Dear Mr. Patterson,
This letter is to request a site plan revision to the permit. The revision is to change the amount of
impervious area bypassing treatment. The reason for the additional bypass area is due to a
sidewalk connection from the site to an existing sidewalk located across I.,00p Road. The
impervious areas amount to 0.20 acres that will be bypassing treatment. The approved and
revised areas are as follows:
— Existing impervious area = 2.36 acres
— Bypass impervious area as permitted = 2.06 acres
— Revised bypass impervious area = 2.26 acres
As stated above the revised bypass impervious area is still less than the existing impervious area

The Division of Water Quality received your Stormwater Management Permit Application for the
subject project on September 23, 2010. After a preliminary review the submittal was found to be
substantially incomplete. Per DWQ requirements and policies, this Office is hereby returning the
subject application package as incomplete.
The application is incomplete based on the following items:
The design basis of 85% TSS removal is not. being met for a large portion of the site. The
StormTech. Isolator Row only claims to remove 80% TSS. It is also my understanding that the
use of a different proprietary device may be used instead, but not finalized. We need to have
final plans so we know what is to be permitted and constructed. Any change to what is
permitted requires application for a permit modification. Proprietary devices will have to go
through the PEP program. This is typically a more lengthy and collaborative approval process;
and involves monitoring.
2. Please delineate the drainage area to each treatment BMP provided. The drainage area map
provided appears outdated in that it shows BMPs no longer proposed, and does not show
others proposed in their place. BMP labels must correspond to the drainage area labels on the
supplement forms and in the table of IV.10. of the main application form (SWU-101).
3. Please clearly identify and label each BMP on the storm plan sheets.
4. What is the Site Work Bulletin #1 referenced in the revisions block related to the stormwater
system?
5. Soil borings were provided, but no other soils report was provided identifying SHWT elevations
(all BMPs) or infiltration rates (for BMPs using infiltration).
6. No supporting calculations were provided for the infiltration trenches.

7. The P-index and type of sod must be specified for the bioretention cells.
8. Infiltration trenches should not be sited in fill material as proposed. Case -by -case variances
may be granted as per the rules.
9. Wetlands must be delineated on the plans, or provide a note that none exist on the site.
10. Note that you can take "credit" for the existing BUA on the site being removed. At a
minimum, the net increase in BUA must be treated for 85% TSS removal. Provide a list of
existing impervious to be removed and to remain, proposed impervious to be treated, and
proposed impervious not treated.
Until a State Stormwater Permit is issued for this project, the construction of any impervious surfaces,
other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a
violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
