Straw must be stabilized by either use of emulsified asphalt or by crimping the straw into the ground. Emulsified Asphalt: Emulsified asphalt shall be applied at a rate heavy enough that the entire area appears black in color; with particular attention paid to the edges of areas, crests of ridges, and banks to prevent wind damage. Crimping: Straw may be crimped with a mulch anchoring toot or a wheel disk with dull blades set nearly straight may be used as a mulch anchoring tool. Crimping is not permitted on slopes steeper than 3:1. Hydroseeding: Hydroseeding shall only be allowable on slopes steeper than 1 horizontal to 1 vertical.
