GENERAL NOTE - GRADING/SITE DEVELOPMENT
1) ALL REQUIRED PERMITS MUST BE OBTAINED AND A COPY MAINTAINED ON SITE PRIOR TO COMMENCING
WORK. ONCE WORK BEGINS, ANY CONSTRUCTION ENTRANCES SHOULD BE INSTALLED BEFORE ALL
OTHER MEASURES, FOLLOWED BY ANY NEEDED CULVERTS. THE PERIMETER CONTROLS ARE THEN TO
BE INSTALLED WITH ONLY THE DISTURBANCE NECESSARY FOR THEIR CONSTRUCTION. ALL REQUIRED
EROSION CONTROL DEVICES SHALL BE INSTALLED PRIOR TO THE INSTALLATION OF ANY
UNDERGROUND UTILITIES OR SITE GRADING ACTIVITIES. SEE THE APPLICABLE PLAN SHEETS FOR THE
NECESSARY EROSION CONTROL REQUIREMENTS, MAINTENANCE AND STABILIZATION OF THE WORK
SITE.
2) DURING CONSTRUCTION AND UNTIL TURF IS ESTABLISHED, ALL EROSION DEVICES SHALL BE
MONITORED AND MAINTAINED PER THE SPECIFIED MAINTENANCE SCHEDULE (SEE EROSION CONTROL
PLAN SHEETS). ALL COMPLETED WORK AREAS THAT HAVE BEEN BROUGHT TO GRADE SHALL BE

3) CONTRACTOR SHALL VERIFY ALL FIELD CONDITIONS PRIOR TO BEGINNING WORK. CONTRACTOR SHALL
VERIFY LOCATION AND DEPTH OF ALL APPLICABLE UTILITIES AFFECTING THE PROJECT (ON AND OFF
SITE).
4) THE CONTRACTOR SHALL CONTACT THE NORTH CAROLINA ONE -CALL CENTER AT 8-1-1 AT LEAST 72
HOURS IN ADVANCE OF THE CONSTRUCTION. INDIVIDUAL UTILITY AGENCIES NOT PARTICIPATING IN
THE ONE -CALL PROGRAM SHALL BE CONTACTED INDEPENDENTLY BY THE CONTRACTOR.
5) UPON VERIFICATION OF THE LOCATION AND DEPTH OF ALL UTILITIES, CONTRACTOR SHALL VERIFY
THAT THERE ARE NO CONFLICTS WITH THE EXISTING UTILITIES. ANY CONFLICTS SHALL BE REPORTED
TO THE ENGINEER FOR EVALUATION AND REDESIGN (IF NECESSARY). THE CONTRACTOR SHALL NOT
COMMENCE WORK IN THE AREA UNTIL THE CONFLICT IS RESOLVED.
6) ALL EXCAVATION FOR THIS PROJECT SHALL BE CONSIDERED UNCLASSIFIED, UNLESS SPECIAL
PROVISIONS ARE STATED IN THE CONTRACT DOCUMENTS,
7) DURING EXCAVATION, ALL FOREIGN DEBRIS AND UNSUITABLE FILL MATERIALS SHALL BE REMOVED AND
DISPOSED OF OFFSITE OR LOCATION APPROVED. BY OWNER.
8) ON -SITE BURIAL PITS, WHEN APPROVED, SHALL BE CLEARLY MARKED ON THE FIELD RECORD
DRAWINGS AND A COPY OF THOSE DRAWINGS SHALL BE PROVIDED TO THE OWNER. THE USE OF
BURIAL PITS SHALL BE COORDINATED WITH THE OWNER AND ENGINEER PRIOR TO USE.
9) ALL FILL SHALL BE COMPACTED TO 95% STANDARD PROCTOR (ASTM D698) MAXIMUM DRY DENSITY FOR
SPECIFIED MATERIAL. "LIGHTWEIGHT" OR HIGHLY PLASTIC SOILS SHALL NOT BE USED AS FILL UNDER
ROADWAYS, BUILDINGS AND OTHER STRUCTURAL AREAS. LIGHTWEIGHT OR PLASTIC SOILS AS
DEFINED BY THE GEOTECHNICAL ENGINEER. 100% STANDARD PROCTOR OF MAXIMUM DRY DENSITY
SHALL BE ATTAINED FOR DRIVEWAYS, PARKING LOTS AND BUILDINGS (UPPER 12" OF SUBGRADE).
