Wetland impacts have been minimized as much as possible in the design of the project while still taking into account the HOA requirements and impervious cover restrictions. The site plan would impact 0.09 acres of 404 wetlands. To mitigate for these impacts, the Hartmans propose to buy 0.1 acre of non - riparian wetland credits from a private mitigation bank. Explain the purpose of the proposed project: The purpose of the project is to construct a single - family house within the lot. The applicant/landowner lives next door to the project area and owns both lots. He plans to build a house for his mother -in -law to live in. She currently lives with them, but they would like to provide her with more space and independence, while still having her in close proximity. In the future, the house will be occupied by two of his adult children who have disabilities. This will allow them to live an independent life with some supervision. Because people with disabilities will be living in the house, the chosen site plan will have two bedrooms on the first floor. 3e. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Wetland impacts have been minimized as much as possible in the design of the project while still taking into account the HOA requirements and impervious cover restrictions. HOA guidelines state that adjacent residences should be considered when determining house placement. Preferably, the front of a house should line up with adjacent houses. If the house footprint was pushed to the rear of the lot to avoid wetlands, it would look awkward and likely decrease its value and the value of adjacent homes. Furthermore, the stormwater permit for the subdivision restricts the amount of impervious cover for each lot. Putting the house in the back of the lot would require more impervious cover to be allocated to a longer walkway and driveway and the house footprint itself would need to be decreased so that this threshold is not exceeded. Based on the requirements of the future tenants, a smaller house plan would be impracticable. Finally, this wetland pocket appears to be of low quality and minimal function. Vegetation has been cleared and hydric soil indicators are minimal. The applicant proposes to impact and mitigate for the entire wetland pocket (0.09 ac), since any remnant left after construction would not provide wetland value. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
