AgCarolina Farm Credit is proposing to construct a new office on Lot 1 of Tanglewood Industrial
Park — Section E-1 in Pasquotank County. The site is a vacant 1.91 acre site located in the C-1,
Commercial zoning district at the intersection of Foreman Bundy Road and Impact Boulevard.
The site is served by the county's water system and will require an on -site septic system for
sewage disposal.
The site will drain to an existing system of constructed stormwater wetland pockets and wide
swales that was installed as part of the required improvements for the commercial subdivision.
The system was designed to treat the first inch of runoff from the subdivision while creating
storage for additional stormwater runoff. The design of the stormwater drainage and treatment
system for this project was permitted by NCDENR — Division of Water Quality (Permit #
SW7020612). Under the current stormwater permit, Lot 1 is limited to 58,000 st of impervious
coverage.
The design was modeled using HEC-RAS. The HEC-RAS analysis was reviewed by Dwane
Hinson of USDA-NRCS on behalf of Pasquotank County to determine a minimum lot elevation
that would protect structures from flooding during a 1 00-year storm event. The minimum lot
elevation was determined to be 14.50' based on Datum NGVD 29. All design elevations for
AgCarolina Farm Credit are based on NAVID 88 resulting in an elevation adjustment of -1.00';
therefore, the minimum lot elevation for this site is 13.50'. The proposed finished floor elevation
for the building is 16.00'.
The driveway pipe for the site was sized based on the drainage area upstream of the site which
includes approximately 650 If of roadside ditch. The impervious areas within this drainage area
are made up of a portion of the two driveways on Lot 2 (the adjacent site), a portion of the
proposed entrance drive for this site and half of the road section adjacent to the roadside ditch.
Runoff from impervious areas on the sites in the subdivision drain to the stormwater BMP
system to the extent practical; however, the portions of the driveways drain back to the roadside
ditch due to the slopes from the existing road to the developed sites. The 24" RCP culvert has
been sized to accommodate more the 1 0-year storm.
Construction of the Ag Carolina Farm Credit will include construction of a building with parking
and sidewalks, required landscaping, grading, and installation of a septic system. The
maximum coverage on site will consist of 5,440 sf of building, 15,812 sf of parking, 2,081 sf of
future parking, 1,567 sf of sidewalk, and 206 sf of concrete for the clumpster pad for a total of
25,106 sf of impervious coverage. This maximum coverage includes the future parking as well
as future building additions that fall within the building footprint shown on the plans.

The disturbed area for the site will not exceed 2 acres. Standard erosion control measures
including silt fence, rock check dams, block and gravel inlet protection, and a gravel
construction entrance are shown on the plans. Runoff from the disturbed areas will sheet flow
off the site to the south and east and to the stormwater BMP to the north. Silt fence is to be
installed along the perimeter of the disturbance to protect the adjacent drainage systems. The
area that drains to the swale that directs runoff to the existing stormwater BMP contains
approximately 0.7 acres.

Description
Hydrologic soil groups are based on estimates of runoff potential. Soils are
assigned to one of four groups according to the rate of water infiltration when the
soils are not protected by vegetation, are thoroughly wet, and receive precipitation
from long -duration storms.
The soils in the United States are assigned to four groups (A, B, C, and D) and
three dual classes (A/D, B/D, and C/D). The groups are defined as follows:
Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly
wet. These consist mainly of deep, well drained to excessively drained sands or
gravelly sands. These soils have a high rate of water transmission.
Group B. Soils having a moderate infiltration rate when thoroughly wet. These
consist chiefly of moderately deep or deep, moderately well drained or well drained
soils that have moderately fine texture to moderately coarse texture. These soils
have a moderate rate of water transmission.
Group C. Soils having a slow infiltration rate when thoroughly wet. These consist
chiefly of soils having a layer that impedes the downward movement of water or
soils of moderately fine texture or fine texture. These soils have a slow rate of water
transmission.
Group D. Soils having a very slow infiltration rate (high runoff potential) when
thoroughly wet. These consist chiefly of clays that have a high shrink -swell
potential, soils that have a high water table, soils that have a claypan or clay layer
at or near the surface, and soils that are shallow over nearly impervious material.
These soils have a very slow rate of water transmission.
If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is
for drained areas and the second is for undrained areas. Only the soils that in their
natural condition are in group D are assigned to dual classes.