10) AREAS CUT TO GRADE (RESIDUAL SOILS) SHALL BE PROOFROLLED (MIN. 50,000 LBS) OR TESTED BY
OTHER MEANS TO ENSURE THAT MATERIAL IS SUITABLE FOR STRUCTURAL LOADING. PLASTIC SOILS
SHALL BE UNDERCUT AND DISPOSED OF OFFSITE OR LOCATION APPROVED BY OWNER AND
REPLACED WITH SUITABLE FILL MATERIAL, AS DIRECTED BY THE GEOTECHNICAL ENGINEER,
11) ALL FILL FOR STRUCTURAL AREAS SHALL BE PLACED IN 8%12" LIFTS AND COMPACTED TO 100%
STANDARD PROCTOR MAXIMUM DRY DENSITY (ASTM D698) ATNEAROPTIMUM MOISTURE CONTENT
FOR UPPER 12" AS MEASURED FROM FINISHED GRADE (TOLERANCE SHALL BE +/- 2%)..
12) FILL SLOPES SHALL BE GRADED NO STEEPER THAN 2:1. SLOPES STEEPER THAN 3:1 MAY REQUIRE THE
USE OF EROSION CONTROL BLANKETS (ECBs) TO MINIMIZE AND PREVENT EROSION OF THE SLOPES.
13) IF NECESSARY, SLOPES WHICH EXCEED EIGHT (8) VERTICAL FEET MAY REQUIRE THE USE OF
SYNTHETIC OR VEGETATIVE MATS, IN ADDITION TO NORMAL SEEDING.
14) COMPACTION WITHIN ROAD RIGHTS -OF -WAY SHALL BE AS REQUIRED BY THE GOVERNING AGENCY. AT
A MINIMUM, THE FOLLOWING STANDARDS SHALL BE MET:
A. SUBGRADE SHALL BE COMPACTED TO 100% STANDARD PROCTOR MAXIMUM DRY DENSITY (UPPER
12")
B. AGGREGATE BASE COURSE SHALL BE COMPACTED TO 100% MODIFIED PROCTOR MAXIMUM
DENSITY.
C. INTERMEDIATE AND SURFACE HOT MIX ASPHALT COURSES SHALL BE COMPACTED TO A MIN. OF
92% MAXIMUM SPECIFIC GRAVITY.
D. SUBGRADE AND BASE COURSE SHALL BE PROOFROLLED (50,000 LEIS MIN.). HOT MIX ASHALT
TEMPERATURE AT TIME OF LAYDOWN SHALL BE WITHIN 20"F OF THE PLANT MIX
E. TEMPERATURE (MIN. TEMPERATURE SHALL BE NO LESS THAN 220-230 DEGREES). VARIATIONS OF
THE MINIMUM REQUIREMENTS CAN BE CONSIDERED ON A CASE -BY -CASE BASIS AND
F. MUST BE APPROVED BY THE GEOTECHNICAL ENGINEER.
15) .THE CONSTRUCTION OF ALL STREETS AND DRAINAGE IMPROVEMENTS LOCATED WITHIN THE ROADWAY
RIGHT-OF-WAY SHALL BE GOVERNED BY THE CITY AND/OR STATE DEPARTMENT OF TRANSPORTATION.
16) RIGHT-OF-WAY ARE THE MAINTENANCE RESPONSIBILITY OF THE INDIVIDUAL PROPERTY OWNER OR
HOMEOWNERS ASSOCIATION (HOA), UNLESS OTHERWISE SPECIFIED. WHEN REQUIRED, PRIVATE
DRAINAGE EASEMENTS SHALL BE APPLIED AND ANY OBSTRUCTION OR ENCROACHMENT INTO SAID
EASEMENT IS PROHIBITED. HOMEOWNER OR BUILDER IS SOLELY AT RISK FOR THE REMOVAL AND/OR
DAMAGE OF HARDSCAPES, LANDSCAPING, STRUCTURES OR OTHER IMPROVEMENTS PLACED WITHIN
THE EASEMENTS SHOULD MAINTENANCE NEED TO BE PERFORMED.
17) THE BUILDER SHALL BE RESPONSIBLE FOR MEETING THE BUILDING FOUNDATION DRAINAGE
REQUIREMENTS AS SPECIFIED IN THE INTERNATIONAL RESIDENTIAL CODE (CURRENT VERSION AS
ADOPTED BY GOVERNING AGENCY).
18) ENGINEER DOES NOT WARRANT THAT ANY OR ALL LOTS HAVE BEEN SET UP TO MEET THE BUILDING
FOUNDATION DRAINAGE REQUIREMENTS SET FORTH IN THE INTERNATIONAL RESIDENTIAL CODE.
