Please find enclosed the completed strcaJn classification request form for the Niels Pic Kwik
project to be located in Moore County as well as a page from the North Carolina Stream Classification
Schedule. Based on project location information provided on the USCS quad shect that was included
with the classification request form, it. has been determined that Stormwater from this project will drain
to a section of the Little River described as 'From source to backwaters of Thagards lake' in the Cape
Fear River Basin. This section of the Little River is currently classified as WS-I11;HQW (Water Supply-
II1;High Quality Water). Due to the secondary classification of this section of the Little River as High
Quality Water and the distance from the project area to the tributary/stream being less than one mile
(5,280 feet), a Stormwater Management Permit is required for this project prior to the
construction of any built -upon areas. Be advised that construction of any built -upon areas prior
to issuance of a Stormwater Management Permit will be considered a violation of the North
Carolina Administrative Codes and could result in the assessment of civil penalties of up to
$25,000 per day, per violation. The local governing authority for compliance must also review
development projects that drain to Water Supply Watersheds, if applicable.
To acquire the Stormwater Management Permit, please complete and submit to this office Form
SWU-101, any and all applicable supplement forms and the appropriate fee of $420, which must be in
the form of a check made payable to the North Carolina Department of Environment and Natural
Resources (NCDENR). You can find Form SWU-101 and all applicable supplement forms on our

submit to this office your application package, or schedule of construction if the project is not to

NARRATIVE
Project Description: The project is located on NC. Hwy. 211 in West End, North
Carolina. Construction consists of demolition of existing structures, grading, erosion and
sediment control, utility installations, paving, and the construction of a 3,750 sf single
story building with associated gasoline pumps and canopy. The total disturbed area is
approximately 1.36 acres.
Existing Site Conditions: The site is an approximately 1.76 acre tract located 0.22 miles
north of the intersection of NC Hwy. 211 and NC Hwy. 73 on the comer of NC Hwy. 211
and Pinewood St. in West End, North Carolina. The site was previously built upon. The
site is generally sloped towards the northwestern side of the property at 5-8%.
Adiacent Areas: The site is bounded by properties zoned RA-20. The southern portion
of the property has frontage on Pinewood St. and NC Hwy. 211 on the western edge of
the property.
Off -Site Areas: There are no planned off -site activities.
Soils: The site soil is primarily Candor -urban.
Efforts taken to reduce built -upon area: The proposed facility has been designed to
utilize the minimum amount of built -upon area to safely support vehicular/pedestrian
traffic through the site.
Basis for selection of design rainfall event: The property is located in a WS-111-HQW
watershed and requires the treatment of the first F of rainfall. The storage volume was
determined using the Schueler Method and filter area based on Darcy's Law. The design
information was attained from the City of High Point and NCDENR. REF: City of High
Point BMP Design Manual, City of High Point Central Engineering Department;
NCDENR Stormwater BMP Manual, North Carolina Department of Environment and
Natural Resources.
Basis for selection of BMP: The Bioretention unit will meet the necessary 85% TSS
removal and will effectively treat the first I" of rainfall. The constraint of area was also a
determining factor in choosing Bioretention as a preferred Stormwater treatment.
Calculations: Provided in this packet.
Planting Schedule: A planting schedule is provided on plans.
_Maintenance Requirements: The maintenance requirements have been provided on
plans.
Erosion Control Measures: All erosion and sediment control measures and devices are
to be in accordance wit he latest edition of the North Carolina Erosion and Sediment
Control Manual.