I PROJECT DESCRIPTION

Section E and Lot 4, Section D

Tanglewood Industrial Park Section E is a new commercial subdivision in PasqUotank County.
Section I has been constructed and the final plat has been recorded. Tan.glewood Section E
contains 67.95 acres and is located adjacent to US 17 South and Forman Bundy Road. Lot 4,
Section D is a 1.91 -acre adjacent lot that is to utilize the drainage system that has been created for
Section E. Thototal site area iTK�86acres. This area is 3.37 acres less than what was

zoning jurisdiction. The majority of soilsfound on the site is Roanoke and
poorly drained.

acres is 3.37 acres less than the area was previously permitted. A portion of the tract that was
isolated from the remainder of the tract by an existing utility right-of-way was sold. It was sold
as part of an 18 acre tract that now belongs to the utility company as an electrical sub -station.
The site is drained predominately by a large ditch system that is comprised of US 17 roadside
drainage. The main outlet for the Subdivision travels south along US 17 to the headwaters of the
Little River. Pasquotank County subdivision regulations have required a drainage review of this
subdivision by the local USDA-INRCS representative, Dwane Hinson. The review of this
drainage by Dwane required a HEC-RAS analysis of the downstream drainage system. During
this modeling, it was determined that the downstream drainage was not capable of handling a 2 yr
24hr rainfall event. Based upon this finding, we are required to elevate finish lot grades to 14.5 ft

In addition to providing the SWWP's and the swale system, outlet control devices have been
installed in the form of rip -rap protected earthen weirs with 4" pvc draw down pipes. The top of
the weir is situated atPFv_ati_on 11.36, which stores the I "TunoffVOILIMe. The volume of the I"
runoff is 184 549 cf Tliis volume is stored in the SWWPs and the swale system. There actually

is more storage provided in excess of the F Volume by flooding of roadside ditches. The
roadside ditch volume was riot taken into consideration during the volume calculations.]
The above description is a modification of the original that was submitted in 2002. It has become
necessary to modify the original permit as construction of the project has slightly differed from
what was originally permitted. All -treatment devices have beerCinstalled-correctlylM!nus
L -vegetation,7 however some of the originally permitted storage areas and impervious areas have
changed. Surface areas for the swale system and the SWWP's are based on as -built topographical
survey performed by our staff. Lot 4 of Section D and Lots 3, 6, and 10 of Section E have
already been improved and have impervious areas as follows:

WETLAND POCKET OPERATION AND MAINTENANCE AGREEMENT
The wetland pocket system is defined as the wetland pockets, pretreatment including swales, wetland ditches
and the earth weirs.
Maintenance activities shall be performed as follows:
After every significant runoff producing rainfall event and at least monthly:
a. Inspect the wetland pocket system for sediment accumulation, erosion, trash accumulation, vegetated
cover, and general condition.
b. Check and clear the pipes through the earth weirs of any obstructions.
2. Repair eroded areas immediately, re -seed as necessary to maintain good vegetative cover, mow
vegetative cover to maintain a maximum height of six inches, and remove trash as needed.
3. Inspect and repair the collection system (i.e. catch basins, piping, swales, riprap, etc.) quarterly to
maintain proper functioning.
4. If the elevation of the marsh areas exceeds the permanent pool elevation, the sediment should be
removed to design levels. This shall be performed by removing the upper 6 inches of soil and stockpiling
it. Then the marsh area shall be excavated six inches below design elevations. Afterwards the stockpiled
soil should be spread over the marsh surface. The soil should not be stockpiled for more than two weeks.

