For your convenience, we have repeated the comments below in bold font, followed by the responses in italicized font. 1. Table 1. Identification List — Sheet C.2.16.1 - IPS-1B-PS, Influent Pump Station B refers to Table 26/C.2.18.1 for additional information. IPS-1C-PS, Influent Pump Station C refers to Table 2C/C.2.18.1 for additional information. There is no sheet C.2.18.1. Please confirm if the intended reference design sheet is C.2.16.1 for both entries. If not, please submit sheet C.2.18.1. The correct sheet reference is C.2.16.1. Please see corrected table references in the attached. 2. Liner design information - Please provide all available design information for the existing earthen liner for the proposed Digester. The design information for the existing earthen liner was provided with the necessary liner certification documentation upon completion of construction, in or around 1995, and has been accepted as having been provided as required in each subsequent permit renewal by the Division, de facto. The applicant is unable to locate copies of the original design document used over twenty-five years ago, but is confident that the information regarding the liner was found to have been acceptable by the Division now through numerous permit renewals. 3. Sludge Plan of Action (POA) - The November 23, 2020 sludge survey for DM 3-3 Secondary Lagoon that was provided as part of this application shows the sludge to be 53% of the total treatment volume. Please provide a copy of the Sludge POA for this lagoon. A POA was not submitted by the permittee because the survey described was performed on the DM 3-3 Secondary lagoon. This lagoon was designed as a secondary storage lagoon with no treatment volume included. Annual sludge surveys for this lagoon have not been performed for this lagoon because it has no design treatment volume. The sludge survey form refers to volume of total "treatment" zone, and since this lagoon was designed with no treatment volume, the "treatment" zone in the sludge survey form isn't applicable. The sludge survey provided was performed for the permit application only, as requested by DEQ. This project will convert this (secondary) lagoon into a digester via installation of an HDPE cover, and we anticipate that a large fraction of the organic portion of the sludge will be consumed and converted to biogas, aiding in the sludge management at the farm. The volume of sludge in the digester will be reassessed at the end of the first year of operation, consistent with the Operations and Maintenance (O&M) plan recommendations. Subsequently, sludge will be removed, as per the O&M plan, as needed to maintain proper digester operations. 4. Sludge - Please provide description with necessary design details regarding the management of sludge in the proposed Digester. This includes sludge measurement and treatment/disposal. Sludge will be removed periodically from the digester and applied as fertilizer in accordance with the nutrient management plan. Sludge removal will occur as determined necessary by the permittee through an annual sludge survey performed by the permittee. The permittee may remove sludge as often as the permittee deems appropriate, in accordance with the approved nutrient management plan, and to maintain less than two (2) feet of inert settled sludge in the digester. Sludge may be removed from the digester either via the mixing pump system or through the sampling ports installed in the digester cover. 5. Gas Utilization — Please provide information for the intended onsite and/or offsite use of the biogas. At this time, the applicant has no specified nor contracted on -site nor off -site use of the biogas. in the interim, the biogas will be vented to atmosphere. 6. Clarification of Flare Model — The initial application indicated that a flare will be kept on site at the proposed Digester. Please submit clarification regarding the flare model to be used, i.e. open flare or closed flare. A candlestick flare will be kept on site. 7. Gas Generation Estimate - Please submit an estimate for the daily volume of biogas to be captured by the proposed Digester. The daily volume of biogas varies based on animal stocking numbers, animal age, and climatic variations; is considered confidential business information by the applicant, and we are unable to find reference to the requirements for providing biogas generation estimates when seeking a modification to the Certificate of Coverage for the General Permit of the subject facility. If our interpretation is in error, please provide the reference to the applicable rule or statute.