19) BUILDER SHALL BE RESPONSIBLE FOR MAINTAINING THE ESTABLISHED DRAINAGE PATTERNS OR
ENSURING THAT ANY ALTERATIONS TO THE ESTABLISHED DRAINAGE PATTERNS WILL NOT ADVERSELY
IMPACT THE RECEIVING STORM DRAINAGE SYSTEM AND/OR DOWNSTREAM PROPERTY OWNER.
20) FINAL ELEVATIONS ARE SUBJECT TO CHANGE BASED UPON SITE CONDITIONS, CONSTRUCTION

6. CONSTRUCT OUTLET STRUCTURE ON CONCRETE BALLAST PAD PER DESIGN SPECIFICATIONS. IF
BALLAST PAD IS NOT REQUIRED, ADD 12" MIN. STONE BEDDING.
7. EMERGENCY SPILLWAY SHALL BE CONSTRUCTED OF CLASS 1 RIPRAP. GEOTEXTILE FABRIC SHALL BE
PLACED UNDER STONE. RIPRAP SHALL EXTEND DOWN THE OUTSIDE OF THE BERM TO NATURAL GRADE.
8. BOTTOM OF BASIN TO BE GRADED TO ALLOW MIN. 0.50% SLOPE TOWARD OUTLET STRUCTURE.

10. THE WET POND MUST BE CONSTRUCTED OF LOW PERMEABILITY SOILS TO MAINTAIN THE PERMANENT
POOL ELEVATION. THE USE OF A CLAY LINER, GEOMEMBRANE OR GEOSYNTHETIC CLAY LINER WILL BE
REQUIRED SHOULD THE NATIVE SOILS (IN -SITU MATERIALS) DEMONSTRATE THE INABILITY TO MEET THE
REQUIRED LINER PARAMETERS -NATIVE SOILS AS TESTED BY A LICENSED GEOTECHNICAL ENGINEER.
ALTERNATIVE LINERS SHALL BE APPROVED ON A CASE -BY -CASE. LINER SHALL BE CONSTRUCTED OR
COMPACTED SUCH THAT THE INFILTRATION RATE IS NO MORE THAN 0.01 IN/HR
11. IF "IN -SITU" SOILS ARE TO BE USED, THEN A SOIL ANALYSIS SHALL BE CONDUCTED BY A LICENSED
GEOTECHNICAL ENGINEER TO VERIFY THAT THE ONSITE SOILS (RESIDUAL AND FILL) CONTAIN LOW
PERMEABILITY PROPERTIES SUFFICIENT TO RETAIN WATER WITHIN THE STRUCTURE. IT IS HIGHLY

REQUIREMENTS: -MIX MUST BE UNIFORM AND FREE OF MATERIAL GREATER THAN 2" (STONES. STUMPS,
ROOTS, ETC.) -TEXTURE SHOULD BE LOAMY SAND, WITH NO MORE THAN 10% CLAY (EXCEPT LINER WHEN
REQUIRED) -MINIMUM ORGANIC CONTENT OF 10% BY DRY WEIGHT (WOODY SPECIES) AND 5% (TURF
AREAS)
BMP WET DETENTION POND MAINTENANCE PLAN
1. ONCE THE SITE AND CONTRIBUTING UPLAND DRAINAGE AREA HAS BEEN STABILIZED, ALL
CONSTRUCTION DEBRIS/SILT SHALL BE REMOVED FROM THE POND AND THE PERMANENT STORAGE
VOLUME/DEPTH SHALL BE ESTABLISHED AND VERIFIED IN ACCORDANCE WITH THE APPROVED
DESIGN (POND SHALL BE AS -BUILT VIA FIELD SURVEY AND VERIFIED BY THE DESIGN ENGINEER OR
EQUAL).
2. POND SHALL BE CONSTRUCTED, INCLUDING THE INSTALLATION OF ANY REQUIRED LINERS,
STRUCTURES AND VEGETATION PLANTINGS AS SPECIFIED WITHIN THE DESIGN DOCUMENTS.
3. UPON COMPLETION OF POND CONSTRUCTION, THE POND SHALL BE FILLED WITH WATER UP TO THE
PERMANENT POOL ELEVATION. FILLING OF THE PERMANENT POOL SHALL BE COORDINATED WITH
CITY OF STATESVILLE, POOL CAN EITHER BE FILLED VIA NATURAL RAINFALL OR WITH POTABLE
WATER.
4• POND SHALL BE MAINTAINED AS SPECIFIED AND MAINTENANCE IS THE RESPONSIBILITY OF THE
OWNER.
5. THE PROPERTY OWNER AND/OR HOA WILL BE RESPONSIBLE FOR THE ANNUAL INSPECTION OF
STORMWATER BMP'S.