On Thursday, March 8, 2007, the Watershed Review Board approved your request for a Special
Non -Residential Intensity Allocation for property described by Land Record Key.# 16228 and
located at the intersection of NC Hwy 211 and Pinewood Street. This approval was subject to
the following conditions:
■ Construction shall be consistent with the approved Detailed Site Plan.
• Construction of the carwash cannot proceed unless approved by Environmental
Health. If it is not approved, the built -upon area shall be further minimized.
■ The bioretention cell shall not be used for car wash discharge.
• Exposed soils shall be stabilized. with permanent cover at such time grading is
complete and when the septic system is installed.
■ Silt fences shall be installed to prevent offsite run-off.
■ Trees to be preserved shall be flagged during construction.
■ Drainage from the curb -cut shall be directed to the bioretention cell and shall not be
allowed to flow off -site.
• Approval must be received from NCDOT for any post -development discharge to the
state drainage network.
■ A zoning permit shall not be issued until such time as the following are addressed:
■ A septic permit is approved. This permit must reflect the location of the
grease trap. The location of the septic must be consistent with the site plan
submitted.
• The well on the Hanson property within the setback of the septic system is
properly abandoned in accordance with all state requirements.
• NCDOT approves final permits and all preconstruction requirements are
met.
• A plan is submitted to and approved by Moore County Utilities depicting the
location of the water tap that must he made under NC Hwy 211.
• A Reduced Pressure Backflow Assembly is approved by Moore County
Utilities and provided for the carwash.
• All plantings shall comply with the requirements of the Highway Corridor Overlay
District and must be complete or bonded prior to issuance of a Certificate of
Occupancy.
• All lighting must meet the requirement of the Highway Corridor Overlay District.
■ A separate sign permit is required.
A stamped copy of the site plan with conditions is attached for your records. Please retain this
information for future reference in the event any changes occur with use of the property.
Construction must proceed in accordance with the site plan. Any changes will need to be
approved by this office prior to implementation.

Nic's Pic Kwik, Inc. Property — 1.76 Acres
Dear Mr. Welborn,
A site investigation has been conducted for the above referenced property, located on the
northern side of the intersection of NC Highway 211 and Pinewood Street, Mineral Springs
Township, Moore County, North Carolina. The purpose of this investigation was to determine
the soil's ability to support a bioretention area. All soil determinations were made in accordance
with "North Carolina Stormwater Best Management Practice Manual and Administrative Code
Section: 15A NCAC 2H .1000". All borings were performed using hand powered soil augers.
The soil underlying this property is described in the Soil Survey of Moore County, North
Carolina, as the Candor - Urban land complex soil series and taxonomically classified as sandy,
siliceous, thermic Arenic Paleudults. The presence of the Candor soil and slight variations of
this soil series was confirmed at the site with multiple auger borings (see attached soil
description sheets and soil boring log). These somewhat excessively drained soils consist of
Coastal Plain sediments with surface textures of sand or loamy sand and subsurface textures
ranging from loose sands to friable sandy clay loams.
The soils adjacent to the northern property boundary and located within the area proposed
to be utilized for the bioretention area were observed to have a light friable sandy clay loam
subsurface horizon ranging in thickness from 6 to 20 inches that extended no further than 48
inches below the soil surface. Sand, loamy sand, and/or sandy loam textured horizons were
observed immediately below the sandy clay loam horizons and ranged from 38 to 120 inches
below the soil surface. The most restrictive soil horizons were typically observed at depths
greater than 4 feet from the soil surface and should accept a minimum infiltration rate of 1.0
inch/hour. Soil characteristics indicating a seasonally high water table were not observed within
10 feet of the soil surface. It should be noted that field determinations of soil infiltration rates for
the most restrictive horizons were not determined in -situ and that soil horizon permeability
ranges from 0.6 to 20 inches/hour as cited by the Soil Survey Manual of Moore County.

The soils underlying the proposed bioretention area appear adequate to support the
proposed bioretention area plan. As stated earlier, sandy clay loam subsurface textures were
observed but are confined to the top 48 inches of the soil profile and should be completely
excavated with the proposed construction plan. Soils below the design depth were observed to
have sand, loamy sand and/or sandy loam textures and should be able to accept an infiltration
rate of 1.0 inch/hour.
