Wetlands a S`o k QUHLITY' tmwaler Branrh In response to your request dated November 26, 2008, the following information is provided: On the application form SWU-101, the table in 111.8. needs to show one drainage area for each of the two wet detention ponds. Only one column was filled out for the overall site. The table in 11I.8 has been revised to show one area for each drainage area. 2. The SHWT is well below the permanent pool elevation (PPE) of each of the proposed wet ponds. Please specify how the water will be kept at the PPE. Depending on the site soils, a clay liner (compacted to have infiltration <0.01 in/hr.), or equivalent, may need to be provided in order to maintain the permanent pool. If a clay liner is proposed, then a minimum 4-inch layer of topsoil shall be provided on the vegetated she ffor planting. The plans have been revised to show a 12" clay liner around the permanent pool. Infiltration rates of the liner were added to the detention pond details. Topsoil thickness for all pervious areas is listed on OCS details on Sheet D-2C. 3. The offsite area (Basin 1 Q directed to wet pond 2 must either be bypassed, or accounted for (treated) in the pond. f it cannot be bypassed, then a future complete build -out must be assumed when determining the impervious area of the off ite area. Offsite drainage area "Basin 1 C" has been assumed to be a residential development with average lot sizes of 1.0 Ac. The specifications (02300-5) mentions dewatering during construction. f this dewatering activity will be near the wetlands, then some type of operation and monitoring plan may be needed to ensure that the wetlands are not dewatered. A caution note regarding dewatering near the wetlands has been added to Sheets ES-1 and C-2. 5. Is there a weir near the PPE in the stone gabion forebay berms to allow water to pass to the main pond area; or is the flow expected to he able to flow/f Iter through the voids stone gabion? The stone dams are porous which will allow water to flow through the dams. Additionally a weir opening will be placed at the top layer of the dam to transmit water into the main pond during higher storm events. See Sheet C-2 for detail. 6. The stage / storage tables need to have values at both the PPE and the temporary pool elevation (TPE) so that we can verify the minimum treatment volume is provided. Stage storage tables have been revised to depict data requested. 7. The pond details on D-2C give the appearance that the vegetative shelf is flat and all at the PPE. Please revise to show that the PPE intersects the middle of the she f leaving 6" of the shelf below and 6" above the PPE. The detention pond shelf details have been revised. See sheet D-2C. 8. Please revise the landscaping plans for the wet ponds. No trees or woody shrubs are allowed on the pond embankment as they may threaten the integrity of the embankment. The plants on the vegetative shelf should consist of any combination afar least three emergent plants and shallow land herbaceous plants. A list of Plants can be foun d on pages 9-19 and 9-20 of the BMP Manual. The landscape planting plans have been revised according to the revisions requested. See Sheets L- 3 and L-4 for revisions. 9. It does not appear that the treatment volume draws down between 2 and 5 days. The orifice drawdown calculation provided does not use the correct head. The average head to use in the orifice equation is approximately 113 of the distance between the PPE and the elevation of the next available outlet above the PPE. Please also show all of the internal calculations done to calculate the drawdown time that are done in the spreadsheet. The volume to use in this calculation is the minimum required treatment volume determined by the Simple Method. The drawdown orifice calculations have been revised to reflect the appropriate head value. Additionally the calculations have been included for your reference. Robert D. The detention pond easement is listed on Sheet C-2 around the ponds and along the access drive to the west of the Wal-Mart parcel. 11. Please note that when each outparcel is developed, revised plans and appropriate application forms must be submitted for approval by DWQ. A note has been added to Sheet C-2. It is our hope that the information provided above will enable the Stormwater Permitting Unit to approve the project based on the changes that were made.
