons/dayKt2.
It is proposed to excavate the existing drain lines of the septic systems serving the mobile homes to a
depth one foot below the drain lines and reclaim the area with sand. The area of the existing gravel
drive will also have to excavated and reclaimed. The sand that is imported back into these areas must
be clean, single grained and free of debris and organic matter. In order to assure the predicted height of
the groundwater mound, the area that is reclaimed must have the same or higher permeability than the
soil that is excavated. No excavation or filling of the site should be done without prior approval of the
local health department
The potential well existing well site will have to be investigated to determine if it is a well. If it is a well
the well will have to be abandoned per Division of Water Quality standards.
When installing a fill system, it is imperative the site be properly prepared and the fill is of good quality.
All but the final six inches of the fill should be clean group 1 (sand or loamy sand texture) soil that is
approved by the local health department Any vegetation and root mat that exists in the area of the
proposed drain field should be removed. Light equipment should be used to dear the area and build
the fill (mound) system. Care should be taken to disturb the natural soil as little as possible when
clearing the site. Once the site is cleared, the first two to three inches of group 1 fill should be brought
onto the site and disk into the original soil. Once the first two to three inches of fill is cut into the original
soil, the fill area can be built up to the level of the top of the drain lines assuming conventional or LPP
lines. The final 6 inches of all fill systems should consist of sandy loam topsoil so a good stand of grass
can be established. The State or local health department should also provide specifics as to the
installation and inspection of fill systems.
The findings of this report were based on soil and site conditions present on the day of testing. Any
modifications to the site in the forth of heavy traffic, filling or excavation could change the results of this
report and may make the site unsuitable for wastewater disposal. Any excavation or filling of the area
proposed for the sewage disposal fields should only be done with the approval of the local health
department.
The local health department and the on -site wastewater and groundwater sections of the Department
of Environment and Natural Resources must review and approve the findings of this report.

Comments: Actual conductivities were so fast that the predetermined head of 15 — 20 cm could not be established.
Using 10 cm would yield a conservative measure of the hydraulic conductivity. Static water levels were at 129.5
cm and 91.4 cm at TS # 1 and TS #2, respectively on day of testing.
