Project Stormwater Narrative:
The proposed project is located on the campus of Sandhills Community in the community of
Southern Pines, Moore County, North Carolina. The existing tract of land to be developed is
undeveloped, wooded with pines, with moderate and gently slopes. Soils are SM. The project
proposes a new physical plant which is in essence one large main building structure of 28,000 sf
(+/-) and additional outbuildings for storage and maintenance equipment. Building construction
totals approximately 36,000 sf for the project. The project will use an adjoining parking lot
(Homer Lot) as well as perimeter parking at the main buildings for service vehicles. An access
drive to the new facility will also be constructed.
New stormwater runoff will be collected in perimeter storm drain piping and structures
surrounding the building and will be piped to an infiltration basin to be located at the end of the
proposed access drive. The grades allow for gravity flow of all stormwater. A soils
investigation was completed in the area for the new infiltration basin showing the existing soils
adequate for infiltration treatment systems. The infiltration rate for the in situ soils is extremely
high at 25.32 in/hr, making an infiltration time of three days difficult to achieve with a
reasonably sizing infiltration area. A sediment basin shall be converted to the infiltration basin
after stabilization. Its bottom dimension of 44' x 22' shall be accepted as the bottom dimensions
of the infiltrating area. It should be noted that a two day draw down time only requires an
infiltrating surface area of 85 square feet. The larger area will provide additional treatment for
flows in excess of those required and should help with water quality. The overflow of excessive
flows shall be discharged into a 50' vegetative swale. The length of the swale is such due to
allowable velocities for grass lined swales.
The required volume to detain from pre/post impervious runoff (4,491 ft^3) is fully contained in
the infiltration basin (5, 984 ft^3) with soils allowing for its complete infiltration without
discharge.