on April 5, 2006. A preliminary review of your project was completed and I spoke by phone with Ms. Kim
Hamby on several occasions regarding the status of your project and the additional information needed to
make your application complete.
A follow-up package with additional information was received at our office on August 8, 2006.
This package included the minor plan changes as discussed with Ms, Hamby, and a signed Operation
and Maintenance Agreement; however, the Engineer's Certification for the completion of the stormwater
system was not submitted. Apparently, the engineer's certification has not been provided for two
reasons: (1) the wetland plants have not been installed according to the original permit requirements,
and (2) the owner of Lot # 10 has exceeded the allowable impervious area. It is my understanding that
you would resolve these issues and then contact Hyman & Robey, PC in order that a final inspection
could be completed and the proper certification submitted. Before we can modify your existing State
Stormwater permit the items listed above must be addressed.
The above requested information must be received in this office prior to October 19, 2006. or your
application will be returned as incomplete. The return of this project will necessitate resubmittal of all
required items including the application fee. If you need additional time to submit the required information.
please mail or fax your request for time extension to this office at the Letterhead address. .
You should also be aware that the Stormwater Rules require that the permit be issued prior to
any development activity. Construction without a permit is a violation of 15A NCAC 2H.1000 and North
Carolina General Statute 143-215.1 and may result in civil penalties of up to $10,000 per day. In addition,

Tanglewood Industrial Park Section E is a new subdivision proposed in Pasquotank County.
Tanglewood is approximately 71.32 acres and is located adjacent to US 17 South and Forman
Bundy Road. Lot 4, Section D is a 1.91 -acre adjacent undeveloped lot that is to utilize the
drainage system being created for Section E. The total site area is 73.23 acres. The site is
located in Pasquotank County zoning jurisdiction. The majority of soils found on the site is
Roanoke and poorly drained.
The site is drained predominately by a large ditch system that is comprised of US 17 roadside
drainage. The main outlet for the subdivision travels south along US 17 to the headwaters of the
Little River. Pasquotank County subdivision regulations have required a drainage review of this
subdivision by the local USDA-NRCS representative, Dwane Hinson. The review of this
drainage by Dwane required a HEC-RAS analysis of the downstream drainage system. During
this modeling, it was determined that the downstream drainage was not capable of handling a 2 yr
24hr rainfall event. Based upon this finding, we are required to elevate finish lot grades to 14.5 ft
ASL and provide on -site storage of rainfall events in proximity of the 10yr event.
On -site storage of storm water was accomplished by constructing a surrounding drainage ditch at
a flat grade with 6:1 side slopes. Per this permit application, we are requesting to utilize this
storage area along with outlet control devices and constructed wetland pockets to treat storm
water quality.
Basing the built upon area of the site at 70% impervious, and utilization of constructed storm
water wetland pockets (SWWP), our required wetland surface area is 25,519 sf. We are also
providing 5,425 If of swale/ditch area at a 6:1 side slope. These large swales drain directly to the
SWWP's. The SWWP's are strategically placed throughout the site to allow the maximum
treatment to all feeder ditches throughout the project. This proposed system provides 51,255 sf of
surface area of storm water wetland pocket and 92,214 sf of surface of swale. Based upon these
numbers we are providing more than 5 times the required surface area for wetland treatment.
In addition to providing the SWWP's and the swale system, we are installing outlet control
devices in the form of rip -rap protected earthen weirs with 4" pvc draw down pipes. The top of
the weir is situated at elevation 11.36, which stores the F runoff volume. The volume of the I"
runoff is 195,280 cf. This volume is stored in the SWWP's and the swale system. There actually
is more storage provided in excess of the I" volume by flooding of roadside ditches. The
roadside ditch volume was not taken into consideration during the volume calculations.

The Washington Regional office received the completed
Stormwater Application for the subject project on June 14, 2002.
Staff review of the plans and specifications has determined that
the project, as proposed, will comply with the Stormwater
Regulations set forth in Title 15A NCAC 2H.1000. We are forwarding
Permit No. SW7020612 dated July 26, 2002, to George Winslow
Irrevocable Trust.
This permit replaces all previous stormwater permits for this
site, and shall be effective from the date of issuance until July
26, 2007 and shall be subject to the conditions and limitations as
specified therein. Please pay special attention to the Operation
and Maintenance requirements in this permit, Failure to establish
an adequate system for operation and maintenance of the stormwater
management system will result in future compliance problems.

