DOC TYPE ❑ CURRENT PERMIT ❑ APPROVED PLANS ❑ HISTORICAL FILE COMPLIANCE EVALUATION INSPECTION DOC DATEG� YYYYMMDD TIMMONS GROUP YOUR VISION ACHIEVED THROUGH OURS, February 25,2019 ONUS Bldg N-6307 Laydown Yard Addition SCM Inspection Fort Bragg, Fayetteville, NC 28310 RE: SCM Investigation and Assessment N 0 n ry Per a request to certify a Stormwater Control Measure (SCM) constructed at Fort Bragg, U NC, Timmons Group, Inc. has inspected the SCM located at ONUS Bldg N-3607. The Z inspection was conducted on February 14, 2019. Based on initial inspection the SCM appeared o to be functioning as an underground dry detention chamber. v The site appears to be a gravel laydown yard for maintenance vehicles on base. There is a M storage building at the upstream end of the laydown yard. The gravel in the laydown yard — m appears to be compacted ABC stone. There is a Swale on the south side of the laydown yard 0 that a majority of the stormwater collects prior to entering the underground detention chamber. x There are several grated inlets on site that capture stormwater runoff and direct it to the underground detention chamber. There are also several manholes on site that are associated en with the underground chamber and the storm stormwater system, There are observation ports a also located along one of the underground chambers. It is noted that these ports appeared to be covered by the stone and uncovered just prior to our visit. The location of these manholes and grated inlets appear to be consistent with the construction plans. At the time of our inspection, grated inlets seemed to be clear of debris and were functioning properly. It is noted that there were some grated inlets at the western portion of 0 the site were not capturing very much drainage, however they did appear to comply with the r construction plans. Manholes were inspected as well and seemed to be of sound construction and functioning properly. Flow splitter devices within these manholes were noted and seemed to be functioning properly. The observation ports were pulled and inspected as well. It is noted that given the size of these inspection ports and the size of the underground detention device, a pipe camera system would need to be utilized in order to determine the state of the J�E underground portion of this device that is not accessible due to size. All observation within this report was done via access to manholes and the visible portions accessible by traditional means. During the inspection, we spoke with those who used the site and were familiar with the area, and there have been no reports nor issues with stormwater since the system was installed. 3 It was noted that most do not realize there is a device underground at the site, which can often a be the case with underground detention systems. _ Based on our inspection, it appears that the underground detention chamber is functioning — properly. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. On the landscaping plan, please include the total amount of trees, shrubs, and herbaceous plants that will be planted in the bioretention cell and include the size, spacing, and location of the plantings on the plan sheets. Also, please include a planting detail and source of nursery for the plants. 2. On plan sheet C-4, please change the detail from Stormwater Pond to Bioretention Cell. 3. Please include a detail for the overflow structure. 4. Surface Area is listed as 6,557.0 but the volume is 6,919.0 with a depth of 12 inches. Please include calculations for the volume. 5. Please make sure to include all applicable items from the Required Items Checklist. Some of the missing items include cell dimensions and recorded drainage easement and public right of way. The requested information should be received by this Office prior to March 11, 2011, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. If you need additional time to submit the information, please send your request, including date by which you expect to submit the required information, to my attention.