6. THE GRASS SIDE SLOPES SHALL BE MOWED MONTHLY, OR AS NEEDED.
7. TREES AND INVASIVE SPECIES SHALL BE REMOVED FROM WITHIN THE POND AND ON THE
EMBANKMENTS ON A SEMI-ANNUAL BASIS.
8. TRASH SHALL BE REMOVED FROM THE INSIDE OF, AND AROUND THE POND OUTLET STRUCTURE AND
THE STRUCTURE SHALL BE EXAMINED FOR DAMAGES ANNUALLY.
9. THE OUTLET STRUCTURE ORIFICES ARE TO BE CLEANED AND UNCLOGGED MONTHLY, OR
IMMEDIATELY FOLLOWING LARGER STORM EVENTS.
10. THE OUTLET PIPE IS TO BE INSPECTED, CLEANED, AND REPAIRED AS NEEDED ON AN ANNUAL BASIS.
11. MONITOR THE ACCUMULATION OF SEDIMENTATION ANNUALLY. SEDIMENT IS TO BE REMOVED FROM
THE PERMANENT POOL WHEN THE VOLUME HAS BEEN REDUCED BY 25%. SIMILARLY, SEDIMENT IS TO
BE REMOVED FROM THE FOREBAY WHEN THE VOLUME HAS BEEN REDUCED BY 50%.
12. THE POND BOTTOM SHALL BE MAINTAINED TO PROVIDE PROPER DRAINAGE TOWARDS OUTLET
STRUCTURE. (0.5% MIN BOTTOM SLOPE).
13. ENERGY DISSIPATORS ARE TO BE INSPECTED, CLEANED, AND REPAIRED AS NEEDED.
14. REPAIRS TO THE POND BERMS, SIDE SLOPES, OR ANY ERODED AREAS SHALL BE ADDRESSED
ANNUALLY OR AS NEEDED.
15. MANAGEMENT OF ALL VEGETATION SHOULD BE MONITORED ON AN ANNUAL BASIS TO ENSURE
PROPER PLANT LIFE IS MAINTAINED AT ALL TIMES.
16. CITY OF STATESVILLE MUST BE NOTIFIED IN WRITING OF ANY CHANGES IN MAINTENANCE
RESPONSIBILITY FOR THE STORMWATER DEVICES AT THE SITE.
17. AT MINIMUM, THE TOP AND INTERIOR OF THE POND SHALL BE STABILIZED WITH TALL FESCUS SOD

2. RECORDS OF INSTALLATION AND MAINTENANCE ACTIVITIES. PARTIES RESPONSIBLE FOR THE INSPECTION,
OPERATION, AND MAINTENANCE OF A BMP SHALL MAINTAIN RECORDS OF THE INSTALLATION OF ALL THE

Replacement of
All dead plants should be removed and disposed of, before vegetation that has failed on a large scale is replaced, the cause of
Dead Plants
such failure should be investigated. If the cause can be determined, it should be eliminated before any reinstallation.
Fertilization
The objective of fertilizing at a BMP is to secure optimum vegetative growth rather than yield (often the objective with other
activities such as farming). Infertile soils should be amended before installation and then fertilized periodically thereafter. Fertilizer
can be composed of minerals, organic matter (manure), compost, green crops, or other materials.
Irrigation/ Watering
Watering of the vegetation can often be required during the germination and establishment of the vegetation, as well as
occasionally to preserve the vegetation through drought conditions. This can typically be accomplished by pumping water retained
in the BMP or from the stream, installing a permanent irrigation system or frostproof hose bib, or using portable water trucks.
Mulching
Mulching should be used to maintain soil temperature and moisture, as well as site aesthetics. A half inch layer is typically
adequate. Ideally, mulch should be removed before winter to prevent an infestation of rodents.
Weeding
Weeding is often necessary in the first growing season, particularly if herbaceous grasses are outcompeting the young woody
vegetation growth. The need for weeding may be largely eliminated by minimizing the amount of seed used for temporary erosion
control. Weeding may also be required if, over time, invasive or undesirable species are entering the site and outcompeting plants
that are specifically involved in the treatment of the stormwater.
Disease Control
Based on monitoring observations, either insecticides or (preferably) organic means of pest and fungal control should be used.
Mowing
Mowing of perennial herbaceous grasses and wildflowers, especially once seed heads have set, promotes redistribution of seed
for this selfsustaining system. Mowing should be carefully controlled, however, especially when performed for aesthetics. As
adjacent property owners and customers in general learn more about BMPs, their vision of what is aesthetically pleasing can
change. Grasses, in healthy herbaceous stands, should never be mown more than once per year.
