WET [WETLAND] DETENTION BASIN OPERATION AND MAINTENANCE AGREEMENT [Wetland maintenance wording is bracketed. Please modify the document as appropriate.] The wet [wetland] detention basin system is defined as the wet [wetland] detention basin, pretreatment including forebays and the vegetated filter if one is provided. Maintenance activities shall be performed as follows: After every significant runoff producing rainfall event and at least monthly: a. Inspect the wet [wetland] detention basin system for sediment accumulation, erosion, trash accumulation, vegetated cover, and general condition. b. Check and clear the orifice of any obstructions such that drawdown of the temporary pool occurs within 2 to 5 days as designed. 2. Repair eroded areas immediately, re -seed as necessary to maintain good vegetative cover, mow vegetative cover to maintain a maximum height of six inches, and remove trash as needed. 3. Inspect and repair the collection system (i.e. catch basins, piping, swales, riprap, etc.) quarterly to maintain proper functioning. 4. Remove accumulated sediment from the wet [wetland] detention basin system semi-annually or when depth is reduced to 75% of the original design, depth (see diagram below). Removed sediment shall be disposed of in an appropriate manner and shall be handled in a manner that will not adversely impact water quality (i.e. stockpiling near a wet [wetland] detention basin or stream, etc.). The measuring device used to determine the sediment elevation shall be such that it will give an accurate depth reading and not readily penetrate into accumulated sediments. When the permanent pool depth reads 5 feet in the main pond, the sediment shall be removed. [For stormwater wetlands: If the elevation of the marsh areas exceed the permanent pool elevation, the sediment should be removed to design levels. This shall be performed by removing the upper 6 inches of soil and stockpiling it. Then the marsh area shall be excavated six inches below design elevations. Afterwards the stockpiled soil should be spread over the marsh surface. The soil should not be stockpiled for more than two weeks.] / When the permanent pool depth reads 5-0feet in the forebay [and micro -pool], the sediment shall be removed. Remove cattails and other indigenous wetland plants when they cover 50% of the basin surface. These plants shall be encouraged to grow along the vegetated shelf and forebay berm. [For wetlands: Wetland planting densities in the marsh areas should be maintained by replanting bare areas as needed. Wetland plants should be encouraged to grow in the marsh areas.] 6. If the basin must be drained for an emergency or to perform maintenance, the flushing of sediment through the emergency drain shall be minimized to the maximum extent practical. 7. All components of the wet [wetland] detention basin system shall be maintained in good working order. 8. Level spreaders or other structures that provide diffuse flow shall be maintained every six months. All accumulated sediment and debris shall be removed from the structure, and a level elevation shall be maintained across the entire flow spreading structure. Any down gradient erosion must be repaired and/or replanted as necessary. 1 acknowledge and agree by my signature below that I am responsible for the performance of the seven maintenance procedures listed above. Adam Waters Water Resources Superintendent City of Washington awaters@washingtomic.ws washingtomic.ws -----Original Message ----- From: Marty Stone[mailto:mstone@thewootencompany.com] Sent: Friday, December 01, 2006 5:13 PM To: Adam Waters Cc: dboone@thewootencompany.com Subject: Stormwater Review- Washington Fire Rescue EMS Station Mr. Waters, Per your request, we have evaluated the stormwater management plan as submitted by Stewart Engineering, INC. for the City of Washington Fire Rescue EMS Station in terms of compliance with the City of Washington's Tar -Pamlico Stormwater requirements only. This review does not address the effectiveness of the handling of runoff volume or peak flow on the site or adjacent property for rain events exceeding the 1-year, 24-hour storm and it does not consider the effectiveness of the plan as it relates to the State's stormwater requirements. Our review generated the following comments which need to be addressed. 1) The entire 2.24 acres do not drain into the catchment 1 area as indicated in section 3 on the BMP Removal Calculation Worksheet. If an area does not drain into the BMP's proposed, the nutrient reduction credit cannot be applied to that area. A map needs to be included showing the exact acreage draining into catchment 1, catchment 2, etc. It appears there are some areas that drain away from the BMP's and those areas need to be accounted for in the worksheet in a catchment that is receiving no nutrient removal. 2) On the BMP Removal Calculation Worksheet in Section 3 of the calculations, the second BMP shows the removal rates for a stormwater wetland as opposed a wet detention pond as designed on the plans. Also on the worksheet, there is a third BMP listed to remove phosphorus but there is no third BMP shown on the plans or explained in Section C of the City's permit application. 3) The drainage acreage used to size the wet detention pond per the BMP Manual does not match the drainage area going to the pond in the nutrient removal worksheet. All acreages on plans, worksheets, calculations, etc. should match. 2 of 3 12/5/2006 10:17 AM Stormwater Review- Washington Fire Rescue EMS Station 4) The soils map provided does not show streams. Provide a soils map that shows streams so buffers can be verified. 