If any parts, requirements, or limitations contained in this
permit are unacceptable, you have the right to request an
adjudicatory hearing upon written request within thirty (30) days
following receipt of this permit. This request must be in the form
of a written petition, conforming to Chapter 150B of the North
Carolina General Statutes, and filed with the office of
Administrative Hearings, P.O. Drawer 27447, Raleigh, NC 27611-7447.
Unless such demands are made this permit shall be final and
binding.

I. DESIGN STANDARDS
1. This permit is effective only with respect to the nature and
volume of stormwater described in the application and other

3. Approved plans and specifications for this project are
incorporated by reference and are enforceable parts of the

4. No homeowner/lot owner/developer shall be allowed to fill in,
alter, or pipe any vegetative practices (such as swales) shown
on the approved plans as part of the stormwater management
system without submitting a revision to the permit and
receiving approval from the Division.

6. The Director may notify the permittee when the permitted site
does not meet one or more of the minimum requirements of the
permit. Within the time frame specified in the notice, the
permittee shall submit a written time schedule to the Director
for modifying the site to meet minimum requirements. The
permittee shall provide copies of revised plans and
certification in writing to the Director that the changes have
been made.
II. SCHEDULE OF COMPLIANCE
1. The permittee will comply with the following schedule for
construction and maintenance of the stormwater management
system.
a. The stormwater management system shall be constructed in
its entirety, vegetated and operational for its intended
use prior to the construction of any built -upon surfaces
except roads.
b. During construction, erosion shall be kept to a minimum
and any eroded areas of the system will be repaired
immediately.
2. The facilities must be properly maintained and operated at all
times. The approved Operation and Maintenance Plan must be
followed in its entirety and maintenance must occur at the
scheduled intervals.
3. The permittee shall at all times provide the operation and
maintenance necessary to assure the permitted stormwater
system functions at optimum efficiency including, but not
limited to:

a. Semi-annual scheduled inspections (every 6 months)
b. Sediment removal
C. Mowing and revegetation of side slopes
d. Immediate repair of eroded areas
e. Maintenance of side slopes in accordance with approved
plans and specifications
f. Debris removal and unclogging of outlet structure,
orifice device and catch basins and piping.
4. Records of maintenance activities must be kept and made
available upon request to authorized personnel of DWQ. The
records will indicate the date, activity, name of person
performing the work and what actions were taken.
5. This permit shall become voidable unless the facilities are
constructed in accordance with the conditions of this permit,
the approved plans and specifications, and other supporting
data.
6. Upon completion of construction and prior to operation of this
permitted facility, a certification must be received from an
appropriate designer for the system installed certifying that
the permitted facility has been installed in accordance with
this permit, the approved plans and specifications, and other
supporting documentation. Mail the Certification to the
Washington Regional Office, 943 Washington Square Mall,
Washington, North Carolina, 27889, attention Division of Water
Quality.
7. A copy of the approved plans and specifications shall be
maintained on file by the Permittee for a minimum of five
years from the date of the completion of construction.
III. GENERAL CONDITIONS
1. This permit is not transferable. In the event there is a
desire for the facilities to change ownership, or there is a
name change of the Permittee, a formal permit request must be
submitted to the Division of Water Quality accompanied by an
application fee, documentation from the parties involved, and
other supporting materials as may be appropriate. The
approval of this request will be considered on its merits and
may or may not be approved.
2. Failure to abide by the conditions and limitations contained
in this permit may subject the Permittee to enforcement action
by the Division of Water Quality, in accordance with North
Carolina General Statute 143-215.6(a) to 143-215.6(c).

3. The issuance of this permit does not preclude the Permittee
from complying with any and all statutes, rules, regulations,
or ordinances which may be imposed by other government
agencies (local, state, and federal) which have jurisdiction.
4. In the event that the facilities fail to perform
satisfactorily, including the creation of nuisance conditions,
the Permittee shall take immediate corrective action,
including those as may be required by this Division, such as
the construction of additional or replacement stormwater
management systems.
5. The permit may be modified, revoked and reissued or terminated
for cause. The filing of a request for a permit modification,
revocation and reissuance or termination does not stay any
permit condition.
