That permit authorial you to discharge stomrwater to the surface waters of North Carolina Those point source discharges are associated with activities such as clearing, grading, and other land disturbing and construction activities. The purpose of this letter is to draw your attention to and to stress the importance of that NPDES General Stormwata Permit. The requirements contained in the stormwater permit coupled with the requirements called for by the Division of Lend Resources are vitally important to the protection of the waters of the State. If you have not already done so, you are urged to immediately read and adhere to the starmwater permit requirements contained there in. Of particular importance are Parts I and B of the permit Peru I and 11 set forth the minimum visual monitoring and reporting requirements for your starmwarer discharge. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement stormwater management systems. 6. The permittee grants DENR Staff permission to enter the property during normal business hours for the purpose of inspecting all components of the permitted stormwater management facility. 7. The Clark Group advanced several borings in the vicinity of the proposed pond and found that the SFIWT ranged, depending on location, from an elevation of approximately 118.5 ft. above mean sea level (msl) to 120.3 ft. msl within the basin. Borings advanced along the boundary of the wetland indicate that the SHTW is approximately 1 ft. below ground surface. The most upgradient portion of the wetland exists at an elevation of approximately 117.0 ft msl; therefore, the SHWT exists at an elevation of approximately 116.0 ft. msl along the upgradient wetland boundary. Subject: Request for Additional Information Stormwater Project No. SW6080502 Onslow Container Service Cumberland County The Division of Water Quality Central Office received a Stormwater Management Permit Application for the subject project on May 22, 2008. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the Stormwater review: 1. Please complete the Required Items Checklist on the Wet Detention Basin Supplement Form. 2. What will this site be used for; will there not be any buildings on the site? If there will be impervious area on the site other than gravel parking, please revise the table on page 2 of SWU-101. It appears on the grading plan that a portion of Front Street (offsite area) flows towards DI 91. How will the site area draining to the north be conveyed to DI #1; and where will the street runoff go? 4. Please provide a copy of the wetland delineation signed by the USACE. If it has not been signed yet, provide a copy of the plan to scale that was submitted for concurrence by the USACE. Please provide the estimated seasonal high water table (SHWT) elevation at the basin. The permanent pool elevation (PPE) should be set within 6" of the SHWT to prevent draining of the adjacent wetlands. If the SHWT is below the PPE, then a liner will need to be provided in order to maintain the permanent pool. 6. It is the policy of DWQ that french drains cannot be used to artificially drawdown the water table, especially with the proximity of the adjacent wetlands. The drain could potentially drain the wetland. 7. The average depth calculation used to calculate the SA/DA ratio on page 4 of the calculations is incorrect. The forebay elevations on page 3 of the basin O&M agreement do not match those provided on the plans and calculations. Please correct the discrepancy. 10. Please revise the orifice drawdown calculation using average head equal to 1/3 (instead of %) of the distance between the PPE and the elevation of the next available outlet above the PPE. 11. Please revise the east slope of the forebay above the vegetated shelf to have a slope no steeper than 3:1 (H:V). 12. The emergency spillway must be a hardened structure to prevent erosion during larger storm events. 13. The basin outlet pipe needs to be sloped to provide positive flow. 14. Rainfall depth and intensity for the 1-year, 24-hour stone can be found for all areas of NC at this website: http://hdsc.nws.noaa.gov/hdsc/pfds/orb/nc_pfds.html Please revise calculations as needed. 15. The level spreader lip (el. 115.5) is lower than the "down slope" elevation shown on the plans for the filter strip (existing el. 116.5). Please correct this discrepancy. Please provide a swale or equivalent to keep water from flowing around the sides of the lip. 16. There is an inconsistency in the location of the level spreader between sheet 1 and sheet L-101 Please correct and be sure that the level spreader and filter strip is parallel with the down slope contours. 17. The filter strip should be planted with a full uniform cover like grass or sod. The areas between the soft rush plants specified on the planting plan will be very susceptible.to erosion. 18. Wetland plants should only be planted on the vegetated shelf of the basin. The slopes above the temporary pool should be stabilized with grass. Otherwise, the soil between the plants will be susceptible to erosion. 19. Calculations for swale A are based on bermuda grass cover. However, there are trees and shrubs shown instead of bermuda grass on the planting plan. Please clarify. 20. Please submit any information regarding turn lanes or road widening as a result of this project that may be required on Front Street. Any new impervious area to the Moore Road will need to be treated on this site to the maximum extent practicable. 21. Please note that many of our application forms have been updated in recent months. We suggest always checking for updated forms online when submitting a project. Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to June 30, 2008, or the application.will be returned as incomplete.