5) Provide a USGS map in color or highlight "blue lines" so buffers can be verified. 6) Provide letter from NCDENR DWQ authorizing the elimination of the forebay for the wet pond due to upstream sand filter. Otherwise, provide forebay in wet detention pond as required in BMP design manual in order to receive credits for nutrient removal. 7) Per NCAC T15A: 02B 0.0259 (5)(a), the outlet pipe for the wet detention pond cannot discharge within the buffer. Runoff from the outlet pipe must be converted to diffuse flow before the runoff enters Zone 2 of the riparian buffer. 8) To receive the nutrient removal credits for the, sand filter as listed on the BMP Removal Calculation Worksheet, the surface area of the sand filter and sediment chamber must each be a minimum of 360 square feet per acre as required by the BMP manual. 9) Using the "90% TSS Removal with No Vegetated Filter Required" table, a 63% impervious given in the stormwater application and an average depth of 3.5 feet, the surface area to drainage area (SA/DA) used to size the pond appears to be wrong. The wet detention pond must be designed per the BMP manual to receive nutrient removal credits. Based on our findings as outlined above, we do NOT recommend that the City of Washington approve the stormwater plan in terms of satisfying the City's Tar -Pamlico Stormwater regulations until the above comments are addressed. When the comments are addressed, we will be happy to re-evaluate the stormwater plan if the City so desires. If you have any questions, or comments, please do not hesitate to call. Mr. Waters, Stewart Engineering has review and revised the project per the comments listed below. We've listed the review comments and then our responses below in bold print. Feel free to contact me with any questions or comments. Designer Response: We have revised the BMP removal worksheet to break the parcel into two catchments. Please see the attached detailed drainage area map as well as the revised worksheet. Designer Response: We have revised the BMP removal worksheet accordingly. We did need to change the designed wetpond to a pocket wetland pond in order to meet the Tar -Pamlico rule. 3) The drainage acreage used to size the wet detention pond per the BMP Manual does not match the drainage area going to the pond in the nutrient removal worksheet. All acreages on plans, worksheets, calculations, etc. should match. Designer Response: We have revised all components of the SWMP report to ensure everything matches. 4) The soils map provided does not show streams. Provide a soils map that shows streams so buffers can be verified. Designer Response: We have included a more detailed soils report that shows the streams. We based the buffer offsets from the top of the bank based on the site surveyed contours. ENGINEERING. The pocket wetland pond is also oversized in order to meet the storage requirements for detention. Designer Response: DWQ has issued a letter dated 12/8/06 (attached) that cites per 15A NCAC 02B. 0259(6) that storm water outfalls are exempted as long as we meet the 4lb/acre/yr for the TN and 0.4 Ib/ac/yr for the TP. The design meets now meets those requirements. 8) To receive the nutrient removal credits for the sand filter as listed on the BMP Removal Calculation Worksheet, the surface area of the sand filter and sediment chamber must each be a minimum of 360 square feet per acre as required by the BMP manual. Designer Response: The sand filter as designed met this requirement, we revised our calculations to show the actual sizes. Designer Response: The design change from the wet pond to the pocket wetland eliminates this comment. The sand filter by itself has an 85% TSS removal and then the pocket wetland adds another 35% TSS. The pocket wetland has been designed per the BMP manual. ,Please feel free to give me a call with any questions. Tha s l aul A. Smith 704.334.7925 ext 316 2of2 DF WATE90 Michael F. SAND FILTER OPERATION AND MAINTENANCE AGREEMENT Regular maintenance is essential to the long-term performance and durability of the sand filter, as it is with all stomrwatcr BMP's. The Sand Filter system is defined as the sediment chamber, the sand chamber, and the flow regulator or outlet device. This system (check one) ❑ does ® does not incorporate a vegetated filter. This system (check one) ❑ does ® does not incorporate non-integrated pretreatment. At a minimum, the following maintenance activities shall be performed - I Depending on the types of activities occurring within the drainage area, most sand filters will show a decreased capacity for filtration after a few years. At least once a year, each filter must be inspected after a 1" design storm event to determine if the filter bed is passing the runoff within 24 hours. 2. If the filter is not passing the runoff completely within 24 hours, the first n3" of discolored sand must be removed and replaced with new sand. The removed sand must be dewatered and disposed of properly. 3. At the same time that maintenance is performed on the sand chamber, the sediment chamber shall be pumped and cleaned. Remove accumulated sediment when it reaches a height of 6" in the sediment chamber. The removed sediment should be dewaiered and disposed of properly. 4. At least once every quarter, check that the drawdown orifice is clear of obstruction. 5. Vegetation within an open sand filter must be mowed regularly to limit the height to 12". Vegetation within a closed sand filter must be removed. 6. Direct access to the sand and sediment chambers must be provided for maintenance and inspection.
