I also looked into the energy dissipater for the outfall and the New York DOT Method used by NCDENR Land Quality for a 12" pipe at 9.67 fps calls for Zone 2 apron material which is classified as light stone (Class B) that is approximately 3' long by 3' wide and a minimum thickness of 18". The plans call for the pipe to outfall into the forebay and the detail shows the forebay to consist of Class A rip rap 25' x8' x12" thick. I think this is sufficient to dissipate the flow since it is not just a small 3'x3' area. I also have rotated the cell to show the 53' dimension parallel to the contours so that any excess water would sheet flow over this edge and continue to sheet flow into the wooded area downstream of the cell. A 10' wide vegetative filter has been added to the downstream side of the cell to stabilize the area and prevent erosion. I have also attached a revised plan sheet showing the cell revisions. We have included the revised permit and a revised sheet C5.0. The 3.7 acres includes the temporary drive and temporary sediment basin which will be removed and are downstream of the project drainage area. Also this area would lower the percent impervious and the SWMP design would be less conservative. The actual area of the project not including the temporary drive and basin is 3.08 acres. The permit and calculations have been updated to reflect this value. The permit has been updated to reflect the correct stream classification. The calculations on the permit had been done specifically for the sub drainage area that is to be treated to account for the addition in impervious area. These calculations have been revised and now reflect the entire project area. The basin calculations reflect those only of the sub area to be treated that will discharge into the basin. I'm assuming this is the Logan Hall project. I have a couple of minor issues with the application. 1) application shows erosion control plan for 3.7 acres of disturbed area, but lists project area as 1.32 acres 2) the receiving stream is listed as Nicks Creek with classification of WS-III, this should be Mill Creek with classification of WS-III;HQW;@ (stream index 18-23-11-(1)) or WS-III,B;HQW:@ (stream index 18-23-11-(2)) depending on which part of Mill Creek the area would drain to. I need an explanation of the difference between disturbed area and project area and a revised page 3 of 6 of the application with the correct receiving stream name, classification and stream index. This can be e-mailed to me to save time since the revision is not on a signature page.
