Subject: Stormwater Permit Renewal
Stormwater Management Permit SW7060702
Gateway Business Park
Currituck County
A Division of Energy, Mineral, and Land Resources file review has determined that
Stormwater Permit SW7060702 for a stormwater treatment system consisting of a wet
detention pond to serve a proposed Gateway Business Park located at 7532 Caratoke
Hwy, Jarvisburg, NC expires on January 5, 2021. This is a reminder that permit renewal
applications are due 180 days prior to expiration. We do not have a record of receiving
a renewal application.
If you wish to keep this permit active please submit a completed permit renewal
application along with a $505.00 fee for permit renewal. If this project has not been built
and you do not wish to maintain the permit please advise. Permit application forms for
renewal can be found on our website at:
https://deq.nc.goy/about/divisions/energy-mineral-land-resources/energy-mineral-land-
rules/stormwater-progra ost-construction. North Carolina General Statutes and the
Coastal Stormwater rules require that this property be covered under a stormwater
permit if the project is constructed. Failure to maintain a permit subjects the owner to
assessment of civil penalties.
If you have questions, please feel free to contact me at (252) 948-3923. 1 will be glad to
discuss this by phone or meet with you. If you would like, I can e-mail you a copy of the
application form. You can request a copy by e-mailing me at rooer.thorpe(Mncdenr.gov.

GATEWAY BUSINESS PARK — POPLAR BRANCH TOWNSHIP —
CURRITUCK COUNTY — NORTH CAROLINA
ENGINEER'S PROJECT NO.850
Gateway Business Park is a 3.8 acre commercial project located at 7532 Caratoke
Highway, Jarvisburg, NC 27947. The best management practice to be implemented for
stormwater management is a wet detention basin. In order to confirm the design
permanent pool elevation an on -site soils evaluation was conducted by the Engineer on
June 30, 2006. Previous soils work was conducted in the fall of 2004 but subsequent to
that activity the location of the proposed wet pond was moved to the southwest comer of
the tract. Therefore, a new evaluation was performed to confirm that conditions regarding
the seasonal high water table are consistent across the width of the tract. A boring was
advanced to a depth of approximately 48" in the area of the proposed pond. The ground
elevation at the boring site was approximately 11.5' based on the nearest recorded spot
elevations. The noted soil profile characteristics are tabulated below:
0-10" - "A" horizon, medium brown loamy sand with fine roots
10"-20" — light brown sandy loam, gritty, will not ribbon
20"-32" — light brown sandy clay loam, ribbons to 4" x %x"
32" — 48" — light brown to orange sand
Free water measured 43" from surface after 20 minutes, calculates to an elevation of
8.12'. For conservative design the permanent pool elevation is set at 8.5'.

Dear Mr. Kane:
This office received a stormwater permit application for the subject project on June 14, 2006. A
preliminary review of your project indicates that the application package is incomplete. The following
items are needed to make the package complete:
_ $420 check
signature by owner on page 4 of application
_ 2 sets of plans
_ narrative
_ supplement (wet detention, infiltration basin, low density, curb outlet system, off -site
system, underground infiltration trench)
signature by owner on supplement form
t/soils report
We are returning the entire package to you. Once the package is complete you may resubmit.
You should also be aware that the Stormwater Rules require that a permit be issued prior to any
development activity. Construction without a permit is a violation of 15A NCAC 2h.1006 and North
Carolina General Statute 143-215.1 and may result -in civil penalties of up to $10,000 per day.

GATEWAY BUSINESS PARK — COMMERCIAL CONDOMINIUM
JARVISBURG — CURRITUCK COUNTY — NORTH CAROLINA
STORMWATER MANAGEMENT PLAN — PROJECT NARRATIVE
ENGINEER'S PROJECT NUMBER 850 JUNE 13, 2006
Gateway Business Park is a proposed commercial condominium project to be
constructed in the Jarvisburg community of Currituck County, Poplar Branch Township.
V The project is to be constructed on a 3.83 acre tract which was formerly used for a retail
facility. All existing buildings and pavement are to be removed. The proposed
improvements consist of 14 units in three separate buildings, comprising 35,256 s.f, v
drive aisles, parking areas and sidewalks comprising an additional 70,250 s.f. bringing
the total impervious surface area to 105,506 s.f. The best management practice (BMP)
chosen for the project is wet detention. Although the State requirement for storage
volume is the capacity to detain the run-off from a 1" rainfall event, the design storm
event was 2" in order to better satisfy the County Unified Development Ordinance. The
final wet pond design resulted in a temporary pool volume equating to a 2.26" rainfall ✓
event as set forth in the attached WET DETENTION BASIN DESIGN NOTES AND
CALCULATIONS. Also adding to the conservative nature of the design is the use of 64%
in the Schuler Equation as opposed to the actual impervious coverage of 63.3%.
Stormwater runoff will be conveyed to the wet detention pond via sheet flow across
paved areas and roof tops to a curb and gutter collection system. No subsurface storm
sewers are proposed. The pond is designed for 90% TSS removal. The discharge
structure entails a 1 ''/2" orifice which will draw down the temporary pool resulting from
the design storm in 3.38 days, approximately 81 hours. There is a drainage ditch existing
along the rear property line. The centerline of this ditch is essentially coincidental with
the rear property line. This ditch flows generally north to south until it reaches the south
west corner of the subject tract, from which point it turns to the west and traverses
approximately 0.3 miles to its outfall in the Albemarle Sound. The ditch is heavily
vegetated throughout its course downstream of the subject tract.
