On May 2, 2012, I, Michael Lawyer from the Fayetteville Regional Office of the Division of Water Quality
conducted a Compliance Evaluation Inspection at the SOF TUAV Hangar Facility located at the intersection
of Yadkin Road and Canopy Lane, Fort Bragg, Cumberland County, North Carolina. The purpose of the
inspection was to ensure compliance with State Stormwater Management Permit SW6100602, which was
issued on June 30, 2010. A copy of the Compliance Inspection Report is enclosed for your review. As a result
of the inspection and file review, it has been determined that the facility is in compliance with the subject
permit and approved plans. However, a signed Designer's Certification has not been received by this office
and needs to be submitted.
Please refer to the enclosed Compliance Inspection Report for additional comments and observations made

I spoke to Fred a few minutes ago about these items. I didn't have his email address with me
at the moment, so I'm sending this to you. Please note that the project number has changed.
You only need to submit items that have changed (2 copie< of plans that change, talcs that
change, supplement forms that change, etc.)
The Division of Water Quality Central Office received a Stormwater Management Permit
Application for the subject project on June 15, 2010. A preliminary review of that
information has determined that the application is not complete. The following information
is needed to continue the stormwater review:
1. The concrete level spreader at the entrance to the forebay does not need to be 10-feet
wide for DWQ requirements. It can be reduced to the width of a curb. Chapter 8 of the BMP
Manual has examples of typical level spreaders,.
2. Clean outs need to be provided for the sand filter underdrains.
3. The sod and topsoil should be removed from the surface of the sand media. This will
potentially reduce infiltration rates and increase clogging. Having exposed sand will make
future maintenance easier as well. Surge stone or similar is allowed on the top of the sand
if you so choose.
4. The 6-inch pipe from the trench drain should discharge into the forebay, instead of
directly to the sand chamber.
5. The sand filter profile on sheet C-506 shows 1' to 6" of sand media depth. A minimum of
18" of sand media total depth is required, with at least 12" above the underdrains.
6. Storage for the adjusted water quality volume (2,378 cf) must be provided between the
sediment chamber and above the sand media in the sand chamber. Based on the overflow weir
elevation (364') from the sand chamber, there is no storage above the sand media.
Please note that this request for additional information is in response to a preliminary
review. The requested information should be received by this Office prior to July 23, 2010,
or the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee.
If you need additional time to submit the information, please mail, fax, or email your
request for a time extension to the Division at the address and fax number at the bottom of
this email. The request must indicate the date by which you expect to submit the required
information. The Division is allowed 90 days from the receipt of a completed application to
issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.
